Introduction. The prediction of learning outcomes plays an important role in professional training of the future civil engineers. The relevance of the article lies in the lack of a unified approach to predicting the formation of basic professional competencies among students of civil engineering universities. The purpose of the article is to describe the creation of a technology for predicting the formation of professional competencies of future civil engineers using modern computer technologies. Materials and Methods. The study was carried out on the basis of the results of the analysis of publications on the creation of social and pedagogical forecasts by computer methods, followed by the construction of “competence-based profiles”. To study the problem, empirical information from the results of passed examinations, tests performed by students of the academic programme 03/08/01 “Construction engineering” (102 students) was analysed. The data were presented in a 3D OLAP cube format. Results. As a result of the research, the author has created a step-by-step technology for quantitative forecasting of the formation of general professional, professional and universal competencies of future civil engineers, in accordance with the educational standard. A competence-based profile of a student enrolled with the construction engineering university has been built. Donbass National Academy of Civil Engineering and Architecture served as experimental facility. The analytical tool “Competence calculator of a future civil engineer” was developed. The optimal time for forecast development was revealed: making a forecast at the early stages of training while maintaining suf ficient accuracy. Discussion and Conclusion. The results of the study open a new theoretical direction in the study of the influence of various factors on the results of pedagogical forecasting: identifying the dynamics of achieving each of the educational results in each of the academic semesters; study of factors and indicators of the forecast background.

This article relates to the slogan of one of the populist political parties in Poland – “the pedagogy of shame”. It is an example of manipulation and the creation of simulacra in social life in order to justify the necessity of assuming power. On accomplishing this,  the slogan becomes the primary principle in the management and rearing of a new society fed on illusions. The author points to the deeper roots of a pathologies which define corrupt power – indifference or acceptance of minor injustices, lack of civic engagement, insouciance with regard to the natural and social environments, the creation of unhealthy arrangements and relationships in small social groups and institutions, including educational – from the lowest level up to the university. In conclusion, the author indicates the necessity of supporting the development of civic society as understood by M. Gruntvig.

Language accompanies people in time and space, but also in all their social environments and professional activities, which affects the language and leads to its stratification based on all these grounds, since various environments impose different language varieties we use to communicate. The extent to which a language is stratified is conditioned by the extent to which the society using the language is compact and homogeneous in territorial and social terms. As the Arabic language has covered a huge geographic space, its stratification has been present since it can be traced, but it was further intensified with the expansion of the Arab-Islamic country and later the colonial conquests resulting in political differentiation and the creation of a larger number of independent, and in some cases also, mutually warring Arab countries.

This paper analyzes the impact of the creation of a continuous network of segregated cycle paths on local economy and on the touristic image of cities, through the case study of the city of Seville by developing a methodology that could be applied to the analysis of other similar experiences. The implementation of a network of bike tracks in the city from 2007 onwards led to the revitalization of a sector, quite marginal until that date, turning it into a dynamic and growing sector in an environment of economic crisis, with high job creation rates per euro billed, something quite beneficial in a city with high rates of unemployment. The impact of the creation of the mentioned network of cycle paths in the touristic image of the city, something very important given the relevance of the tourism in its economy, is apparent from the inclusion of the aforementioned infrastructure in the main international tourist guides of the city. The microanalysis of the opinions of the visitors, users of said infrastructure, evidences a positive valuation, and its high multiplier power as an argument for recommending Seville as a tourist destination in their immediate social environments. However, some deficiencies that should still be corrected are detected, such as conservation problems, or the low level of knowledge of such infrastructure at the international level.

Abstract Tomasello offers a compelling account of the emergence of humans’ sense of obligation. We suggest that more needs to be said about the role of affect in the creation of obligations. We also argue that positive emotions such as gratitude evolved to encourage individuals to fulfill cooperative obligations without the negative quality that Tomasello proposes is inherent in obligations.
