This chapter argues that, while we can conceive of a ‘global’ or a ‘regional’ governance structure, a ‘critical regional perspective’ is not possible for three reasons. First, there is a problem of governance as a technology of ordering the world that requires the production of abstracted forms of knowledge; second, the problem of determining what a critical ‘regional’ perspective on global governance might be; and third, a critical perspective that would account for the daily lives of people cannot be produced by regional institutions, which are rarely representative of popular democratic movements. In the Middle East, the Arab League has historically been weak, reflecting turbulent regional power relations. As such, it is difficult to identify a regional perspective based on the League’s governance practices. If a regional political counter-perspective to global governance is not possible (as in the Middle East), one cannot speak of a cultural (counter) perspective on governance.

AbstractAustralia has experienced difficulties engaging with Asia-Pacific regional integration. Despite Australian attempts to punch above its weight in regional forums and to be a regional leader, it is still not regarded as a full member or as quite fitting into the region. It is an ‘awkward partner’ in the Asian context, and has experienced the ‘liminality’ of being neither here nor there. The former Rudd government's proposal for an ‘Asia Pacific Community’ (APC) by the year 2020 was a substantive initiative in Australia's ongoing engagement with Asia. It has, however, attracted a high level of criticism both at home and abroad. The main critical analysis of the proposal has focused on institutional building or architecture, or its relationship with existing regional institutions, but overlooks a host of often fraught questions about culture, norms, identities, and international power relations. The APC concept needs to be scrutinized in terms of these questions with a critical eye. This paper examines the cultural, cognitive, and normative dimensions of Rudd's proposal. It analyses four dilemmas or awkward problems that the APC faces.

Abstract Neighbouring States form regional institutions for purposes that they cannot meet singularly, as in case of exceptional events that overwhelm national capacities. Comparing regional organizations endowed with specific Disaster Management (dm) functions provides a suitable analytical lens of this phenomenon, being a means for exploring how fundamental principles like sovereignty or solidarity are differently combined within their legal frameworks. Building on a comparative analysis of two regional models (eu and asean-aha), the article suggests that the positioning of regional organizations on the sovereignty-solidarity axis is facilitated by an adapted use of the well-known Latin maxim ‘unus pro omnibus, omnes pro uno’. This indicates both dynamics in which the organization is endowed with autonomous capacities of acting in support of members stricken by a catastrophic event, and those regional mechanisms whose functioning depends on the case-by-case involvement of their membership. As will be maintained, whereas these interrelated dynamics coexist in the two organizations analysed, they are differently modelled according to the respective regulatory settings. Yet, common trends in the development of respective institutional functioning can be detected.

Институты содействия международному развитию являются важным ресурсом для подготовки, реализации и финансирования проектов, а также выработки мер поддержки внешнеэкономической политики (в том числе в рамках государственно-частного партнерства). Пандемия Covid-19 выявила необходимость перераспределения потоков официальной помощи развитию и финансовых потоков, нацеленных на поддержку внешнеэкономической деятельности, с целью минимизации последствий пандемии. Существенную роль выполняют программы финансирования, реализуемые международными и региональными институтами содействия международному развитию. International Development Assistance Institutions are an important resource for the preparation, implementation and financing of projects, as well as for the development of measures to support foreign economic policy (including within the framework of public-private partnerships). The Covid-19 pandemic has highlighted the need to redistribute the flows of official development assistance and financial flows aimed at supporting foreign economic activity in order to minimize the consequences of the pandemic. Funding programs implemented by international and regional institutions for international development assistance play a significant role.

The essence of separate elements of export-oriented strategy of development making in management of profitable activity of industrial enterprises has been researched. The main tendencies of foreign economic activity of national enterprises under the conditions of integration processes have been underlined. The role of macroeconomic and regional institutions that deals with foreign trade activity of industrial enterprises has been studied. The main possibilities that are given for national manufactures with integration processes in the sphere of export activity have been formed. Aspects of extensive and intensive growth of industrial enterprises on the basis of strengthening their export orientation have been characterized. The essence of export-oriented strategy of development from the basic scientific views has been researched. The connection between export-oriented strategy of development and profitability has been actualized. The meaning of transformation changes of economy under the influence of integration stages through the activity of industrial enterprises and its export-oriented strategy making have been detailed. The dependence of economic conditions of integration cycles, complexity of levels of export-oriented strategy of development and management of enterprise’s profitable activity has been emphasized. There were proposed macro- and micro-levels of management that are aimed to study demands of external environment and implement its aspects to the operating and manufacturing activity of export-oriented enterprises’ performance. The importance of macro- and micro-levels of management for starting the process of making export-oriented strategy of development in order to increase the enterprise’s profitability has been detailed and presented in structure that provided and intensified by direct and returned feedback.
