The complexity of calibration procedure for determination of Weibull distribution parameters as well as necessity to perform FEM calculations is one of the shortcomings of conventional versions of Local Approach (LA). This report presents an attempt to ascertain interrelation between local and global characteristics of fracture of pre-cracked and notched specimens of reactor pressure vessel steels, high-strength steels etc. Criterion of cleavage fracture initiation ahead of a crack (notch) is formulated. Dimensionless parameter characterizing the effect of embrittlement by the crack or notch is proposed on the basis of this criterion. Based on the findings of low-temperature tests of pre-cracked or notched specimens of structural steels, it is proved that this parameter may be determined by both local and global characteristics.

It is well known that fracture initiation behavior is influenced by weld thermal straining. In the present report, attention is focused on the influence of weld thermal straining on the fracture mechanism. The influence of prestrain at elevated temperature or strain-aging on the initiation and propagation behaviors of ductile and cleavage fracture in KD32 and HT80 steels is investigated. A relationship between the increase in the lowest temperature at which a tear dimple region can be observed (Ti) or the decrease in stretched zone width and the increase in hardness at the notch tip is found.

In the paper the fracture mechanisms in ultra-high-strength steel are examined. However, the emphasis is on cleavage fracture, which was observed in the whole temperature range tested. The extent of cleavage depends on the specimen thickness and temperature. The experimental program consisted of tensile and fracture tests and was followed by scanning microscope observations of the fracture surfaces. Then, a full 3D elastic-plastic finite element analysis was carried out assuming finite strains. The numerical results support the postulate that the onset of cleavage jump is observed when the maximum opening stresses become higher than the critical value (the material property at a given temperature) over a distance greater than the critical value (material property independent of temperature). A discussion of so-called 3D stress parameters is presented.
