Aim of the research as follows: (1) inquisitive about variation of laws in regulating agrarian resources use, (2) function of traditional law in regulation at used of natural resources and related with existence on natural preservation-in formal law, and (3) inquiring influence outsider intervention to local institutions with the agrarian structure and relationship between expectation agrarian conflict. The unity of the study is Arfak community-as much as local community- was that administrative limited seatle in certain locations around natural preservation area of the Arfak Mountain. The trategy of the research is case study, while analysis of the data with qualitative manner. Result of the research is in the locations study beside property right of local community and movement of Arfak community from high land include at the resettlement programme. Not a problem related with economic subsistence with economic un-security because group property right community give free to the movement community for use to agriculture developing. For developing concept of forest sustainable as nit side to one side, income several NGO as well as role as institution relationship (young-shoot autonomy) for accommodation importance various party supra-village in relationship with existence natural preservation area of the Arfak Mountain and the party of local community in related of security in economic subsistence.

This study analyzes the main criteria and indicators in strengthening local institutions in charge of forest management towards dealing with forest fire incidence in Riau Province, Indonesia. Data were collected using in-depth interviews, observation, and questionnaires and analyzed with Microsoft Excel spreadsheets and other Structural Equation Modeling (SEM) techniques such as SPSS and Smart PLS. Moreover, only 87 out of the 120 questionnaires administered to related stakeholders were retrieved. Four variables, including Organization, Capacity, Authority, and Governance, were measured using ten indicators for each. The results showed a significant correlation between local institutions and these variables in solving forest management issues. It means there is a need to strengthen the institutions' structural plans to ensure the effective management of natural resources, and this is achievable through the support and help of the government and communities. This theoretical chapter develops the argument that the conditions of cities—large, densely populated, heterogeneous communities—generate distinctive governance demands supporting (1) market interventions and (2) group pluralism. Together, these positions constitute the two dimensions of progressive liberalism. Because of the nature of federalism, such policies are often best pursued at higher levels of government, which means that cities must present a united front in support of city-friendly politics. Such unity is far from assured on the national level, however, because of deep divisions between and within cities that undermine cohesive representation. Strategies for success are enhanced by local institutions of horizontal integration developed to address the governance demands of urbanicity, the effects of which are felt both locally and nationally in the development of cohesive city delegations and a unified urban political order capable of contending with other interests and geographical constituencies in national politics.

This chapter shows that, in the absence of bureaucratic institutions, courts were the primary institutions by which central political authorities could enforce law and policy in localities. The courts, in turn, were local institutions under local control in every colony except, perhaps, Pennsylvania. In many colonies juries that determined both law and fact used their power to nullify legislation and other commands of central government. In other colonies, county courts were self-perpetuating bodies whose judges felt free to ignore the commands of appellate courts and other central authorities. Other colonies were so small that power was necessarily local in nature. Pennsylvania was the only large colony in which the Supreme Court controlled the work of lower courts, but its authority was also under challenge.

The global crisis is highlighting the limitations of the relationships, not to be taken for granted, between major events and urban and regional development. The difficulties so far encountered in these relationships in Milan in the run up to the 2015 Expo are quite significant. Analyses of the progress of the projects and the acquisition of opinions from leading protagonists of local institutions provide an update on the strengths and weaknesses of this major Milan event, drawn for previous editions of the Forum. At the same time they identify some of the potential for the renewal of traditional urban development models in major events, seen in terms of their regional metropolitan dimension.
