The article discusses one of today’s challenges, namely, the decommissioning of nuclear power facilities. It summarizes the experience in the decommissioning of radioactive waste storage facilities belonging to RosRAO’s Murmansk department branch of the Northwest Territorial District providing detailed overview of pre-decommissioning activities, as well as the decommissioning operations themselves, relevant technology and technical equipment applied. Pre-decommissioning stage involved large-scale efforts (2011—2015) on accumulated RW identifi cation and its inventory taking, as well as a comprehensive engineering radiation survey. Decommissioning projects have been developed and approved, a state environmental examination has been carried out with a Sanitary and Epidemiological Statement on compliance with state sanitary and epidemiological rules and regulations issued by FMBA of Russia. The paper presents the practice of constructing some engineering structures to provide additional safety and security of RW storage facilities during their dismantlement. Particular attention was paid to the problems associated with the use of special equipment.

Earthquakes, are a serious problem for a country where necessary measures should be taken. In this context, buildings that have completed their economic life have been demolished in recent years. A lot of construction demolition waste (CDW) occurred from the destroyed buildings. These wastes were collected in the storage facilities and took up a lot of space. So, it is vital to use these wastes both by emptying the storage facilities and reusing them without harming the nature. An alternative method for re-utilizing these wastes is soil improvement. In this context, the usability of CDW in the improvement of a clay soil was investigated. The bearing bearing ratios (BCR) and stress distributions of the clay soil were examined for different CDW ratios, different improvement depths(H / D) and different curing times. As a result, it was suggested that the optimum CDW ratio should be 14%, the improvement depth should be 1.5 and the optimum curing time should be 14 days in clay soil. The findings obtained from large-scale experiments and microstructure analyzes, it showed that CDW is a waste that can be used in soil improvement.

The Library and Archives of Canada (LAC) is Federal department of Canada established by the Parliament of Canada in 2004 to integrate services and functions of the National library and the National Archives of Canada; and currently it is the fourth-largest library in the world. The article discusses the experience of the Library and Archives Canada in creating modern centres for preserving documentary heritage, organizing the work of collections management, their conservation and restoration, ensuring openness and accessibility of collections. The main sources were materials published on the LAC website, primarily planning, reporting and financial documentation of the institution, as well as publications in the Canadian periodical press. Special attention is paid to the buildings and premises of the LAC storage facilities. The author describes the concept of the project of the Gatineau Preservation Centre, GPC. The complex, opened in 1997, is one of the top architectural objects constructed in Canada in the 20th century and one of the most secure library storage facilities in the world. The article considers organization of collections storage in the GPC and the work of restoration laboratories located in it. The author shows that GPC provides the most favourable storage conditions for the most valuable and vulnerable LAC collections. The paper gives information about the storage facility in the main LAC building in Ottawa on Wellington Street (built in 1967; modernized in the early 2000s), as well as storage facilities in Gatineau, Renfrew and Winnipeg.The author characterizes the new version of the LAC Collections Preservation Program (2018) which defines the strategic objectives of the institution in this area, both for the nearest future and for the long term. The paper presents results of a large-scale study of the state of the collections storage in LAC (2016—2018) and outlines the most acute problems identified in this study. There is emphasized the importance of the construction of the new Gatineau-2 complex, launched in 2019 (Project cost is 330 million Canadian dollars). According to experts, Gatineau-2 will become one of the largest, technologically equipped and environmental centres for the conservation and restoration of library collections in the world, as well as the first zero-energy storage facility in North America. In Canada, special attention is paid to the construction of modern centres for the preservation of documentary heritage, which create all the necessary conditions for long-term security of collections, conservation and restoration work. Implementation of such projects is impossible without government support, without understanding by authorities of the leading role of libraries and archives in the preservation and promotion of the national cultural heritage. The experience of LAC may be of interest to Russia, taking into account the tasks set in the document “The main directions of development of activities to preserve library collections in the Russian Federation for 2011—2020” and elaboration of long-term programs in this area.

The penetration of intermittent renewable energies in the electricity mixes impact the wholesale price. In the absence of electricity storing capacities at reasonable costs, the back-up of the intermittent renewable energies is ensured by fossil or nuclear power plants. In 2016 the French Nuclear Safety Authority has ordered the shutdown of a large part of nuclear units for safety reasons. This paper analyses the impact of such a decision both on the evolution of the whole-sale price of electricity and on the French commercial balance. Although the resulting mix from the partial shutdown of the nuclear power plants was able to produce the electrical energy consumed, it was unable to keep up with demand. This has resulted in a very sharp increase in the price of electricity on the spot market and in massive electricity imports at peak times. Moreover the carbon electricity footprint produced in France is much lower than the one pro-duced by its neighbors. Consequently, the nuclear partial shutdown has a negative climatic impact resulting in a deterioration of the citizen welfare. Thus, the French experience of 2016 teaches us that in the absence of electricity storage facilities, there is no point in trying to re-duce the share of nuclear and fossil fuels in the electricity mix. If the policymakers want to do so, they must ensure that massive electricity storage facilities are present and promote electrici-ty demand flexibility on a large scale. This study highlights also the divergence that can exist between the interest of the nuclear producer (higher revenues) and the collective interest (lower welfare and negative impact on the trade balance).

Electric power storage facilities for stabilization of the voltage and the frequency are necessary to interconnect wind power generations with power systems. However, conventional pumped storage generation systems can’t combine with wind power generations because these can’t work intermittently. Therefore we consider a new system featuring a pumped storage generation with the Archimedean screw. The Archimedean screw can hold water without electricity supplied, and can continue pumping while it is powered on. Therefore, the Archimedean screw enables the combination of the pumped storage generation and wind power generation. In this study, simulation has been done to examine the feasibility.
