The article presents topical news on intelligent transport systems policy, strategy, and linked activities in the Czech Republic. It introduces historical background, relation to other documents, and current development in 2021. The Strategy of Development of Intelligent Transport Systems 2021-2027 with a View to 2050 (in force since January 2021) is the core document. The strategy is introduced by its context, methodology and structure of the content. Focus on coming years is included in this article, too: essential support for the ITS policy brings the online ITS Library (https://www.its-knihovna.cz), a knowledge database, described here with its certain parts and space for supportive tools. The tools enable to manage information on implementation progress, selected progress indicators and monitoring of ITS data quality, expressed by data conformance testing and publishing. The conclusion chapter gives a general overview on implementation of the Strategy and the ITS Library in the future.

This article describes the advantages and infrastructural features of the resort of Truskavets - the most developed spa resort in Ukraine. It is emphasized that this resort has a developed network of different types of accommodation: hotels, sanatoriums, boarding houses, villas, which have more than 26,550 beds. A wide range of medical and health services is provided. The marketing strategy of development of the city which includes formation of a tourist brand is developed. Based on the data of the SWOT-analysis, the operational goals and objectives for achieving the strategic goals of the resort development were determined. Comparing the goals and real changes, the achievements and problems of the resort were identified to achieve the strategic goal: "Truskavets is the capital of health. The leader among the balneological resorts of the world with the unique healing water Naftusya. Western Ukrainian Center for Medical and Cultural Tourism, Sports, Beauty and Longevity, with a developed infrastructure, high social and economic standards. " Many tasks have been affected by the Covid-19 pandemic, which has caused significant economic damage to the city. In addition, the development of the resort is hampered by negative factors related to the solution of issues at the legislative and administrative levels. The modern logo of Truskavets indicates that the uniqueness of the brand is based on water resources, but it does not fully represent the tourist and recreational potential of the city. In the minds of potential consumers, the city is perceived only as a place where you can improve your health. Mostly middle-aged and older people are interested in it, the city does not attract young people. In Truskavets, the range of services of the sanatorium-resort complex is expanding and the quality of service is improving. But, despite the developed system of accommodation facilities, the development of territorial tourist products is slow. The potential of the subregion and the surrounding centers of culture and tourism is not fully used. The material and technical base of Truskavets, in addition to medical and health tourism, allows to develop business, excursion, cultural and educational, entertainment, sports and other types of tourism.

The international world order has been changing rapidly since the turn of the twenty-first century. BRICS, as an economic association, that unites five countries, each of which is the leading state in its own region, is faced with a variety of modern-day challenges. The article examines the most important issues for BRICS, as well as the outcomes and potential future directions for deepening cooperation among the BRICS member states and in more extended formats. The main purpose of the article is to identify major trends and factors that influence the formation of the BRICS agenda and the future direction of development. Other important tasks that could be mentioned are determining the reasons for the intensification of political cooperation, obstacles and opportunities for BRICS institutionalization as an international organization and potential expansion. To become a stable international institution, BRICS needs to devise an effective strategy of development that includes key areas such as the economy, investment cooperation, digitalization, security, ecology, and the environment. The creation and strengthening of external relations of BRICS with leading developing countries and international organizations, as well as cooperation on the basis of equality, complementarity, and mutual benefit in the economic, scientific, and technical fields, taking into account the significant resource base of BRICS countries, the largest labor resources, capacious domestic markets, goals of economic modernization and high technologies, as well as food and energy safety will provide BRICS with the opportunity to form an effective development strategy to gain a foothold in the multipolar world order.

This article is swamped by the reform of the constitutional justice, which is envisaged by the strategy of development of the system of justice and constitutional justice for 2021 - 2023. The Constitutional Court of Ukraine is a body of constitutional jurisdiction, which provides the rule of the Constitution of Ukraine, solves the issue of the constitution of the Constitution of Ukraine, the laws of Ukraine and in the Constitution provided by the Constitution of other acts, carries out an official interpretation of the Constitution of Ukraine, as well as other powers in accordance with the Constitution of Ukraine. Independent and impartial constitutional legal proceedings are a guarantee of sustainable development of society and the state, a guarantee of observance of human rights and freedoms and citizens, rights and legitimate interests of legal entities, interests of the state, the growth of welfare and quality of life, creating an effective and equitable solution to legal disputes on the principles of the rule of law. It is analyzed how the procedure for the selection of judges of the Constitutional Court of Ukraine and its legal status will change. The result of the strategy should be effective constitutional justice, which will ensure a fair consideration of the Constitutional Court of Ukraine, the adoption of substantiated decisions and conclusions. Judges of the Constitutional Court of Ukraine should be virtuous lawyers with a recognized level of professional competence and have high moral qualities, remaining free of any political influence and accountable only to society. The state should ensure the independence and integrity of judges of the Constitutional Court of Ukraine, including through sufficient funding and creating proper conditions for the Constitutional Court of Ukraine.

