Abstract This study aims to investigate existing water management problems and potential solutions in the Al-Mafraq Governorate of Jordan, and to examine public awareness of water demand management at the household level. A questionnaire survey captured residents' perceptions of water quantity and quality. Results showed that 71% of respondents find the water pumped from the public system to be insufficient, and 40.9% find that water laws and regulations are implemented ineffectively. The study also showed that 85% of respondents are dependent upon groundwater wells, and 42.5% of respondents have suffered water contamination. Water quality is degraded due to pollution caused by solid waste and liquids, and salinity is increased due to the over-pumping and depletion of groundwater resources. The study recommends that the government incentivize residents to harvest water to deal with water shortages, religious motivations be explored in water conservation efforts, and water authorities should repair or replace old pipelines.

Abstract Integrated water resources management (IWRM) is being implemented all over the world, considering its wide area of applications and flexible spatial scale. Scientists have found IWRM useful in an Indian context also where a coordinated development of water and land resources is sought as part of complete economic, social and environmental welfare. The paper presents the concepts of ‘Local IWRM’ planning applied to water conservation and management in a case study of Ur river watershed in Tikamgarh district of Madhya Pradesh (India). The Plan considers effective utilization of land, water and other available natural resources, linked to the vulnerabilities and livelihood opportunities in the geographical area. The IWRM Plan, designed in three sections – (1) water management, (2) land management, and (3) livelihood management – provides specific suggestions on the activities under these three themes as useful inputs to the District Irrigation Plan (DIP) of the Government. The proposed IWRM Plan intends to promote the component of water demand management in district level planning and is envisioned to be an ‘implementable’ planning document for district level government. Acceptability of the IWRM plan is potentially enhanced as the plan was developed through a participatory process, wherein all relevant stakeholders were consulted at different stages of development.

<p>The paper investigates the level of water user participation in water conservation and demand management in Gweru. Data was solicited from a combination of user opinion and key informants selected from the local authority and citizen representative groups. A household survey including 489 residents was carried out in the different categories of residential areas in the city. Several water conservation and demand management measures were identified. However compliance with the measures was poor. The majority of respondents (98%) were never consulted and did not participate in water decisions. Only a few respondents (2%) participated in water conservation and demand management consultation meetings, an indicator that decision-making was the sole prerogative of the local authority. Awareness in water conservation across residential suburbs was incredibly low irrespective of the socio-economic status of high literacy level recorded in the city. To explain the anomaly, respondents reported low participation (p = 0.078) in water conservation trainings which may have translated into limited conservation literacy. The findings also revealed poor communication channels between the local authority and residents such that water users felt disrespected and disregarded. Unfortunately no initiatives were in place to encourage and enable water user participation in water management. Water conservation and demand management will remain a problem in Gweru as long as there is no point of participation for various stakeholders, especially water users. Active participation channels must be opened in order to create water conservation awareness and good relations for effective participation and sustainable water service delivery.</p>

Household water use accounts for an important portion of water consumption. Notably, different households may behave differently regarding how water is used in everyday life. Trust and risk perception are two significant psychological factors that influence water use behavior in households. Since trust and risk perception are malleable and subject to construction, they are useful for developing effective demand management strategies and water conservation policies. The concepts of trust and risk perception are multidimensional and interconnected. Risk perception varies across social groups and is often shaped by subjective feelings toward a variety of activities, events, and technologies. Risk perception is also mediated by trust, which involves a positive expectation of an individual, an organization, and/or an institution that derives from complex processes, characteristics, and competence. Likewise, different social groups’ trust in various entities involved in household water use is subject to the significant and far-reaching impact of risk perception. The complexity of the two notions poses challenges to the measurement and exploration of their effects on household water use. In many cases, risk perception and trust can influence people’s acceptance of water sources (e.g., tap water, bottled water, recycled water, and desalinated water) and their conservation behavior (e.g., installing water-saving technologies and reducing water consumption) in household water use. Trust can affect household water use indirectly through its influence on risk perception. Moreover, trust and risk perception in household water use are neither given nor fixed; rather, they are dynamically determined by external, internal, and informational factors. A coherent, stable, transparent, and fair social and institutional structure is conducive to building trust. However, trust and risk perception differ among groups with diverse household and/or individual demographic, economic, social, and cultural characteristics. Direct information from personal experiences and, more importantly, indirect information from one’s social network, as well as from mass media and social media, play an increasingly important role in the formation and evolution of trust and risk perception, bringing a profound impact on household water use in an era of information. Future directions lie in new dynamics of risk perception and trust in the era of information explosion, the coevolution mechanism of risk perception and trust in household water use, the nuanced impacts of different types of risks (e.g., controllable and uncontrollable) on household water use, and the interactive relations of risk perception and trust across geographical contexts.

