Based on both at home and abroad energy sustainable development ,enterprise energy evaluation index system research and low carbon economic background, this thesis proposed the strategy thought of full process of energy-saving and emission-reduction, selected DEA evaluation method to achieve efficiency monitoring, followed the application steps of DEA evaluation method and built the evaluation index system for energy-saving and emission-reduction which contained inputs and outputs aspects of 8 items specific indicators. The thesis took Dalian as an example to discuss the running situation of energy-saving and emission-reduction strategy within each year and propose that only we strive to achieve industry upgrade in the future, develop circular economy and control the amount of energy input.

Data Reduction Factor (DRF) and the Super Efficiency DEA (SE-DEA) model are employed to study the energy saving and emission reduction efficiency of Shanxi Province. Based on Shanxi’s 2003~2010 panel data, firstly the public factors with economic significance are selected from many input and output indices by means of DRF; secondly the efficiency values during 2003~2010 are estimated by plugging the public factors, which are nonnegative after transformation by threshold method, in the input-oriented SE-DEA model; finally the DMUs are sorted and the efficiency value and scale returns of each unit are analyzed in details.

From 1980 to 2012 there were 80% carbon dioxide emission from traditional fossil energy in the world, and the proportion reached 90% in China, which was the top of carbon dioxide emission and energy consumption. In order to release the pressure of short term energy-saving and emission-reduction, as well as implement energy system cleaning in long term, reversing the positive situation of energy structure adjustment and the advancing the continuous evolution of energy consumption structure will be the effective methods. This paper takes Hebei Province and the whole country as the research objects, analyzes the influence of energy consumption structure changes on carbon dioxide emission and the correlation effect between energy consumption structure and carbon dioxide emission intensity by constructing a correlation model between energy consumption structure and carbon dioxide emission intensity, discusses the effective strategies for the regional energy-saving and emission-reduction.

The urban heating is closely linked with peoples life. The chosen of heating scheme is affected by the index of energy-saving and emission-reduction. In this thesis the computational model of the indexes for different range were built and the indexes of four schemes were calculated. The results predicted the energy-saving and emission-reduction of each scheme and provided references for the government to formulate assessment criteria.
