Some strategic environmental assessment (SEA) pilot cases in China strive to integrate environmental issues into the planning from the beginning. One of them is the SEA for development strategy of Tianjin Binhai New Area. The SEA adopted an interactive assessment mode with the decision-making process and predicted the environmental impacts of the development strategy on land resource, water resource, energy, surface water, atmospheric environment, and ecosystem of land area and offshore area. The future development strategy of circular economy and low-carbon economy in Tianjin Binhai New Area was also analyzed. Finally, experience from the SEA case was discussed. The case study shows that support from non-environmental agencies, early integration of SEA process and planning process, interactive assessment mode, and sensible environmental protection strategy facilitate the integration of environment into decision-making.

There is large-area saline sludge which should be stabilized in China. However when cement is used as a stabilizer the strength and stabilization effect on the soil is relatively poor. In this paper, In this paper Portland cement PC is compared to a soft soil stabilizer A developed by the authors for use in stabilizing chloride saline soil from the Tianjin Binhai New Area. The strength of stabilized soil was tested by comparative Analysis, and XRD and SEM tests were used to analyze the hydrate types in stabilized soil. Preliminary tests results suggest that the salts present in hydraulic sludge and stabilizer A were able to react and formed a new hydrate----- Ca4Al2Cl2O6 • 10H2O which cannot be produced by cement alone, and which can greatly increase strength of stabilized soil.

Energy consumption induced by industry sector is the main source of carbon emission. So it is important to the policy making that research on the low-carbon industrial development, which is aiming to establish an industry system with low-carbon character. There are four restrictive factors on low-carbon industrial development in Tianjin Binhai New Area of China: the rather large scale of the secondary industry, the heavy industrial structure which strongly caused the increasing energy consumption, the high-carbon energy structure of industrial sector, and the lower industrial energy efficiency which has certain gap compared with other regions. Several countermeasures are proposed to reduce carbon emission induced by industrial sector, such as improving energy efficiency, optimizing energy structure, establishing multiple-access financing mechanism to encourage R&D on low-carbon technology, enhancing the development of low carbon industry, participating in the international cooperation actively, and making strategic plan of low-carbon industrial development.
