AbstractThis paper introduces a set of descriptors applied to weather regimes, that allow for a detailed monitoring of the location and intensity of their atmospheric centers of action (e.g. troughs and ridges) and the gradients between them, when applicable. Descriptors are designed to document the effect of climate variability and change in modulating the character of daily weather regimes, rather than merely their occurrence statistics.As a case study, the methodology is applied to Aotearoa New Zealand (ANZ), using ERA5 ensemble reanalysis data for the period 1979-2019. Here, we analyze teleconnections between the regimes and their descriptors, and large-scale climate variability. Results show a significant modulation of centers of action by the phase of the Southern Annular Mode, with a strong relationship identified with the latitude of atmospheric ridges. Significant associations with El Niño Southern Oscillation are also identified. Modes of large-scale variability have a stronger influence on the regimes’ intrinsic features than their occurrence. This demonstrates the usefulness of such descriptors, which help understand the relationship between mid-latitude transient perturbations and large-scale modes of climate variability.In future research, this methodological framework will be applied to analyze (i) low-frequency changes in weather regimes under climate change, in line with the southward shift of storm tracks, and (ii) regional-scale effects on the climate of ANZ, resulting from interaction with its topography.

<p>Through a specific historical case study, Another Elderly Lady to be Knocked Down applies discourse theory and the Authorised Heritage Discourse (AHD) to the context of urban built heritage in Aotearoa New Zealand. Previously, only limited work had been done in this area. By examining an underexplored event this dissertation fills two gaps in present literature: the history of the event itself and identification of the heritage discourses in the country at the time. Examination of these discourses in context also allows conclusions about the use of the AHD in similar studies to be critically examined.  In 1986 the Missions to Seamen building in Wellington, New Zealand, was threatened with demolition by its government owners. In a remarkable display of popular sentiment, individuals, organisations, the Wellington City Council (WCC) and the New Zealand Historic Places Trust (NZHPT) worked together to oppose this unpopular decision. This protest was a seminal event in the history of heritage in New Zealand.  This study relies upon documentary sources, especially the archival records of the Historic Places Trust and the State Services Commission, who owned the building, to provide the history of this watershed moment in New Zealand’s preservation movement. The prevalent attitudes of different groups in Wellington are examined through the letters of protest they wrote at the time. When analysed in context, these discourses reveal the ways in which heritage was articulated and constructed.  The course of this dissertation has revealed the difficulty of identifying an AHD in this context. The level of collaboration between ‘official’ and ‘unofficial’ heritage perspectives, and the extent to which they shaped each other’s language, creates considerable difficulty in distinguishing between discreet discourses. To better explore the ways that heritage meaning is constructed and articulated, heritage must be recognised as a complex dynamic process.</p>

Personal Reflections

In the context of ongoing global adoption of all forms of technology eLearning has continued to evolve, informed by a growing body of research. Many schools, tertiary institutions, and other organisations, are implementing a variety of eLearning initiatives, although, frequently it appears the investment does not always equate to more engaged, knowledgeable, skilled learners. Tertiary education in Aotearoa, New Zealand covers all post-secondary education and is analogous to the term Higher Education in other countries. This chapter draws on the implementation of a large-scale blended, flipped learning project at a tertiary institution in Aotearoa, New Zealand. The project (within the Health Science faculty) was driven by a desire to improve student learning experiences, and develop a common semester with a suite of interdisciplinary postgraduate qualifications. The discussion is based on personal reflections, which provide different perspectives of the initial phases, from three participants in the associated study (two of whom are also the authors of this chapter). During the project two key prevalences were observed. The first was an ingrained set of beliefs, often unquestioned, that shaped overall expectations of what an eLearning experience might comprise. Interpretations and implications are discussed using the lens of mindsets to illustrate how beliefs of ‘self' fundamentally influence a person's ability to embrace - and thrive in - a period of change. The second prevalence was a familiarity with large-scale, ‘monolithic' eLearning developments, which translated into discomfort with an agile approach. The overall aim of this chapter is to provide sufficient detail to draw educators and administrators together to apply the recommendations offered, while providing support for 'change agents' - as well as those ambivalent about reform. The authors are keen to highlight how ultimately rewarding, but also emotionally and physically demanding, the implementation of reform can be for those educators on 'the front lines'.

This article describes an intervention strategy, initiated under the New Zealand Government's tribal partnership scheme, which promotes a culture-based/place-based approach to education in mainstream schools and early childhood centres in one tribal region. Through place-based education children are immersed in local heritage, including language and culture, landscapes, opportunities and experiences. The strategy is a tribal response to the overwhelming evidence of Māori underachievement in education in the tribal catchment. A case study is presented of a place-based/culture-based initiative called the Ngāti Kahungunu Cultural Standards Project (NKCSP). It is argued that the development of cultural standards offers an opportunity by which teachers and others within the education sector can develop and incorporate practice that reflects, promotes and values the student's culture. The core assumption underpinning the project is that cultural knowledge contributes to Māori student success in education.

