AbstractWe analyze Australian electricity price returns and find that they exhibit volatility clustering, long memory, structural breaks, and multifractality. Consequently, we let the return mean equation follow two alternative specifications, namely (i) a smooth transition autoregressive fractionally integrated moving average (STARFIMA) process, and (ii) a Markov-switching autoregressive fractionally integrated moving average (MSARFIMA) process. We specify volatility dynamics via a set of (i) short- and long-memory GARCH-type processes, (ii) Markov-switching (MS) GARCH-type processes, and (iii) a Markov-switching multifractal (MSM) process. Based on equal and superior predictive ability tests (using MSE and MAE loss functions), we compare the out-of-sample relative forecasting performance of the models. We find that the (multifractal) MSM volatility model keeps up with the conventional GARCH- and MSGARCH-type specifications. In particular, the MSM model outperforms the alternative specifications, when using the daily squared return as a proxy for latent volatility.

The article considers prerequisites for the formation of a new paradigm in the energy sector. The factors that may affect the imminent change of leadership among the energy generation are analyzed. The variability of the projects of creation and functioning of power stations is examined. The focus is made on problematic aspects of the new generation, especially, storage and supply of energy, achieving a system of parity that ensures balance in pricing generations. The author substantiates the principles of forming system of parities arising when comparing traditional and new generations. The article presents the results of an empirical analysis of the 215 projects for the construction of facilities for renewable energy. The significance and direction of the impact of these factors on the growth in investment volumes of transactions are determined. The author considers leasing as an effective financial instrument for overcoming stereotypes of renewable energy and as a promising direction for accelerated implementation of investment projects.

This study aims to discuss the policy of using renewable energy in the form of rare metal eart as an effort to build national energy security. The research method used a legal research looking from various perspectives in social science. Law is seen as a space for the process of scientific study in order to seek truth. The use of relevant legal research wants to understand the law more thoroughly. In performing implementation analysis, using the method of Regulatory Impact Assessment (RIA) with focus on energy regulation. The results of the study show that: First, the policy of the Indonesian republic government regarding the use of new energy and renewable energy aims to prepare the carrying capacity of national energy security. This policy has not fully gone well. The policy is not supported by consistency in issuing derivative policies. Second, the use of new energy and renewable energy, especially rare earth metals as part of efforts to encourage national energy security in Indonesia is still very far from expectations. The use of rare eart metal is only around 0.7% of the use of new energy. Efforts to explore and exploit rare earth metals have not been carried out in a timely manner. Whereas the potential of rare earth metals is a strategic community and has the potential to encourage national energy security in Indonesia. Indonesia is projected to produce rare earth metals reaching 20% of the world's supply.
