Studies of livelihoods and food systems since the start of the global pandemic in 2020 have shown a consistent pattern: the primary risks to food and livelihood security are at the household level. Covid-19 is having a major impact on households’ production and access to quality, nutritious food, due to losses of income, combined with increasing food prices, and restrictions to movements of people, inputs and products. The studies included in this Research for Policy and Practice Report and supported by the Covid-19 Responses for Equity (CORE) Programme span several continents and are coordinated by leading research organisations with a detailed understanding of local food system dynamics and associated equity and livelihood issues in their regions: (1) the impact of the Covid-19 pandemic on livelihoods in sub-Saharan Africa; (2) supporting small and medium enterprises, food security, and evolving social protection mechanisms to deal with Covid-19 in Pakistan; and (3) impact of Covid-19 on family farming and food security in Latin America: evidence-based public policy responses.

Many solutions have been proposed to address food security. We present here a prioritized set of actions achievable within the next 2–10 years. By taking a systems approach we follow the impact pathway backwards starting from the needs and desires of the end-users to eventually define the research agenda that will exactly address those targeted solutions with positive impacts. The following actions emerge as high-priority and achievable in the near future: new research tools to study food systems; dis-aggregated intra-household surveys to reveal within-family inequalities in food access; increased scientific consensus on climate change impacts in sub-Saharan Africa; rapid response measures to address sudden emergencies, such as capturing excess rainfall water; financial tools to enable rapid responses with recovery measures afterwards; consideration of restrictions that excess heat and humidity impose on human productivity; secure land ownership and tenure rights to encourage long-term agricultural investment; mechanization at all stages along the food system.

Nigeria is one of the most dynamic economies in Africa. Strong GDP and population growth coupled with urbanization trends place tremendous pressures on natural resources and the food systems that are dependent on them. Understanding the impact of these “mega trends” is important to identify key leverage points for navigating towards improved nutrition and food security in Nigeria. This paper contributes to the Foresight Project of the Food Systems for Healthier Diets which aims to analyse how the food system in Nigeria is expected to transform in the next decades, and to identify the leverage points for making sure that the transformation contributes to balanced consumer diets. For the food systems foresight, a well-established global economy-wide model, MAGNET, is applied that enables to capture the interlinkages among different food industry players in one consistent framework. By linking MAGNET to the GENUS nutritional database, it is further possible to relate the developments occurring on a macro-level with detailed macro and micronutrient consumption. Model projections suggest that a process of intensification of agriculture in combination with land substitution appears critical for the evolution of food and nutrition security, and for shifts towards healthy diets for the population. Intensification results in greater diversity of the production systems, which in turn cascades into positive effects on the diversity in the food supply and better food security outcomes.

Global food security is one of the most unrelenting issues for humanity, and agricultural production is not sufficient in accomplishing this. However, earlier analyses of agricultural food production barely ever bring out the contrasts associated with economic development and different climatic zones. The world population is increasing day by day and climate change will be causing more extreme weather, higher temperatures and changed precipitation. The crop contributes about 20 % of the total dietary calories and proteins globally. There is 1% annual growth in food demand in the developing regions. The developing regions (including China and Central Asia) account for roughly 53 % of the total harvested area and 50 % of the production. Although, unmatched productivity growth from the Green Revolution since the 1960s dramatically transformed world food production, benefitting both producers and consumers through low production costs and low food prices. One of the key challenges today is to replace today’s food system with new ones for better sustainability. While the Green Revolution freed essential ecosystems from conversion to agriculture, it also created its own ecological problems. Moreover productivity increase is now slow or stagnant. Attaining the productivity gains needed to ensure food security will therefore require more than a repeat performance of the Green Revolution of the past. Future demand will need to be achieved through sustainable intensification that combines better crop resistance plants, adaptation to warmer climates, and less use of water, fuel, fertilizer, and labor. Meeting these challenges will require concerted efforts in research and innovation to develop and set up feasible solutions. Necessary investment will be required to realize sustainable productivity growth through better technologies and policy and institutional innovations that facilitate farmer adoption and adaptation. The persistent lessons from the Green Revolution and the recent efforts for sustainable escalation of food systems in South Asia and other developing nations will definitely providing useful insights for the future.

Abstract Sustainable agriculture has been recognized in the literature as one of the important pathways to ensuring food systems and livelihoods among rural households in Africa. Using data from the ‘Intensification of Food Crops Agriculture in Sub-Saharan Africa (Afrint)’ project, we examine the impact of adoption of multiple sustainable agricultural practices (SAPs) - zero-tillage, intercropping, residue incorporation and animal manure - on farm incomes and food security (captures as self-sufficiency in food production-SSF) among African rural households. Multinomial endogenous treatment effect (METE) method is applied to control potential selection bias. In addition, the multivalued treatment effects (MTE) model and dose-response-functions (DRFs) are also used to examine the treatment effects heterogeneity associated with SAPs adoption. The study reveals that joint adoption of SAPs is increased farm income and food security relative to the adoption of a single practice. Households obtain significantly higher farm income (FI) and food security (FS) via adoption of at least three practices relative to households adopting less than three practices. These findings reaffirm the benefits of adopting SAPs as a package rather than single practice, to enable farm households to derive significant welfare benefits.

