In recent years, the Italian national institute of statistics (Istat), together with most National Statistical Institutes, is progressively moving from traditional production models based on the use of primary source of information - represented by direct surveys - to new production strategies based on the combined use of different primary and secondary sources of information. As result, new multisource statistical processes have been built, that guarantee a major improvement of both amount and quality of information about several phenomena of public interest. In this context, the Total Process Error (TPE) framework has been recently proposed in literature for assessing the quality of multisource processes. The TPE framework represents an evolution of the Zhang’s two-phase life-cycle approach and it additionally includes an operational tool to connect the steps of the multisource production process to the phases of the quality evaluation framework. TPE framework can be used both to support a multisource process design and to monitor an entire production process, in order to provide key elements to assess the quality of both the processes and their statistical outputs. In the present work, we describe as a case study in the new context of Istat production of official statistics the use of the TPE framework to support the process design of the Register for Public Administrations.

The authors propose a synergy of expert approach methods through the Systematic layout planning (SLP) and Analytic Hierarchy Process (AHP) as tools for the shipyard production process design towards an optimal material flow, in combination with Simulation modeling (SM). Most production process designs are based on the conventional methodology of comparison initiating with benchmarking. Such approach can be misleading. For more reliable and efficient results, the approach suggested by the authors uses a combination of the mentioned three methods within the frame of an expert approach. Firstly, the Systematic layout planning is used for generating a larger number of suboptimal shipyard production process design alternatives. Then, these alternatives are analyzed through an objective decision making tool to reach an optimal material flow alternative. Further, such optimal alternative is tested and evaluated by Simulation modeling (SM). Finally, the presented methodology is confirmed on a case study as a viable approach to an efficient and reliable shipyard production process design.

Production process design hybrid real processors opinions is vital important. Many production processes design did not consider processors needs, resulting in many failure products. Glutinous rice industries have their own particularity of production process. Glutinous rice product is a product which is a raw glutinous rice material hybrid from food processing. In Chinese, Japanese, Indian, Korean, etc. societies, glutinous rice products are an important rice product and staple food. Glutinous rice product processors have to face variable raw material (glutinous rice) costs, hence, if they know the trend of glutinous rice products and products diversity, then this would easily gain better profits when they produce these glutinous rice products. This research tries to build a better production processes through processors depth interview, aiming at glutinous rice processors for examples. In this study, a profit formula was constructed. Through in depth interview survey, there were 12 processors in Taiwan visited during 2012. It showed that health, convenience and tourism factors potentially obtained the most profits when processors produced these glutinous rice products. These raw distribution data sets of glutinous rice processors costs would be a foundation of production process design references.
