The availability of open, relevant, and up-to-date public data is becoming an increasingly important dimension of national competitiveness and sustainable development. It serves as a foundation for novel technologies, such as big data analytics, machine learning, and artificial intelligence, to take root and flourish, and it can help improve the quality and efficiency of government decision making and render governments more transparent and accessible to the public. Often referred as Open Government Data, or OGD, governments around the world have committed resources to constructing various OGD platforms. However, building a robust and effective OGD system has proved difficult, as the promise of OGD has not been realized fully around the world. At this important juncture, this study aims to explore the relationship between national technological and organizational capacities and environmental factor and the quality of OGD systems. In addition, national innovativeness and the degree of “globalization” in a country and their moderating effects between the predictors and OGD performance are examined. Our findings indicate strong positive effects of national technological capacity, government organization capacity, and globalization on OGD quality and a positive moderating effect of national innovativeness.

This study is an analysis of the main criteria and indicators utilised in strengthening local institutions in charge of forest management towards dealing with forest fire incidents in Riau Province, Indonesia. Data were collected using in-depth interviews and observation. Out of the 120 questionnaires distributed to stakeholders, 81 responses were received and analysed using Microsoft Excel and with structural equation modelling (SEM) techniques using SPSS and SmartPLS. Four dimensions, including organization, capacity, authority, and governance, were respectively measured using ten indicators. The results showed a significant correlation between local institutions and these dimension variables in highlighting forest management issues. The results suggest a need to strengthen local institutions’ institutional arrangements and their capacities in order to ensure the effective management of natural resources, which may be achievable through the support and co-operation of government institutions and communities.

Four variables, including Organization, Capacity, Authority, and Governance, were measured using ten indicators for each. The results showed a significant correlation between local institutions and these variables in solving forest management issues. It means there is a need to strengthen the institutions' structural plans to ensure the effective management of natural resources, and this is achievable through the support and help of the government and communities. Abstract Objective: To explore the occurrence of organization capacity and to examine the relationships among the organization capacity and job satisfaction in nursing homes in China. Methods: A total of 577 participants in sixteen nursing homes in Hunan province of China were enrolled using a cluster randomized controlled trial. Staff job satisfaction was measured by Minnesota Satisfaction Questionnaire(MSQ) in short form, nursing homes’ organization capacity was assessed by Shortell’s Organization and Management Survey. One-way analysis of variance examined differences between variables. The relationship and correlation of organization capability, MSQ total score and scores in each dimension was analyzed. Results: Overall score of nursing homes’ organization capacity was 99.5±8.6(level ranking, 21–105), and MSQ score was 78.2±8.2 (level ranking, 20–100). Staff job satisfaction levels were significantly different among nursing staffs with different levels of organization capability (F=9.40, P<0.001). Correlation analysis showed that organization capability level was positively correlated with staff job satisfaction (r=0.52, P< 0.001). And Correlation analysis showed that Working conditions (r = 0.46, P < 0.001), Leaders (r = 0.46, P < 0.001), Responsibility (r = 0.51, P < 0.001) and External reward (r= 0.42, P < 0.001) were positively associated with organization capability. Conclusion: The organization capability can be improved by active staff job satisfaction. But the job satisfaction of nursing staffs was at a moderate level. Thus effective measures such as creating a supportive work conditions, appointing suitable leaders, enhancing responsibilities and providing external reward should be considered by nursing managers to promote organization capability in nursing homes.

Embryonic stem cell cultures are thought to self-organize into embryoid bodies, able to undergo symmetry-breaking, germ layer specification and even morphogenesis. Yet, it is unclear how to reconcile this remarkable self-organization capacity with classical experiments demonstrating key roles for extrinsic biases by maternal factors and/or extraembryonic tissues in embryogenesis. Here, we show that zebrafish embryonic tissue explants, prepared prior to germ layer induction and lacking extraembryonic tissues, can specify all germ layers and form a seemingly complete mesendoderm anlage. Importantly, explant organization requires polarized inheritance of maternal factors from dorsal-marginal regions of the blastoderm. Moreover, induction of endoderm and head-mesoderm, which require peak Nodal-signaling levels, is highly variable in explants, reminiscent of embryos with reduced Nodal signals from the extraembryonic tissues. Together, these data suggest that zebrafish explants do not undergo bona fide self-organization, but rather display features of genetically encoded self-assembly, where intrinsic genetic programs control the emergence of order.

