Brigadier General Richard C. “Rich” Gross is the US Army Legal Counsel to the Chairman of the Joint Chiefs of Staff. He attended the Military Academy at West Point and was commissioned in the US Army as a second lieutenant in the Infantry. He also attended the University of Virginia School of Law and the US Army Judge Advocate General's Corps. He holds a Master's degree in strategic studies from the US Army War College. Prior to his current position, he served as the Chief Legal Adviser for the Joint Special Operations Command, the International Security Assistance Force (ISAF), US Forces-Afghanistan (USFOR-A) and at US Central Command.The scope of application of international humanitarian law (IHL) is a deceptively simple concept; broadly speaking, it is where, when and to whom the IHL rules apply. Although this has always been a precondition for discussing IHL issues, the outer limits of the law's applicability remain unsettled. To open this issue on the nuances of the scope of the law's application, Brigadier General Gross gave the following interview providing the US perspective on the circumstances in which IHL applies, and the challenges that lie ahead in light of the ongoing evolution of the way war is waged.

This article is concerned with two of the most important variables existing in any system of human relationships: frequency of interaction and sentiment or attitude. There have been many studies of the connections between interactions and sentiment in face-to-face relations. Much of this work has been in carefully designed "laboratory" experiments, in which interaction can be measured and sentiment inferred with considerable accuracy. Homans' hypotheses concerning the influences of interaction and sentiment upon each other have also been tested in a variety of industrial situations, most notably by Homans himself in his analysis of "the bank wiring observation room" and of "The Electrical Equipment Company." The Human Relations Program of the Survey Research Center at the University of Michigan has contributed further to our understanding of how sentiment and interaction are interrelated in industry, especially in the recent monograph by Seashore.

In January 2015, the US government agency Voice of America loaned the Leo Sarkisian Music Library to the University of Michigan with the goal of digitizing and providing access to the materials for research and teaching. Transfer created an archive where once existed a longstanding music resource that supported all aspects of the production of the VOA’s Music Time in Africa radio program. The archive encompasses sound recordings and type-scripts of the radio program (1965-2004), along with extensive recordings of live musical performances made by Leo Sarkisian in his travels through Africa or by African staff trained by Leo Sarkisian to make professional quality recordings on his behalf—often at the radio stations he helped establish. This article describes the Music Time in Africa radio broadcast and then contextualizes efforts to provide access to the digitized recordings in terms of the nature of the post-modern archive, performance studies, and the repatriation of musical heritage resources found in archives. The article concludes with a reflection on the complexities of providing access to digital recordings of international radio and the author’s efforts to explore opportunities for digital repatriation through rebroadcast on social media, which in many ways shares the underlying characteristics of the radio broadcast medium itself.

Background: Minorities’ diminished returns (MDRs) refer to systemically weaker effects of socioeconomic status (SES), particularly educational attainment, on the health of non-Whites compared to Whites. Aim: Using a nationally representative sample, we aimed to investigate ethnic differences in the effect of SES (educational attainment) on the self-rated oral health of Hispanic older adults in the US. Methods: This study analyzed the University of Michigan National Poll on Healthy Aging (UM-NPHA) 2017 data, which included 2131 older adults who were 50 to 80 years old (202 Hispanics and 1929 non-Hispanics). Ethnicity, race, educational attainment (SES), age, gender, employment, retirement, and self-rated oral health (single item) were measured. Logistic regressions were applied for data analysis. Results: High educational attainment was associated with lower odds of poor oral health in the pooled sample, net of all covariates. The effect of educational attainment on poor self-rated oral health was found to be weaker for Hispanics than for non-Hispanics. Conclusion: We observed MDRs of educational attainment (SES) on oral health for Hispanic older adults. In other words, compared to non-Hispanics, Hispanics gain less oral health from their educational attainment (SES).

Blast noise from military installations often has a negative impact on the quality of life of residents living in nearby communities. This, in turn, negatively impacts the military’s testing & training capabilities due to restrictions, curfews, or range closures enacted to address noise complaints. In order to more directly manage noise around military installations, accurate noise monitoring around bases has become a necessity. Although most noise monitors are simple sound level meters, more recent ones are capable of discerning blasts from ambient noise with some success. Investigators at the University of Pittsburgh (Pitt) developed a more advanced noise classifier that can discern between wind, aircraft, and blast noise, while simultaneously lowering the measurement threshold. Here, more recent work between Pitt and the US Army Engineer Research and Development Center will be presented from the development of a more advanced classifier that identifies additional classes of noise such as machine gun fire, vehicles, and electronic noise. Additional signal metrics were explored given the increased complexity of the classifier. By broadening the types of noise the system can accurately classify and increasing the number of metrics, a new system was developed with increased blast noise accuracy, decreased number of missed events, and significantly fewer false positives.
