The present study, after a literature review of the smart city definitions and ranking tools in Europe and in China, presents a cross-reading approach to the Chinese smart cities concept and implementation. It is indeed nowadays mandatory to re-convert cities in sustainable and smart ecosystems and this can be done with different approaches. In this frame, the role of ICT—the glue of the smart city concept—is central and pervasive. The Smart city model could be a way to reverse the actual trend of cities, re-defining an integrated approach between tangible and intangible infrastructures of cities. Future cities are influenced by two main different visions with different connotations that come along with the planning capacity and with the ability of countries to follow a coherent and sustainable development project. European approach for planning is quite consolidated and based on a long term holistic vision, while Chinese vision is catching up with the dramatic speed of urbanization, deploying critical infrastructures in most cases without a long-term view. On the other hand, Chinese projects are in some cases exemplary for Europe where many constraints and regulatory issues put a strong limitation on the many possible implementations.

The most recent interpretations of the concept of smart city (SC) highlight the need for adopting a more holistic vision of SC, which includes other relevant features for understanding the dynamism of urban development and face new challenges. The study of a social entrepreneurship initiative (SPEAK) that aims to empower immigrants living in the main Portuguese cities is the method used in this research to understand the extent to which social innovation can make smart cities more human and sustainable. The results illustrate how a social entrepreneurship initiative can positively impact the creation of social value to immigrants in cities. As the evidence shows, the full integration of foreign migrants in cities may contribute to the sustainable resolution (or avoidance) of many severe social dysfunctions, as well as for the improvement of the quality of life of foreign migrants and local citizens. The approach adopted, based on the empowerment of the human element, is able to produce a sustainable response and contribute to other dimensions of SC.


The effective and modern management of competence development, which represents a distinguishing key-factor in future Smart Cities, cannot be limited to the Learning Management exclusively, but rather be inclusive of aspects pertaining to Human Capital and Performance Management in a holistic vision that encompasses not only the sphere of operations but also the tactical and strategic levels. In particular, organizations need solutions that especially integrate Learning Management, Performance Management, and Human Resource Management (HRM). We propose an approach considering the competences as key-factors in the management and valorization of Human Capital and making use of a socio-constructivist learning model, based on the explicit (ontological) modeling of domain competences as well as a learner and didactic oriented approach. Unlike most of the current solutions, far from the proposed vision and concentrated on specific functionalities and not on the processes as a whole, the solution offered by MOMA, spin-off of the Research Group of the University of Salerno led by Prof. Salerno, is here presented as a demonstrative case of the proposed methodology and approach. A distinctive feature of our proposal, supported by the MOMA solution is the adoption of semantic technologies that for instance allows for the discovery of unpredictable paths linking them in the Knowledge Graph. Finally, we discuss how this framework can be applied in the context of the Smart Cities of the future, taking advantage of the features, enabled especially by semantics, of researching, creating, combining, delivering and using in a creative manner the resources of superior quality offered by Smart Cities.

When modern technology permeates every corner of life, there are ignited more and more hopes among the disabled to be compensated for the loss of mobility and participation in normal life, and with Information and Communication Technologies (ICT), Exoskeleton Technologies and truly hands free technologies (HMI), it's possible for the disabled to be included in the social and pedagogic spheres, especially via computers and smartphones with social media apps and digital instruments for Augmented Reality (AR) .In this paper a nouvel HMI technology is presented with relevance for the inclusion of disabled in every day life with specific focus on the future development of "smart cities" and "smart homes".

This paper presents the evaluation of usersХ experiences in three intelligent lighting pilots in Finland. Two of the case studies are related to the use of intelligent lighting in different kinds of traffic areas, having emphasis on aspects of visibility, traffic and movement safety, and sense of security. The last case study presents a more complex view to the experience of intelligent lighting in smart city contexts. The evaluation methods, tailored to each pilot context, include questionnaires, an urban dashboard, in-situ interviews and observations, evaluation probes, and system data analyses. The applicability of the selected and tested methods is discussed reflecting the process and achieved results.