Survey results of 1,452 people representing families of 6 ethnic minorities in 11 communes of 7 districts in 7 provinces in the Northwest region shows that the production organization capacity of the ethnic minorities surveyed has changed, but still remains many limitations. The change in production capacity of ethnic minorities is reflected in the fact that the majority of families have produced in a new way (know how to use some machines, use new plant varieties and breeds, apply chemical fertilizers, use pesticides, and some agricultural products produced for sale). The limitations of the production organization capacity of ethnic minority families are shifting cultivation, dibbling, rudimentary production tools, low labor productivity, production by small-scale, autarky, shifting cultivation of wandering hilltribes). If comparing between traditional production method and new production method, the traditional production method is still more prevalent. One of the main causes of this situation is that ethnic minorities live in mountainous areas with difficult transportation, so the main cultivation method is shifting cultivation. The application of machines in production faces many difficulties.

The relation between performance measurement and accountability is already shown empirically and conceptually in literatures and researches. In 1999, The Government of Indonesia implemented performance accountability system as a periodic government institution accountability mechanism to give their responsibility on resources management, policy implementation based on their authority. The research consist four variables, Performance Measurement Mechanism, Instrument Quality, Organization capacity and Organization Accountability. Quantitative method used as research method with regression analysis which conducted at 28 local organizations at Bandung city, covered 161 respondents. This research conducted by conceptual framework of performance measurement by Moran (2013), Instrument quality by Van Dooren et al (2010) , organization capacity from Ingraham (2003) and Accountability concept by Koppel (2005.  Research result shows that organization accountability can be achieved if the performance measurement implemented correctly. Research conclusion is Performance Measurement Mechanism, Instrument Quality and Organization capacity are influence the Organization Accountability. The research recommendation is strengthening performance measurement implementation at local level through knowledge transfer and taking consideration on organization capacity to create compatible perofrmance measurement model based on characteristic organization.   Key Words: Performance Measurement, Mechanism, Quality, Capacity, Accountability, Public Sector

This article synthesizes the literature on organizational capacity in an effort to improve our understanding of the relationship between capacity and various measures of nonprofit effectiveness. I define capacity as the means by which organizations achieve effectiveness, and propose a contingency model to explain how different measures of nonprofit effectiveness (via goal attainment, system resources, and the multiple constituencies models) suggest distinct ways of conceptualizing and assessing nonprofit capacity. Drawing from organizational theory, I consider capacity in terms of resource streams and operational activities. The article proposes a contingency model that will assist researchers in examining the extent to which particular organization capacity variables relate to different measures of organizational effectiveness. It also provides practitioners a useful tool for understanding and assessing nonprofit capacity and effectiveness in different scenarios, in light of various internal and external factors.

We developed a framework and an index to evaluate landscape ecological integrity. The framework was applied to the Yulin region (Shaanxi Province, China) to evaluate its overall ecological integrity and the effect of the Grain for Green Project on landscape ecological integrity. Landscape ecological integrity (LEI) is the ability of an ecosystem to maintain its self-organization capacity, stability, and diversity in structure and function. A landscape having high ecological integrity has three major characteristics: complex structure, high self-organization capacity, and a high level of stability. The LEI can be evaluated using five indicators: landscape fragmentation, connectance, ecological sensitivity, diversity, and vegetation productivity. The results indicate that the LEI in the Yulin region was relatively low during the period from 2000 to 2015. From 2000 to 2005, areas of very low and low LEI decreased, and areas of moderate and high LEI increased. From 2005 to 2010, areas of low and high LEI decreased, and areas of moderate LEI increased. Furthermore, from 2010 to 2015, areas of very low and low LEI increased, and areas of moderate and high LEI decreased. Overall, the LEI of the region was low, but increased between 2000 and 2010, and decreased between 2010 and 2015. On the basis of these findings, we conclude that the Grain for Green Project in the Yulin region has been successful in improving regional LEI.
