Abstract Government leadership at both the national and sub-national levels is an essential step towards ensuring safely managed sanitation services for all. Though the importance of sub-national government leadership for water, sanitation and hygiene is widely acknowledged, to date much of the focus has been on the delivery of water services. This article sets out to start to address this imbalance by focusing on practical ways to galvanise and foster sub-national government leadership for sanitation programming. By focusing on the experiences across three sub-national areas in East Africa where positive changes in the prioritisation of sanitation by local governments have been witnessed, we (a group of researchers, local government representatives and development partner staff) cross-examine and identify lessons learnt. The results presented in this paper and subsequent discussion provide practical recommendations for those wishing to trigger a change in political will at the local level and create the foundation to strengthen sanitation governance and the wider system needed to ensure service delivery for all.

Covid-19 is a category B type infection, but it has created a serious threat across the globe because the pandemic spread more quickly than any other in history. Before the spring festival, the epidemic in China just begun. Different measures, including mobilization of health care workers, building new hospitals and imposing the lockdown, were undertaken to minimize the spread. In South Korea, the measures were implemented under strong and coordinated government leadership. The developing countries, including India and Iran, have taken the steps like travel limitations, specified hospitals, testing laboratories, quarantine facilities, awareness campaigns and lockdown, which aided a great deal in taking the flooding tide of diseases back to a controllable level. Also, educational institutions, industrial establishments and hospitality services for other patients were suspended for the sake of critically ill Covid-19 patients.

The phenomenon of the development of the local leadership system in the Dayak Salako community in Nyarumkop village, Singkawang, West Kalimantan, cannot be separated from the current era development; of which the existing leadership system in the community requires dynamic aspects to make the traditional leadership system able to adjust its functions and role in the society that continues to develop. This article will analyze and explain how local leadership forms when community groups Dayak Salako still live as a Bantang community until now, which has become a village community that already has its formal and bureaucratic government leadership. Through a qualitative method with an ethnographic approach, key informants from the customary chief and other stakeholders within the community, it turns out that the leadership of the Dayak Salako customary chief has undergone several changes following the form of life of the community. Even though the global modern development impacts the community's way of life, the importance and influence of customary chief are pertinent. Fenomena perkembangan sistem kepemimpinan lokal pada masyarakat Dayak Salako di Desa Nyarumkop, Singkawang, Kalimantan Barat, tidak lepas dari perkembangan zaman saat ini; dimana sistem kepemimpinan yang ada di masyarakat membutuhkan aspek dinamis agar sistem kepemimpinan tradisional mampu menyesuaikan fungsi dan perannya dalam masyarakat yang terus berkembang. Artikel ini akan menganalisis dan menjelaskan bagaimana kepemimpinan lokal terbentuk ketika kelompok masyarakat Dayak Salako masih hidup sebagai masyarakat Bentang sampai sekarang, yang telah menjadi masyarakat desa yang telah memiliki kepemimpinan pemerintahan formal dan birokrasi. Melalui metode kualitatif dengan pendekatan etnografi, informan kunci dari kepala adat dan pemangku kepentingan lainnya dalam masyarakat, ternyata kepemimpinan kepala adat Dayak Salako telah mengalami beberapa kali perubahan mengikuti bentuk kehidupan masyarakat. Meskipun perkembangan modern global berdampak pada cara hidup masyarakat, peran penting dan pengaruh kepala adat tetap relevan.

This study explored relations between COVID-19 news source, trust in COVID-19 information source, and COVID-19 health literacy in 194 STEM-oriented adolescents and young adults from the US and the UK. Analyses suggest that adolescents use both traditional news (e.g., TV or newspapers) and social media news to acquire information about COVID-19 and have average levels of COVID-19 health literacy. Hierarchical linear regression analyses suggest that the association between traditional news media and COVID-19 health literacy depends on participants’ level of trust in their government leader. For youth in both the US and the UK who used traditional media for information about COVID-19 and who have higher trust in their respective government leader (i.e., former US President Donald Trump and UK Prime Minister Boris Johnson) had lower COVID-19 health literacy. Results highlight how youth are learning about the pandemic and the importance of not only considering their information source, but also their levels of trust in their government leaders.

In early 2020, Chinese people engaged in several rounds of extraordinary online campaigns in response to the government’s handling of the outbreak of coronavirus. During these campaigns, visual images played a crucial role in facilitating netizens to inform each other, escape official censoring machinery, express anger and frustration, excavate truth, document reality and mobilize online support and protest. In particular, images related with Dr Li Wenliang, one of whistle-blowers of the soon-to-be pandemic who himself died of the virus, and Dr Ai Fen, the first doctor to share information about a possible coronavirus diagnose among her colleagues, became the focal points of the unprecedented online mobilization successively. Millions of netizens participated in the effort to circulate these images (and stories behind them) and invented ingenious ways to continue the endeavour when confronted by the heightened censorship. Various art communities and individuals have done their share to fuel in this momentum of visual mobilization and there was a surge of call for public participation in responding to the pandemic through participatory public artworks. Maskbook, initiated by artist Wen Fang, and One More Day led by MeDoc, are two exemplary cases. Through analysing these images, this article discusses China’s grassroots visual mobilization to claim for freedom of speech and access to truth in the wake of the massive health crisis and articulates its contribution to the formation of a bottom-up visual discourse that challenges the state’s media discourse in interpreting the pandemic as a victory of government leadership.

To date, youth leaders' competencies (YLC) have not been systematically investigated. This study aims to identify the required YLC to determine their readiness and openness amongst other qualities to be able to identify those youths who are able to take on federal government leadership positions in the upcoming 4th Industrial Revolution, which is important for the future economic success of the country. In order to contribute to fill this gap, this study adopted a two-stage design seeking to develop and test a scale of youth leaders' competencies in the UAE governmental organizations. In Stage 1, the author generated and refined the scale items, recognizing unique characteristics of the UAE governmental organizations. In Stage 2, the scale has been assessed in terms of dimensionality, validity, and reliability. Using a sample of 242 youth leaders, the YLC's are then tested and validated.

The article summarizes Canada’s experience in carrying out measures aimed at reforming the local government system by optimizing the administrative and territorial structure. The fundamental principles of preparation and implementation of the administrative-territorial structure reform are clarified. They consist in the use of positive and proactive leadership, transparency, openness, timely informing on changes and application of the practice of broad consultations in the activities of local self-government bodies. Ways to adapt foreign experience in organizing activities aimed at reforming the administrative-territorial structure in Ukraine are offered. This research was conducted in Giri Purno Village, Rimbo Ilir District, Tebo Regency. The location of the research will be carried out in Giri Purno Village, Rimbo Ilir District, Tebo Regency. This location was chosen "purposively" that is intentionally. Considering the condition of the area which shows the low level of women's participation in the development of Giri Purno Village in terms of village consultations, formulation, planning and implementation of development. The method used in this study is a descriptive method with a qualitative approach, which intends to find out and get an overview of the problems that occur at a certain place and time. Forms of Women's Participation in the Development Process of Giri Purno Village, Rimbo Ilir District, include: 1. Non-Physical Participation (Ideas / Thoughts) and 2. Participation in the Form of Energy. Factors Encouraging Women's Participation in the Giri Purno Village Development Process: Awareness / Willing Factors, Educational Factors, Income factor / Income. The inhibiting factors for women's participation in the development of Giri Purno Village include the busyness of women, lack of communication and external factors, namely the government leadership factor.
