The present paper aims to be useful for public transport operators and municipalities, as it should enable them to make decisions and to optimize public transport schedules during peak hours. In this study, we outline the data and the means necessary for the creation and use of a specific database for a dynamic spatial analysis of the public transportation network. This will facilitate the analysis of public transport vehicle operating programs and the simulation of new transport programs using open-source software. This paper delivers the first digital map of the public transport in Bucharest. Using the QGIS software and the PostgresSQL database, (i) we analyzed the accessibility of public transport stops for residential areas (5-min isochrones, corresponding to walking distances of 400 m), and (ii) we determined the correlation of transport vehicle programs with the existing transport network to optimize the headway of vehicles. These two elements were considered for the analysis of public transport performance. The research study was based on the tram network in Bucharest, but it can be easily upscaled for the entire public transport network and may be replicated in other large cities.

The purpose of the research is formation of passenger transport policy by public transport from the standpoint of determining the level of safety in COVID-19 and passenger comfort with the development of basics for measuring the perception of the most important factors of public transport convenience, minimum discomfort and maximum safety. Methodology. The study was conducted in two stages - inhouse and experimental - the collection and processing of data obtained from the survey of passenger flows. Continuous field research by the tabular method which in comparison with the existing ones is the most time-consuming, but the only one that can provide maximum accuracy of passenger information for further processing of the obtained statistical data of the studied system of public transport. The information obtained by organoleptic means was entered for further processing in the special accounting map, then calculations were performed for traffic areas between the stopping points of each studied route. Findings. The results of field research using the model of discomfort allow us to correctly predict the choice of mode of transport and the behaviour of passengers when using public transport in medium-sized cities. It is proved that the artificial underloading of the vehicle to avoid tight contact of passengers does not affect the level of infection with the virus of COVID-19 and, therefore, this restriction is not appropriate. Conclusions. Formation of the strategy of passengers' transportation in the conditions of COVID-19 is possible only with the use of the characteristic indicators of the transportation of people established by the multi-criteria analysis of a transport network - the level of discomfort, vehicle filling factor, the average time of transportation, the average distance of transportation. It is obligatory to use such means of protection as masks and gloves, provide the enhanced ventilation of the salon, and organize passengers' boarding through the back door with 100 % contactless fare payment.

The advantages and disadvantages of existing tools for calculating passenger flow are shown using the example of the city of Moscow.The objective of the research was to assess possibilities of using Wi-Fi data as a tool for analysing passenger flow. The authors used two types of Wi-Fi scanners and a tool they developed to analyse the collected data. The primary results of the study demonstrate the possibility of practical application of Wi-Fi data to analyse passenger flow.The described empirical studies, particularly data received from the portable Wi-Fi scanner, have shown that more than 20% of mobile devices in urban public transport and metro are used with Wi-Fi enabled, which is clearly not enough to get results necessary for comprehensive and detailed analysis of passenger flows. Nevertheless, the accumulating data allow to get possibility to forecast general passenger flow.A portable Wi-Fi scanner does not provide an opportunity to extensively capture a large area of the surveyed territory in real time (stops of urban public transport, locations where passengers enter the metro, etc.). Stationary Wi-Fi scanners could increase the amount of data and, accordingly, significantly adjust the results obtained. This enhancement could also be achieved through expansion of adoption of the tool of studying passenger flow to urban railways, i.e., in case of Moscow, to Moscow Central Circle and Moscow Central Diameters, as those routes provide Wi-Fi access at stations and in coaches.Data collected from Wi-Fi scanners can be an additional tool to other data sources, such as validation, automatic systems of passenger flow monitoring, and data obtained from cellular operators. For this reason, the further research in the field of Wi-Fi analytics along with development of technology in the field of existing data sources of passenger flow monitoring may result in better calculation of passenger flow.
