In the face of unreplicable results, statistical anomalies, and outright fraud, introspection and changes in the psychological sciences have taken root. Vibrant reform and metascience movements have emerged. These are exciting developments and may point toward practical improvements in the future. Yet there is nothing so practical as good theory. This article outlines aspects of reform and metascience in psychology that are ripe for an injection of theory, including a lot of excellent and overlooked theoretical work from different disciplines. I review established frameworks that model the process of scientific discovery, the types of scientific networks that we ought to aspire to, and the processes by which problematic norms and institutions might evolve, focusing especially on modeling from the philosophy of science and cultural evolution. We have unwittingly evolved a toxic scientific ecosystem; existing interdisciplinary theory may help us intelligently design a better one.

The pension system of the Republic of Croatia is subject to frequent inquiries, which can be summed up in two basic directions: the question of its financing, ie the rate of pension contributions that negatively affect the competitiveness of the economy, and the issue of pensions paid, which are often perceived as insufficient for the dignified life of pension beneficiaries. However, in the long run, the pension system will face the need for a thorough reform that will be caused by the longer life expectancy of the population and the increasing negative demographic tendencies that are particularly pronounced in the Republic of Croatia. The current contribution-based pension system will be less and less able to service its growing demands, and the reform needs to achieve two apparently conflicting goals: efficient financing while stimulating the competitiveness of the Croatian economy. It will be possible to achieve this by carefully devising a change in the tax structure and shifting the focus from income taxation to consumption taxation.

In 2016, the French Parliament introduced a new chapter on mediation in the Code of Administrative Justice. To succeed, this reform needs to reverse repeated failures in this field. In view of the significant challenge of embedding administrative mediation in the French administrative justice system, the reform and its implementation were informed by empirical findings arising from a mediation pilot set up by the administrative court of Grenoble in Spring 2013. An empirical study of the pilot and of the experience of rolling out administrative mediation in France forms the core of this article and the context in which to revisit foundational questions about mediation and administrative justice. I argue that mediation is not illsuited to administrative law disputes, but that to be integrated in a system of administrative justice, mediation requires the negotiation of a dedicated environment triggering in turn the emergence of a pluralist administrative justice system.

In his pursuit of honour, Alessandro Farnese prioritised his family. His strategies included securing Church offices, advantageous marriages, and Italian territories for his children and grandchildren. As he rose towards the papacy, Farnese was also influenced by the curial culture in which humanist concepts of the papal role intersected with the code of honour. These concepts, evident in court sermons, reflected a curial script that impelled the pope to project himself as the leading man in the coming of a new Imperium and the dawn of a Golden Age. As pope, Farnese wove this narrative through the magnificent display of festivals, art, and architecture. His pursuit of reform needs to be considered against the backdrop of this narrative.

In this concluding chapter it is argued that the reform of children’s services over the past two decades has been a more politically driven process than is commonly recognised. Reflecting on the evidence presented in the book four key features of children’s services are identified. Firstly, the extent to which reforms have been influenced by apparent local service failings has been greatly exaggerated by ministers. Secondly, children’s services reform needs to be understood within the context of the broader economic and social policy priorities of party leaders and senior ministers. Thirdly, the ubiquity of structural reform to local children’s services reflects the activism of ministers and their need to demonstrate impact. Finally, the politicisation of policy-making in this area has been reflected in continual shifts in government-interest group relations, including the declining access and influence of children’s sector NGOs over recent years.

The legal system of the Visigothic Kingdom was significantly indebted to Roman law, and for a long time it preserved the Late Roman capital penalties of death and deportation. Yet, Ervig’s reign appears to be marked by a turning point, at the end of the seventh century: his laws ended the coexistence of both penalties in the Visigothic penal system, leaving exile as the only punishment incurred by political and religious offenders. Such a reform needs to be carefully weighed: was it a real break with prior penal practice? Can it be interpreted as a Christian reform of the civil law? And what about the seemingly increasing confusion between exile and servitude?

Three months after the initially scheduled start of the Conference on the Future of Europe (CoFoE) its design remains unclear. While the European Parliament proposed a rather ambitious concept of a “European Convention 2.0”, the European Council seeks additional legitimacy for its Strategic Agenda, excluding the possibility of treaty reforms. However, not all national governments seem to be convinced that such an “Intergovernmentalism 3.0” legitimised by participative democracy is a good idea. In between these two positions, the European Commission seeks to water down Ursula von der Leyen’s bid to the European Parliament. Comparing the opportunities and risks entailed in these three concepts of the CoFoE, the article argues for an open process, which neither pushes for nor excludes treaty reform. If citizens and civil society support such a constitutional momentum, it is about time to address the numerous reform needs and to end the further procrastination of treaty reforms.
