The aim of this research is to determine whether the implementation of the International Financial Reporting Standards (IFRS) in the companies of the financial sector listed on the Colombian Stock Exchange has greater relevance compared to the previous accounting regulatory framework known as Generally Accepted Accounting Principles (GAAP) in Colombia, for the years 2009 to 2016. Taking into account the concept of valorative relevance that indicates that the accounting information is relevant if it affects the stock price reflected in the capital market exchange. To determine this relationship, an adaptation of the model proposed by Ohlson (1995) is used, because it is the most frequently used to measure relevance. The modifications made to the model were to include accounting variables of financial instruments of assets and liabilities to better measure the impact of the IFRS. On a general level, the conclusion is reached that the valorative relevance of financial companies listed on the stock exchange between 2009 and 2016, does not change due to the application of the IFRS. The results are because the regulation that financial companies that are listed on the stock exchange of Colombia are subject to has contributed to the relevance being maintained before and after the application of the new regulatory framework. however, when carrying out the study of the information taking into account only the variables and taking into account the regulations under the IFRS, they present a greater degree of significance.

The article is devoted to the identification of ways of increasing the efficiency of the implementation of administrative and legal measures for the prevention of offenses by officials of public administration bodies. Ways to increase the efficiency of the implementation of administrative and legal measures for the prevention of offenses of officials of public administration bodies are differentiated into organizational, methodological, information, technical and legal. The article substantiates that organizational factors of increasing the efficiency of the implementation of administrative and legal measures for the prevention of offenses of officials of public administration are aimed at neutralizing and reducing the impact of the negative consequences of violation of the performance of official duties by these officials. Among the organizational ways of improving the efficiency of the implementation of administrative and legal measures for the prevention of offenses of officials of public administration, bodies are the improvement of the system of subjects of such activity, forms and methods of preventive work, coordination of their efforts in counteracting offenses in the system of public administration. It is determined that the key to improving the implementation of administrative and legal measures for the prevention of offenses of officials of public administration is the systematic development of methodological recommendations for subdivisions (officials) of public administration on the prevention of offenses of official nature, the implementation of special training for the purpose of training which may lead to the commission of offenses by an official. The article is devoted to the analysis of technical measures of prevention of offenses of officials of public administration bodies, covering special technologies, rules, means that prevent the occurrence of negative consequences in the process of social activity of people, committing offenses. The article substantiates that improving the implementation of administrative and legal measures for the prevention of offenses of officials of public administration requires the development of a clear regulatory framework for the neutralization of conditions that facilitate the commission of administrative offenses. While state sequence analysis (SSA) has been long used in social sciences, its use in pharmacoepidemiology is still in its infancy. Indeed, this technique is relatively easy to use, and its intrinsic visual nature may help investigators to untangle the latent information within prescription data, facilitating the individuation of specific patterns and possible inappropriate use of medications. In this paper, we provide an educational primer of the most important learning concepts and methods of SSA, including measurement of dissimilarities between sequences, the application of clustering methods to identify sequence patterns, the use of complexity measures for sequence patterns, the graphical visualization of sequences, and the use of SSA in predictive models. As a worked example, we present an application of SSA to opioid prescription patterns in patients with non-cancer pain, using real-world data from Italy. We show how SSA allows the identification of patterns in prescriptions in these data that might not be evident using standard statistical approaches and how these patterns are associated with future discontinuation of opioid therapy.

Higher education governance, legal and regulatory regimes in Ghana remain an important factor in the ever-complex higher educational landscape and its attendant funding challenges. The increased global demand for higher education reforms further strengthens the importance of higher education governance, legal and regulatory framework role in assuring sustainable funding of higher education. The purpose of this study is to measure the relationship between the governance and regulatory variables influence on financial sustainability. The research work utilises quantitative research methodology with a well validated research instrument to undertake this correlational study. The study outcome revealed a statistically significant relationship between the combined effects of the variables whiles two out of the eight variables were found be significant in predicting best fit equation for financial sustainability. The research recommendations should afford higher education practitioners the opportunity to undertake relevant reforms of the current governance, legal and regulatory practices in the country.

