The subject of the research is the criminal community, its characteristics, and features within the framework of criminology. The purpose of the research is to confirm or disprove hypothesis that a criminal community as a criminological phenomenon is nor equal to a criminal organization or an organized criminal group Methodology. The author uses general theoretical methods (comparative analysis, generalization, deduction) and specific methods (formal legal interpretation of legal acts, questionnaires). The main results, scope of application. A criminal organization and a criminal community are different criminological phenomena that differ from each other in significant ways. The differences are both in the degree of criminal organization, and the complexity of the structure of internal and external interaction. From the point of view of a systematic approach, a criminal community is not only a more complex system compared to a criminal organization. It is characterized by an improved structure of internal interaction, in which the hierarchical structure is either complicated, or replaced or supplemented by a network structure. The peculiarity is to complement the system approach with a synergistic one: in the criminal community, the pooling of criminal efforts is carried out more effectively, mainly in the sphere of external relations. The criminal community is a more open system compared to the criminal organization. Certain features can be identified in the contacts of criminal community members with the external environment. The most important feature is a symbiosis of criminal and legal practices that affects the life of entire regions or relatively large masses of the population. The criminal community is a purposeful system with its own specifics. And this specificity is seen in the fact that the criminal community pursues (secretly or openly, at the moment or in the foreseeable future) the achievement of political goals, namely: the possession of power, infiltration into power, undermining power, its capture and retention. It is power, not wealth, that is the real goal of the criminal community, and not just because it is easily converted into wealth. Power is valuable in itself, because it also gives a lot of other advantages. Conclusions. A criminal community cannot be reduced to a criminal organization, much less – to an organized criminal group, and this conclusion requires to be included into legislation.

The article deals with the main aspects of the activities of the European Network of Forensic Science Institutes (ENFSI), which is the largest European network of forensic institutions and, at the same time, one of the most significant. The main structural components of the European Network of Forensic Science Institutes (ENFSI) are analyzed. In particular, there are highlighted the main tasks and goals that the Board and the ENFSI Secretariat, expert working groups, standing committees set for the achievement of aims. The purpose of this article was to show the main internal directions of the work of the European Network of Forensic Science Institutes (ENFSI), in particular, what are the work of expert groups, the standing committees, their interaction between themselves and expert-working groups. There are also highlighted basic principles of ENFSI standing committees within the framework with the European Commission. It is also drawn attention to the main projects of the ENFSI standing committees, which are so-called Monopoly projects and which are funded by the European Commission. The article reveals not only the internal interaction of ENFSI, but also the external work of the network: in the International Forensic Expert Alliance (IFSA), interaction with Interpol and Europol. Interpol, being the most developed international organization in the fight against crime, pays significant attention to interaction and cooperation with forensic institutions. For these purposes, Interpol organizes and conducts international symposia on the entire range of forensic examinations, including forensic. The cooperation between ENFSI and Europol is no less fruitful, since Europol has extensive experience in hosting pan-European databases. Due to the interaction between ENFSI and Europol, it has been launched the Expert Platform (EPE) which offers a set of common functions customized to the needs of each expert community. Forensic institutions of Ukraine are closely involved in international cooperation in the field of forensics. In particular, the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Justice of Ukraine, is a member of ENFSI, is actively involved in international activities, including participating in the work of working groups within the framework of ENFSI, as well as international symposia, seminars and projects.

The transition to e-government applications for public service delivery and management involves significant changes to the traditional systems of public management. E-government applications modify the internal interaction between government units and private sector providers of public services and the external relations between government, citizens, and other members of the public. The use of Information and Communication Technologies (ICTs), in combination with significant policy changes and systems of operation, has the potential to provide greater transparency and democracy. By reducing information transaction, storage, and dissemination costs, ICTs allow for greater access to information and records. The evolution of interactive communication technologies has opened additional channels for the public to access public sector information, comment on public decisions, and interact with their elected officials.

A new harmonic drive model considering the geometry, internal interactions and assembly error of key parts is proposed in this paper. In this model, a single tooth pair is used to represent the transmission mechanism of harmonic drive. The meshing stiffness between the flexspline and the circular spline, the torsional stiffness of the flexspline cylinder, and the radial stiffness of the thin-walled ball bearing are included and formulated. The kinematic error is fitted using a low-velocity test, and its generating mechanism is analysed. The friction of the harmonic drive is formulated at the tooth meshing section and at the ball bearing, where its parameters are identified based on experimental results. Based on the new model, velocity step simulations are conducted. For comparison, velocity step experiments at eight different velocities from 60 to 3000 r/min are performed, and the simulation results are in good agreement with the experimental results. The new model reveals the dynamic behaviour of the harmonic drive system; therefore, it will be useful for the dynamic design and precision control of harmonic drive systems.