This study explores the knowledge, attitude, and practice (KAP) in legal metrology since there is very little information on knowledge, attitude, and practice concerning legal metrology. The survey data gathered from 24.360 respondents across 34 provinces in Indonesia assessed the understanding concerning legal metrology by applying descriptive statistics, correlation, and multinomial regression analysis. The results show the consumers generally have better knowledge in legal metrology, an excellent attitude about the importance of legal metrology, and critical behaviour in mitigating fraudulence risk when doing trade transactions at the marketplace. Variable of gender and age tends to impact knowledge, attitude, and practice concerning legal metrology issues. The study also found that the relationship between knowledge, attitude, and practice is likely to be non-linear. The outcomes of exploring the behaviour of consumers through knowledge, attitude, and practice in legal metrology can be beneficial for legal metrology authorities to analyze the impact of setting policies and programs. Also, to develop a strategy to increase public awareness in legal metrology so that the consumers can be more critical in protecting themselves from various fraudulence in measurement in trade transactions.

Textile industry is one of the leading and dynamically developing industries in Uzbekistan. It plays a significant role in resolving state problems, meets essential interests of many regions, fosters their harmonic development, provides the population employment and improves people well-being and renders help in establishment and development of small and private business. The most important trend in using internal reserves and possibilities of the country is gradual increase in deep treatment of home raw material and raising volumes and nomenclature of products with high added value. For the last 29 years the industry has become a leader in raising foreign investment and in the field of export of products with high added value. In spite of the fact that textile manufacturing is traditional for Uzbekistan, it still possesses a serious potential for further growth. The country's large raw material base, labour intensity of light industry sectors, the availability of a rather mass market in adjoining states make the development of textile and clothing industry a potential driver of economic growth in Uzbekistan. The use of this potential and shaping a stable textile and clothing sector in the country is a priority line in the development of national economy. Small enterprises play a serious role in textile industry development. The authors carried out SWOT-analysis, which is a key tool of finding competitiveness, of small enterprises in the country. By this method they identified strong and weak sides, opportunities and threats of their functioning, which can help to elaborate innovative strategy of development.

The article discusses a strategy of development of the pre-sessional English course for foreign students of the Faculty of International education of National Technical University “Kharkiv Polytechnic Institute” (NTU “KhPI”). Challenges for foreigners studying at Ukrainian HEIs in English are analyzed. The results of the language needs analysis of foreign applicants with insufficient language background as well as EMI teachers’ estimation of the corresponding aspects of the students’ knowledge are provided. The course syllabus was designed, and, based on the two-year experience of its implementation; conclusions on specific aspects of teaching English to foreigners in the Ukrainian environment are made.

Education is an integral part of public life, which means that the development of higher education institutions must take place continuously, and on the basis of the principles of strategic management, in which the mission of the institution is formulated, strategic program (strategy) is designed and implemented, strategic tasks are solved. At the present stage of formation the strategy of development of higher educational institutions implementation of the principles of strategic management to the organizational model of higher education institutions is an objective necessity for the competitive functioning of institutes and universities in the market of educational services. Higher education as a type of economic activity is represented by higher educational institutions that provide educational and related services. Therefore, higher education institutions are unique subjects of the market of educational services, which is quite relevantly studied by the results of the relevant publication.

The subject of research of the scientific article is the optimization of the resource potential of the enterprise based on the analysis of the structure of financial resources. The methodological basis of the study were the provisions of modern economic theory, financial statements of the studied enterprise and scientific works of scientists. The purpose of the study is to analyze the optimization of the components of the resource potential of the enterprise. In the course of the research the estimation of optimization of structure of financial resources of the enterprise on the basis of the multicriteria approach was carried out. It is determined that the total amount of financial resources that is necessary for the researched enterprise – sources of financing is 150 000 thousand UAH. Based on the results of calculations of the cost of borrowed capital, taking into account the tax corrector, the weighted average cost of capital was calculated for all 10 alternatives. Given that the company is interested in obtaining a certain amount of financial resources at the lowest weighted average interest rate in the presented models, the best alternatives are 1 and 10 where the weighted average cost of capital is 15.51%. It is concluded that under the terms of the settlement agreement a significant increase in the profitable part of the researched enterprise is planned, taking into account the possibilities in the future, and first of all taking into account the real, for today, state of financial and economic activity of the enterprise. Therefore, the company needs to use a comprehensive approach to managing its financial resources. In the conditions of transformation of market relations forecasting and substantiation of strategy of development of financial and economic activity of the organization taking into account an estimation of dynamics of a market conjuncture and influence of macroeconomic factors of maintenance of conformity of volume and structure of own and involved financial resources (capital). Resources in the process of operational, investment, financial activities of the organization to achieve optimal structure and value of own and borrowed resources from the standpoint of impact on the financial condition of the enterprise and ensure its financial stability, liquidity, solvency minimization of financial resources.
