Relationship between climate change and low-carbon agricultural production: A case study in Hebei Province, China

In developing countries in general and in Vietnam in particular, flood induced economic loss of agriculture is a serious concern since the livelihood of large populations depends on agricultural production. The objective of this study was to examine if climate change would exacerbate flood damage to agricultural production with a case study of rice production in Huong Son District of Ha Tinh Province, North-central Vietnam. The study applied a modeling approach for the prediction. Extreme precipitation and its return periods were calculated by the Generalized Extreme Value distribution method using historical daily observations and output of the MRI-CGCM3 climate model. The projected extreme precipitation data was then employed as an input of the Mike Flood model for flood modeling. Finally, an integrated approach employing flood depth and duration and crop calendar was used for the prediction of potential economic loss of rice production. Results of the study show that in comparison with the baseline period, an increase of 49.14% in the intensity of extreme precipitation was expected, while the frequency would increase 5 times by 2050s. As a result, the seriousness of floods would increase under climate change impacts as they would become more intensified, deeper and longer, and consequently the economic loss of rice production would increase significantly. While the level of peak flow was projected to rise nearly 1 m, leading the area of rice inundated to increase by 12.61%, the value of damage would rise by over 21% by 2050s compared to the baseline period. The findings of the present study are useful for long-term agricultural and infrastructural planning in order to tackle potential flooding threats to agricultural production under climate change impacts.

AbstractMost national and international discussions have not seriously recognized the role religio-cultural practices of indigenous Africans can play in mitigating the effects of climate change. This paper, examines the contribution the indigenous people can make towards the mitigation of the effects of climate change, using the Akan of Ghana as a case study. Mostly, indigenous people who are the major stakeholders in land use in Ghana are marginalized when policies aimed at reducing environmental degradation are made. This has resulted in low gains in the fight against environmental degradation despite several interventions in Ghana. A recent report puts Ghana into a net-emitter of GHG bracket. This means the country has to embark on a Low Carbon Development Strategy to address the situation. This paper, therefore argues that unless indigenous people—major stakeholders of land use—are duly involved; it will be difficult to address the effects of climate change in Ghana.

There is little doubt that emissions from tourism must be reduced. A low carbon transition tends to be debated within the existing growth-centred and fossil fuel-driven political economy; this offers potentials but also sets limitations. The role of businesses in climate change is complex. From a political economy perspective, businesses are crucial actors in reducing emissions, simply through their decisions around products and operations. Yet a political economy approach also sees governance and business as interlinked. Businesses can influence governance, though they do not shape rules and norms in isolation. They are influenced by the dynamic regulatory, discursive, technological, and productive environment, in which they operate. This case study provides evidence from tour operators, which are addressing emissions from their products and operations, but also demonstrates that the context in which tourism businesses operate sets limitations to how much change may be implemented. The chapter argues that debates around a low carbon transition for tourism need to take into consideration the complexity of corporate, economic, environmental, political, and consumer interests and their links and interactions.

In order to achieve climate change mitigation goals, reducing greenhouse gas (GHG) emissions from Japan’s household sector is critical. Accomplishing a transition to low carbon and energy efficient consumer goods is particularly valuable as a policy tool for reducing emissions in the residential sector. This case study presents an analysis of the lifetime of personal vehicles in Japan, and considers the optimal scenario in terms of retention and disposal, specifically as it relates to GHG emissions. Using data from Japan, the case study shows the critical importance of including whole-of-life energy and carbon calculations when assessing the contributions that new technologies can make towards low carbon mobility transitions. While energy-efficiency gains are important, replacing technologies can overlook the energy and carbon embedded in the production phase. Without this perspective, policy designed to reduce GHG emissions may result in increased emissions and further exacerbate global climate change.

Climate change is a key issue in sustainable tourism, both in terms of the greenhouse gas emissions generated by the tourism sector and the potential impacts of climate change on tourism-dependent regions. Low-carbon tourism is an emerging paradigm based around emissions reduction by tourism businesses, as well as broader values of adaptation, transition and behavioral change. This article presents the results of a low-carbon tourism case study in the Blue Mountains of New South Wales, Australia, where the Low-Carbon Living Program has successfully designed and implemented a low-carbon rating and certification scheme. This scheme covers emissions related to energy, waste and water and is based on regionally-specific data. The program has also succeeded in its aim of using the tourism industry as a catalyst for broader community action, having been expanded to schools and retailers in the case study region. A transferable regional model has been developed that is being adapted for use in new regions under a modular and decentralised program structure. However, questions remain around the impact of the program on participants’ carbon footprints and customer levels over time, as well as the suitability of a common scorecard system to diverse participant types.

Corporate action to tackle climate change is affected by multifaceted tensions, which are insufficiently investigated. It therefore remains unclear how tensions become salient and how they are responded to when a new strategy is introduced. We propose that translation theory can inform paradox theory and explore this conceptualization using a qualitative case-study research design. Specifically, we examine how retail translates the decarbonization strategy of a car manufacturer. We show how retail employees, in their role as translators, compare the manufacturer’s strategy against their context and thereby make tensions salient in a context-dependent manner. Additionally, we examine how translators respond to salient tensions by applying eight different contextualization mechanisms to resolve the tensions between the new strategy and contextual factors. In one subunit, the translation of the new strategy fails, and the tension persists. We derive two theoretical propositions from the studied patterns of the salience of and response to tensions.
