This case study was developed to inform subsequent research and analysis of local government leadership and prioritisation of sanitation and hygiene (S&H) in East Africa. Consolidated learning from across the three countries involved can be found in the Sanitation Learning Hub (SLH) Learning Brief: Strengthening sub-national systems for area-wide sanitation and hygiene. From late 2020 to early 2021, the SLH collaborated with local government actors and development partners from three sub-national areas to explore ways of increasing local government leadership and prioritisation of S&H to drive progress towards area-wide S&H. For some time, local government leadership has been recognised as key to ensuring sustainability and scale, it is an important component of the emerging use of systems strengthening approaches in the sanitation sector. It is hoped that this work will provide practical experiences to contribute to this thinking. Three case studies were developed to capture local government and development partners’ experiences supporting sub-national governments increase their leadership and prioritisation of S&H in Siaya County (Kenya), Nyamagabe District (Rwanda), and Moyo District (Uganda), all of which have seen progress in recent years. The development partners involved were UNICEF in Kenya, WaterAid in Rwanda, and WSSCC/ Uganda Sanitation Fund in Uganda. The cases were then analysed through three online workshops facilitated with staff from the local governments, central government ministries and development partners involved to explore them in further detail, review experiences and identify levers and blockages to change. Lessons from the workshops are documented in the SLH learning brief mentioned above. This is the case study developed by Nyamagabe District and WaterAid documenting their experiences and reflections from working together to increase prioritisation of S&H in Nyamagabe District, Rwanda.

This study aims to analyze the dynamics of local government leadership based on the wisdom of Sundanese culture in Purwakarta Regency in the period 2008-2018. This study uses a qualitative research design, research data collection techniques using documentation studies, interviews and observations. The results of this study found that the leadership of the Purwakarta Regent in the period 2008-2018 based on Sundanese culture local wisdom with the concept of Sunda Dasa Prasanta's leadership could be accepted and supported by the majority of the people of Purwakarta Regency. In his leadership, there are dynamics that cause polemics and pros and cons in the community, but the dynamics that arise can be resolved properly by communicating and holding communication forums. The "Sundanese Style Harmony" leadership model is an ideal formula as an alternative to the existing leadership model that emphasizes harmony and balance between Sundanese Religion and Culture, where the position of Religion and Culture is balanced, none are relatively higher or lower.

This paper provides a qualitative analysis that highlights the implications on agricultural services of a key stage in decentralisation reforms in Ghana. We assess the status of agricultural expenditure decentralisation and draw out the likely implications for agricultural service delivery and national strategies. The study finds that agricultural officers at all levels (national, regional and district) had concerns about the implementation of the new decentralisation reform. These included budget cuts and delays in releases that coincided with the reform period; the transfer of staff from the civil service to the local government service; and a sense that agriculture may receive less attention when allocation of government resources becomes the preserve of assemblies and district chief executives, rather than the central agricultural ministry. The structural changes also meant that agricultural local government staff now needed to learn to ‘market’ the value of their public services to local government leadership, in order to protect resources for agriculture. The decentralisation reform also necessitated new public expenditure reporting practices to ensure a clear overview of sectoral spending across government tiers.