<p>England and New Zealand introduced pay-for-performance schemes in their primary health care systems, with incentives for general practitioners to achieve improved population-based health outcomes, between 2001 and 2007. These schemes were part of health reforms to change the relationship between the state and the medical profession, giving the state increased influence over the quality and allocation of publicly funded health care. Two schemes of differing size, scope and impact were implemented. This research takes a comparative approach to exploring each policymaking process, utilising quasi-natural experimental conditions in these two Westminster governing systems to test the relevance of Kingdon’s multi-theoretic Multiple Streams Framework and other theoretical approaches to explain policy variation and change.  The research documented and analysed the agenda-setting, alternative selection and implementation phases in the two policymaking processes and identified the key drivers of policymaking in each case study. A qualitative methodology, based upon documentary analysis and semi-structured interviews with 26 decision-makers, leaders and participants, was used to develop the two case studies, providing rich descriptive details and rare insights into closed policymaking approaches as seen by the participants. From this case study evidence, themes were drawn out and reviewed for consistency with Kingdon’s Multiple Streams Framework as it has been interpreted and adapted by Zahariadis. The case study evidence and themes were considered in a framework of comparative analysis where patterns of similarity and difference were established. The utility of Kingdon’s Multiple Streams Framework in interpreting the case study evidence was assessed.  This analysis demonstrated that Kingdon’s Framework, as interpreted by Zahariadis, had high descriptive power for both case studies but failed to predict the patterns of non-incremental change observed or the importance of institutional factors such as ownership and governance arrangements for public services, interest group structure and historical antecedents seen in the two policymaking processes.  The research finds that the use of bargaining in England and not in New Zealand is the reason for major differences in speed, scope and outcomes of the two pay-for-performance schemes. Institutional structures in the general practice sub-system are therefore the primary driver of policy change and variation. These acted as enablers of non-incremental change in the English case study, providing incentives for actors individually and collectively to design and rapidly to implement a large-scale pay-for-performance scheme. The institutional features of the general practice sub-system in New Zealand acted as a constraint to the development of a large-scale scheme although non-incremental change was achieved. Phased approaches to implementation in New Zealand were necessary and slowed the delivery of outcomes from the scheme.  With respect to other drivers of policy change and variation, the role of individual actors as policy and institutional entrepreneurs was important in facilitating policy design in each country, with different types of entrepreneurs with different skills being observed at different stages of the process. These entrepreneurs were appointed and working within the bureaucracy to the direction of decision-makers in both countries. England and New Zealand shared ideas about the benefits of New Public Management approaches to public policymaking, including support for pay-for-performance approaches, and there was a shared positive socio-economic climate for increased investment in health services.  The research provides evidence that Westminster governing systems are capable of purposeful and orderly non-incremental health policy change and that Kingdon’s Multiple Streams Framework, which theorises policy formation in conditions of ambiguity, needs to be enhanced to improve its relevance for such jurisdictions. Recommendations for its enhancement are made.</p>

The essential elements of modern bureaucracy were identified by the German social scientist Max Weber (1864–1920) and remain central today to any understanding of how modern governmental systems work. At the core of Weber’s understanding was the insight that bureaucracies are profoundly impersonal, even dehumanised, organisations, which is a key element in their ability to carry out complex, large-scale tasks. However, this dehumanised character is also one of bureaucracy’s biggest weaknesses, since it inhibits the organisation’s ability to relate to people in ways that are in tune with lived social experiences. This article argues that in Aotearoa New Zealand it should be possible to draw upon knowledge from te ao Mäori, and especially the idea of wairua, to help fulfil aspirations for an improved public service, one that is more effective and humane for all New Zealanders. However, to do so will require a much greater appreciation of such knowledge than has so far been the case.

Intensive agriculture and urbanization are putting pressure on natural capital in Aotearoa–New Zealand (NZ), with native ecosystems and water quality suffering degradation. As the population has increased, so development has pushed into the rural–urban fringe. Over the last 30 years, the number of lifestyle properties in NZ has increased dramatically. Many of these properties have been developed on some of NZ’s most productive soils, meaning a loss of provisioning services from this land. However, given their location, these developments present new opportunities for the enhancement and protection of other ecosystem services. This paper presents the findings of an exploratory study conducted on lifestyle block residents in peri-urban Palmerston North. The results showed that these residents have a good sense of environmental stewardship and a desire to plant native species, improve connectivity, and protect their land from the invasion of pests and weeds. These residents are also quite community-focused and protective of their special place. This creates an excellent basis from which to encourage greater collaborative action towards protecting and enhancing biodiversity and to put in place land management strategies that can enhance natural capital and assist in other ecosystem service protection serving to improve the landscape ecology of peri-urban environments.
