Higher education governance, legal and regulatory regimes in Ghana remain an important factor in the ever-complex higher educational landscape and its attendant funding challenges. The increased global demand for higher education reforms further strengthens the importance of higher education governance, legal and regulatory framework role in assuring sustainable funding of higher education. The purpose of this study is to measure the relationship between the governance and regulatory variables influence on financial sustainability. The research work utilises quantitative research methodology with a well validated research instrument to undertake this correlational study. The study outcome revealed a statistically significant relationship between the combined effects of the variables whiles two out of the eight variables were found be significant in predicting best fit equation for financial sustainability. The research recommendations should afford higher education practitioners the opportunity to undertake relevant reforms of the current governance, legal and regulatory practices in the country.

Training university students so that they become professionals who will promote an improvement in the relationship between socio-economic activity and the environment is one of the main challenges in higher education. Thus, it is important to evaluate the Environmental Education Programmes offered by public institutions to the university community. The objective of this research is to assess the impact of the ‘Red Andalucia Ecocampus University of Malaga’ Programme in relation to the involvement of the university community in the environmental sustainability of its setting. A mixed methods design was used. Research participants included teachers, students and administrative and service staff at different research and training centres of the University of Malaga (n = 387). The results in this research work reveal that this Programme has an effective methodological design when it comes to acquiring concepts and strengthening environmental values in the university community. Tulisan ini bertujuan untuk mengkaji dampak komersialisasi terhadap tata kelola pendidikan tinggi di Indonesia dan mengkaji strategi yang dapat digunakan oleh pendidikan tinggi dalam menghadapi dampak komersialisasi. Kajian ini menggunakan studi pustaka. Hasil kajian menunjukkan bahwa terdapat tiga dampak yang ditimbulkan oleh komersialisasi pendidikan terhadap tata kelola pendidikan tinggi yakni dampak terhadap standar akademik, semangat kolegialitas dan kepercayaan di antara civitas akademika dan citra perguruan tinggi di mata publik. Strategi yang dapat dilakukan untuk pendidikan tinggi negeri antara lain mempertahankan mutu pendidikan dan menjaga pola akses masuk anak didik tetap pada jalur semestinya, dan mengusahakan bentuk-bentuk pengumpulan modal untuk membiayai pendidikan melalui jalur perbankan. Sedangkan untuk pendidikan tinggi swasta, strategi yang dapat dilakukan yakni melakukan koordinasi dengan Kopertis, meningkatkan mutu pendidikan melalui pengembangan kemampuan siswa dan melakukan efisiensi terhadap pengeluaran yang tidak prioritas untuk menekan terjadinya lonjakan biaya pendidikan.---This paper aims to examine the impact of commercialization on higher education governance in Indonesia and examine strategies that can be used by higher education to face the impact of commercialization. This study uses literature study. The results of the study indicate that there are three impacts caused by the commercialization of education on higher education governance i.e. the impact on academic standards, the spirit of collegiality and trust among the academic community and the image of universities in the public. Strategies that can be undertaken for public higher education, among others, maintain the quality of education and keep the pattern of access to students stay on the track, and seek forms of capital collection to finance education through the banking channel. While for private higher education, a strategy that can be done is to coordinate with Kopertis (Coordinator of Private Higher Education), improve the quality of education through the development of students' skills and efficiency of expenditures that are not a priority to reduce education costs.

El artículo aborda la necesidad de la creatividad que se impone en la era actual del conocimiento y la importancia que  constituyen las tecnologías como herramientas indispensables en todas las esferas de la vida. En Trabajo toma como campo investigativo los cambios que se llevan a cabo en esta esfera en la Universidad Estatal del Sur de Manabí y la Universidad Técnica de Babahoyo, Ecuador, donde se toman como objeto el proceso de enseñanza aprendizaje en la Educación Superior. El objetivo de la investigación fue comunicar el impacto de las Tecnologías de la Información y las Comunicaciones en las Universidades, donde se hace énfasis en el nuevo rol de los docentes y su nuevo desempeño de facilitadores del aprendizaje en los educandos a través en los nuevos escenarios mediados por las tecnologías. Para el desarrollo exitoso de esta memoria investigativa se   usó como metodología instrumentos que se basaron fundamentalmente en documentos referativos que ayudaron a justificar el problema de investigación, el cual consistía fundamentalmente en el impacto de las nuevos  dispositivos tecnológicos y su utilidad en los centros de altos estudios del país. Se concluyó que las Tecnologías de la Información y Comunicación son herramientas indispensables en la docencia y al mismo tiempo la forma de intervenir en el diseño educativo que nos llevan a explorar nuevos métodos docentes en los escenarios educativos mediados por estas. Se constató además que estas herramientas favorecen satisfactoriamente al proceso si se tiene una buena preparación por parte del docente.   Palabras clave: Herramientas tecnológicas, universidades, formación, docencia universitaria, proceso de enseñanza – aprendizaje Impact of information technology and communications: a look at higher education  Abstract The article states the need of the creativity that prevails in the current era of knowledge and the importance that technologies constitute in all spheres of life. In field research work it takes as changes take place in this area in Southern State University of Manabí and the Technical University of Babahoyo, Ecuador, where they are taken as an object the process of learning in higher education. The aim of the research was to communicate the impact of Information Technology and Communications in the universities, where the emphasis is on the new role of teachers and their new performance of facilitators of learning in students through the new scenarios mediated by technologies. For the successful development of this research report it was used as a methodology instruments based mainly on referative documents that helped to justify the research problem, which consisted mainly of the impact of new technological devices and their use in the centers of higher learning in the country. It was concluded that information technology and communication are indispensable tools in teaching and at the same time how to intervene in the educational design that lead us to explore new teaching methods in educational settings mediated by these. It was further found that these tools successfully promote the process if there is a good preparation by the teacher.

The unprecedented COVID-19 pandemic has caused a traffic tie-up across the world. In addition to home quarantine orders and travel bans, the social distance guideline of about six feet was enacted to reduce the risk of contagion. However, with recent life gradually returning to normal, the crisis is not over. In this research, a moving train test and a Gaussian puff model were employed to investigate the impact of wind raised by a train running on the transmission and dispersion of SARS-CoV-2 from infected individuals. Our findings suggest that the 2 m social distance guideline may not be enough; under train-induced wind action, human respiratory disease-carrier droplets may travel to unexpected places. However, there are deficiencies in passenger safety guidelines and it is necessary to improve the quantitative research in the relationship between train-induced wind and virus transmission. All these findings could provide a fresh insight to contain the spread of COVID-19 and provide a basis for preventing and controlling the pandemic virus, and probe into strategies for control of the disease in the future.

The article reports the results of the empirical study of the impact of volitional qualities development on the level of academic achievements of higher education institution students. The article gives a theoretical analysis of the main types of volitional qualities that affect the assimilation of educational material by students. There was established the level of their development and the relationship with academic achievements. The article also identifies the main psycho-pedagogical and organizational peculiarities that affect the success of mastering the knowledge by university students. The psychological and pedagogical recommendations for forming, developing and supporting the volitional sphere of students are developed.