Digital or intelligent water meters are being rolled out globally as a crucial component in improving urban water management. This is because of their ability to frequently send water consumption information electronically and later utilise the information to generate insights or provide feedback to consumers. Recent advances in machine learning (ML) and data analytic (DA) technologies have provided the opportunity to more effectively utilise the vast amount of data generated by these meters. Several studies have been conducted to promote water conservation by analysing the data generated by digital meters and providing feedback to consumers and water utilities. The purpose of this review was to inform scholars and practitioners about the contributions and limitations of ML and DA techniques by critically analysing the relevant literature. We categorised studies into five main themes: (1) water demand forecasting; (2) socioeconomic analysis; (3) behaviour analysis; (4) water event categorisation; and (5) water-use feedback. The review identified significant research gaps in terms of the adoption of advanced ML and DA techniques, which could potentially lead to water savings and more efficient demand management. We concluded that further investigations are required into highly personalised feedback systems, such as recommender systems, to promote water-conscious behaviour. In addition, advanced data management solutions, effective user profiles, and the clustering of consumers based on their profiles require more attention to promote water-conscious behaviours.

The emerging water scarcity in China has become a major threat to its sustainable development. In view of the insufficiency of supply-augmentation methods, China adopted water pricing as a demand management approach to restore the balance between water supply and demand. Extensive policies have been developed since the 1990s, aiming to achieve cost recovery, water conservation, and social equity. This paper discusses to what extent cost recovery has been achieved in China's water tariff reform. Following a literature review on water pricing, the concept of sustainable cost recovery is advanced, requiring that both the financial sustainability of water utilities and the sustainability of water resources should be considered. A case study in Chengdu provides an insight into water tariff reform at the local level. The findings indicate that despite much progress in raising the water tariff, the current tariff nevertheless is insufficient to improve further the urban water sector. The paper concludes with recommendations for enhancing cost recovery and improving the effectiveness of the water tariff reforms.

This paper describes recent experience with integrated resource planning (IRP) and the application of least cost planning (LCP) for the evaluation of demand management strategies in urban water. Two Australian case studies, Sydney and Northern New South Wales (NSW) are used in illustration. LCP can determine the most cost effective means of providing water services or alternatively the cheapest forms of water conservation. LCP contrasts to a traditional approach of evaluation which looks only at means of increasing supply. Detailed investigation of water usage, known as end-use analysis, is required for LCP. End-use analysis allows both rigorous demand forecasting, and the development and evaluation of conservation strategies. Strategies include education campaigns, increasing water use efficiency and promoting wastewater reuse or rainwater tanks. The optimal mix of conservation strategies and conventional capacity expansion is identified based on levelised unit cost. IRP uses LCP in the iterative process, evaluating and assessing options, investing in selected options, measuring the results, and then re-evaluating options. Key to this process is the design of cost effective demand management programs. IRP however includes a range of parameters beyond least economic cost in the planning process and program designs, including uncertainty, benefit partitioning and implementation considerations.