Have we finally turned the corner on COVID-19? Just maybe. The world is still reeling from the pandemic, and the delta variant is taking its toll presently, but the winds of change do seem to be shifting in our favor. After publishing more than a year and a half’s worth of research-based papers and commentaries on COVID-19 and its impact on the food system, we are taking a kind of odd pleasure in finally publishing content on a broader range of issues. Food systems work is (or should be) a veritable beehive of activity on all fronts, at all levels, at all times: racial equity, family farm resilience, climate change, building out our food security infrastructure, and so on require constant simul­taneous attention, each of these key issues being a piece of an interlocking resilience puzzle. . . .

Abstract Food systems must become more sustainable and equitable, a transformation which requires the transdisciplinary co-production of knowledge. We present a framework of food sustainability that was co-created by academic and non-academic actors and comprises five dimensions: food security, right to food, environmental performance, poverty and inequality, and social-ecological resilience. For each dimension, an interdisciplinary research team—together with actors from different food systems—defined key indicators and empirically applied them to six case studies in Kenya and Bolivia. Food sustainability scores were analysed for the food systems as a whole, for the five dimensions, and for food system activities. We then identified the indicators with the greatest influence on sustainability scores. While all food systems displayed strengths and weaknesses, local and agroecological food systems scored comparatively highly across all dimensions. Agro-industrial food systems scored lowest in environmental performance and food security, while their resilience scores were medium to high. The lowest-scoring dimensions were right to food, poverty and inequality, with particularly low scores obtained for the indicators women’s access to land and credit, agrobiodiversity, local food traditions, social protection, and remedies for violations of the right to food. This qualifies them as key levers for policy interventions towards food sustainability.

AbstractThe current coronavirus disease 2019 (COVID-19) pandemic is impacting on food systems and has exposed the poor state of food security and lack of food system infrastructures. Consequently, sub-Saharan Africa countries face the compounded risk of COVID-19 and hunger. The syndemic will pose serious challenges for achieving food security imperatives of the Sustainable Development Goals (SDGs) by 2030. This article discusses the dynamics of food security imperatives brought about by COVID-19 pandemic. It examines the mitigating efforts of sub-Saharan African governments in addressing COVID-19 and how this effort impacts the attainment of SDGs One, Two, Three and 12. It finds that while the pandemic provides an opportunity for governments to strengthen their commitments, it raises questions on the ambitious global efforts to deliver SDGs by 2030. It recommends that African governments need to maximize intra-African trade with investments in agricultural biotechnological infrastructure in order to close the gap between the targets and the realities, in the efforts towards achieving the SDGs.

The relationship between aquatic foods and food nutrition and security is increasingly recognised in policy and practice, yet many governance instruments do not acknowledge or support this important connection. The most effective policy approaches to support the link between these sectors, or ‘best practices’ are currently unknown. We reviewed relevant governance instruments from multiple countries to identify how these instruments linked fisheries, aquaculture and food security and nutrition, including the policy framing and evidence of political commitment. Of the documents connecting the sectors (65%), the majority did so in the context of developing the fisheries/aquaculture sector to increase aquatic food availability and/or access (51%), followed by developing the fisheries/aquaculture sector as a livelihoods approach to indirectly improve food security (33%), for example, through income generation. Sectoral links established in the context of nutrition-sensitive approaches to fisheries and aquaculture were less common (5%). Almost one third (29%) of instruments supported the connection between aquatic foods and food security and nutrition across three or more different contexts relevant to food security or food systems, while 12% indicated a very high level of commitment. We recommend some key attributes for future policy development to help build coherence between sectors and to help frame coherent food system-based policies.

Abstract Agri-food systems include branching ramifications, which connect in the upstream the input suppliers with farmers, and downstream farmers, processors, retailers and consumers. In the last decades, at the level of the regions, food systems have undergone rapid transformation as a result of technological progress. The paper analyzes the changes made to the structure, behavior and performance of the agri-food system and the impact on farmers and consumers. Also, the role of agricultural research as a determinant factor of transformation of agri-food system is analyzed. The research objective is to develop technologies that cover the entire food chain (from farm to fork) and meet the specific requirements of consumers (from fork to farm) through scientific solutions in line with the principles of sustainable agriculture and ensuring the safety and food safety of the population.
