The problem of evaluating the university faculty research performance in the European Higher Education Area and in the European Research Area is enlightened in the paper. It is emphasized that under the transition to open science and open access and increasing digitalization, that has emerged in the higher education system due to the global COVID-19 pandemic, the problem of academic staff research performance evaluation and their career attractiveness needs to be reconsidered. The article analyses the key principles of evaluating researchers and their professional development; they are enlightened in the basic regulations of the European Commission, European University Association and European Research Area, and in the Hong Kong Principles as a part of the Open Science and Open Access Initiative. The issue of using almetrics in evaluating research outputs is actualized; it provides the «visibility» of the researcher not only for the scientific or educational community, but also for society as a whole. This expands the scope of usual indicators of research performance and provides a comprehensive and more objective measurement of researchers’ excellence. The structure of research performance evaluation is given; it should be based on an integrated approach, taking into account the peer-review, quantitative and qualitative measurements, and include all the components of university staff research activity, i.e. the scientific creativity potential and its research outputs, research supervision, young scientists’ mentoring, national and international cooperation, performing administrative duties, research dissemination, and mobility.

The Budapest Open Access Initiative and the Berlin Declaration are analyzed. The main provisions of the policy of the international movement for open access are given. One of the priorities of science development in Ukraine is integration into the European Research Area. 6 priorities of integration of Ukrainian science into the European Research Area are described. A survey of mathematics teachers of advanced training courses of Kryvyi Rih State Pedagogical University and students of the National University of Life and Environmental Sciences in 2020-2021 academic year were conducted. The current state of the use of cloud-oriented systems of open science is clarified. The main factors to be considered for further implementation of these systems in teacher education and their ICT competence increase are identified.

The article presents the Ukrainian experience in developing the issue of using cloud-oriented systems of open science. In particular, the concept of “digital transformation” and the processes it covers (digitization and digitalization) are considered. The main directions of digitalization in Ukraine are outlined. The main changes in the direction of Ukraine's integration into the European research area are reflected. The main provisions of the project “Cloud-based systems of open science for teachers’ training and professional development” (since October 2020) – the winner of the competition “Support for research of leading and young scientist”, implemented through grant support of the National Research Foundation of Ukraine. The purpose and objectives of the project, the expected social effect and results are announced. One of the key results should be the methods of using open science services.

The paper is dedicated to the issues of Ukraine’s integration into the European Research Area (ERA) – a single research and innovation space open to the world and based on the internal market, which ensures the free exchange of researchers, scientific knowledge and technology. A comparative analysis of the institutional prerequisites for the creation of a single European research and innovation area has been conducted. The legislative basis of the European integration vector of Ukraine’s development in the science, technology and innovation sector is substantiated, while the flaws in the organisational and institutional support for euro-integrational reforms are identified. The idea and phases of ERA development are considered, the problems of implementing the Roadmap of Ukraine’s integration of into ERA are defined. The main European programs of scientific, technological and innovative cooperation are systematized and Ukraine’s participation in them is analysed. The case of cooperation between the Silesian Technological University «Silesian Polytechnic in Gliwice» and the Institute of Industrial Economics of the National Academy of Sciences of Ukraine is considered as a positive example of establishing collaboration in research and development between Ukrainian and European partner organizations. The authors propose the framework for creating institutional conditions that would ensure proper functioning and cohesion of the scientific, technological and innovative sector of Ukraine, as well as its effective integration to ERA in compliance with the strategic interests of international cooperation.