This study examined the evolving nature of Bordetella pertussis in Ontario, Canada, by characterizing isolates for their genotypes and expression of pertactin (PRN). From 2009 to 2017, 413 B. pertussis were cultured from pertussis cases at the Public Health Ontario Laboratory. Their genotypes were determined by partial gene sequence analysis of their virulence and (or) vaccine antigens: filamentous haemagglutinin, PRN, fimbriae 3, and pertussis toxin, including the promoter region. Expression of PRN was measured by Western immunoblot. Two predominant genotypes, ST-1 and ST-2, were found throughout the study and were responsible for 47.5% and 46.3% of all case isolates, respectively. The prevalence of ST-1 appeared to fluctuate from 80.3% in 2009 to 20.0% in 2014 and 58.5% in 2017, while the prevalence of ST-2 changed from 18.4% in 2009 to 80.0% in 2014 and 26.2% in 2017. A PRN-deficient strain was first noted in 2011 (16.7%), and its prevalence increased to 70.8% in 2016 but decreased to 46.2% in 2017. More ST-2 (46.6%) than ST-1 (16.8%) strains were associated with PRN deficiency. Newer ST-21 and ST-22 found in 2015–2017 were uniformly PRN deficient. The impact of the evolving nature of B. pertussis on disease epidemiology requires further longitudinal studies.

Abstract This paper investigates the impact of the generation of green (environmental) technologies on the market value (MV) of a sample of listed companies. The analysis is grounded on the combination of two different theoretical approaches, that is the one focusing on the relationship between MV and innovation and the one pertaining to the economic effects of eco-innovation. Environmental regulation, based on the regulatory push–pull effect, induces firms to cope with more stringent rules through innovation efforts, and this eventually leads to the emergence of new markets for the suppliers of green technologies (GTs). Our main hypothesis is that firms able to generate GTs can be expected to show better stock market performances in this framework, because of the prospects of regulation-driven profitability gains. The empirical analysis has been carried out on a sample of listed firms from France, Germany, Italy, the Netherlands, and the UK observed over the 1985–2011 time span, and it is based on the implementation of the most recent version of the MV equation, corrected for selection bias. Results are consistent with those of previous literature and highlight the positive impact of innovation on MV. When narrowing the focus to firms operating in sectors with a high propensity to generate GTs, we have found that the stringency of the environmental regulatory framework also yields a positive a significant impact, as does the stock of GTs vis-à-vis non-GTs. Moreover, environmental regulatory framework positively moderates the positive effect of the stock of GTs. Lastly, the quality of firms’ own knowledge stocks is also found to positively influence firms’ MV.

AbstractAs a WTO member and one of the largest trading countries, China is subject to a series of rule-of-law related international obligations. Yet, China emphasizes ‘Chinese characteristics’, ‘rule by law’, and recently, ‘socialist ethics’. What is the impact of WTO law on China? This paper examines the WTO and Chinese regulatory frameworks in terms of administrative review settings. Through reviewing the roles of self, law, and government under Confucianism and Chinese Legalism, this study finds that China generally adopts a Confucian internal regulatory framework based on self-regulation, which negates external control. The WTO law, however, assumes a Chinese Legalist like external regulatory framework based on control by rules in the form of checks and balances. The impact of WTO law on China, therefore, is about a battle between these internal and external frameworks at the opposite regulatory directions. On this battlefield, China seems not to be affected by the WTO yet.

AbstractSovereign wealth funds (SWFs) have been rapidly redefining the traditional paradigms, providing both much-needed capitals as well as posing particular challenges for policy makers. The role of SWFs, which are becoming increasingly involved in the global financial markets, has often been underestimated in the discourse of the protection of human rights. The tâtonnement processes of bargaining between home and host countries of SWFs indicate that the concern regarding human rights has maintained a sensible balance between protecting the rights of individuals and the benefits that large capital investments offer for both host and home countries. The challenge still remains as to whether the presumption that the promotion of SWFs investment is going to retard the promotion of human rights would not be rebutted even in terms of the new global regulatory framework.
