AbstractSocial protection can take many forms. Both cash transfers and food security may have important contributions to child cognitive development. This study examines the potential impact of combinations of cash transfers and food security status on child cognitive development and educational outcomes. Cross-sectional data for 796 HIV-affected children in the Child Community Care study were utilised for this analysis. Children and caregivers completed interview schedules comprised of standardised items on socio-demographics, household data, cash grant receipt and food security status, school achievement, and cognition. A series of logistic and linear regression models and marginal effects analyses were undertaken to explore the impacts of differing levels of social protection (none; either cash grant receipt or food secure status or, both in combination) on child educational and cognitive outcomes. Although all children lived in poverty-stricken households, 20% (157/796) of children did not live in a household in receipt of a cash grant and did not report food security; 32.4% (258/796) reported either component of social protection and, 47.9% (381/796) received both measures of social protection in combination. Compared to no social protection, being in receipt of either component of social protection was found to be significantly associated with being in the correct class for age, higher scores of non-verbal cognition, and higher working memory scores. Receiving both social protection measures in combination was found to be significantly associated with reduced educational risk scores, improved odds of being in the correct class for age, regular school attendance, missing less than a week of school in the previous two weeks, higher scores on measures of nonverbal cognition, higher working memory scores, and learning new things more easily. Educational and cognitive outcomes for children can be bolstered by social protection measures (cash grant receipt or food security). Benefits are enhanced when social protection is received in combination. Such findings support the notion of synergistic social protection responses for children living in environments impacted by high levels of HIV burden and deprivation.

Nutritional status of children is a momentous issue across the world. Children are mostly suffering from various infectious diseases, which are ensuing through malnutrition or incommensurable nutritional requirement of children. Household food security, caring practice for women and children, health environment and services and infectious diseases are the major cause of mortality particularly in children in many developing countries. The findings of the review clearly relate malnutrition, which is one of the most underlying causes of infectious diseases among children and existing evidence shows that the prevalence of under-nutrition and other forms of malnutrition among under-five children was high and they are easily affected by infectious disease such as diarrhea, measles, malaria, acute respiratory infection etc.A well-designed social protection system has great potential to improve malnutrition in Bangladesh. The international and domestic evidence presented in this review clearly demonstrates the importance of an integrated approach to tackling malnutrition in Bangladesh. Severe wasting may be reduced by simply improving food intake but tackling chronic malnutrition requires integrated social protection programmes. Programmes that have effectively reduced stunting and wasting have also addressed many of the underlying causes of malnutrition, including improving household food security and the health environment. Purpose This paper aims to propose, for the very first time in Burkina Faso, a “no regret” reference tool to improve policies and processes which could strengthen agricultural water resilience under climate risks and change for sustained food security. Such a framework consists of five pillars derived from the agricultural water vulnerability analysis. Design/methodology/approach The method combined a new designed tool “ClimProspect”, adapted to the Sahelian climatic context, participatory and analogue approaches. Findings Innovative “no regret” framework to overcome current and future climate risks on agricultural water requirements has been built. Research limitations/implications The paper proposes a new way to assess vulnerability and build resilience for a given system and brings climate and disaster risks together. In fact, in the country, disaster and climate risks are closely associated. Practical implications The proposed measures will reinforce water security under climate variability and change and disaster risks, boost the farmers’ participation in water governance and secure the adaptation investment for the long term. Social implications Implementing the proposed measures should provide farmers with agricultural water needs at any time over the year, having access to social protection and sustainably increase their food security. Originality/value Method used explicitly allows for paying attention, at the same time, to climate variability and change, disaster risks and social issues. The “no regret” framework is a practical secured tool for policy makers and planners, and it gives them a new way to secure sustainable water requirements.

Purpose – The purpose of this paper is to identify the pathways through which social protection policies in China and India can address the key challenges facing poor, vulnerable, and disadvantaged groups under rapid transformation in both countries. Design/methodology/approach – This paper reviews the main social protection policies in China and India and analyzes the challenges that they are facing. This analysis is based on an evaluation of poverty and food security trends in both countries among vulnerable and disadvantaged groups followed by an overview of major experiences and gaps in social protection policies in the two emerging Asian giants. Findings – Improving the coverage and targeting of social protection systems is vital, and will require a multi-faceted reform portfolio that promotes more integrated and horizontally equitable systems. Emphasis should be placed on developing productive, cross-sectoral social protection programs that combine short-term social safety support with long-term tools to enhance productivity, paying special attention to nutrition, health, and human capital development. More efficient coverage and targeting should bridge the rural and urban divide and be grounded in transparent criteria and procedures that govern program implementation at all levels of the government. As both countries become more urbanized, social protection programs need to give equal attention to emerging food insecurity and nutrition issues within urban areas without detracting from food security and nutrition efforts in rural areas. Originality/value – Faced with a sizable population of undernourished and poor people, India and China have applied rather different approaches to address food insecurity. The originality and value of this paper lie in an in-depth parallel analysis of how China and India can better use their social protection systems to address food insecurity and undernutrition among poor, vulnerable, and disadvantaged groups.

Studies of livelihoods and food systems since the start of the global pandemic in 2020 have shown a consistent pattern: the primary risks to food and livelihood security are at the household level. Covid-19 is having a major impact on households’ production and access to quality, nutritious food, due to losses of income, combined with increasing food prices, and restrictions to movements of people, inputs and products. The studies included in this Research for Policy and Practice Report and supported by the Covid-19 Responses for Equity (CORE) Programme span several continents and are coordinated by leading research organisations with a detailed understanding of local food system dynamics and associated equity and livelihood issues in their regions: (1) the impact of the Covid-19 pandemic on livelihoods in sub-Saharan Africa; (2) supporting small and medium enterprises, food security, and evolving social protection mechanisms to deal with Covid-19 in Pakistan; and (3) impact of Covid-19 on family farming and food security in Latin America: evidence-based public policy responses.
