Many public sector agencies currently facing mass retirements from long-term, experienced workers are struggling to fill higher-level leadership roles. The County of San Diego has employed creative methods to address this “brain drain.” Through intensive leadership development, the county is developing its future leaders using a variety of cutting-edge training tools. According to Human Resource Director Carlos Arauz, “By involving the executive leadership team and by implementing a comprehensive Leadership Academy, among other key HR-related improvements, the county is working to become an employer of choice.” This article will outline the steps taken by the County of San Diego to implement the Leadership Academy and will offer tips for other agencies wishing to embark on their own leadership development efforts.

BCAA is an outstanding school that was rated as one of the top schools in the UAE in 2016 and again in 2018. Taking into consideration the fact that strategic planning is an important factor in guiding educational organizations to achieve a shared vision, this case study provides its readers with a detailed guide for other schools to be aided with. This case study shows the commitment of the leadership team towards the strategic planning. It also highlights the importance and the different aspects of the planning. The researcher has interviewed the members of the leadership team in order to collect the required data for the study. The researcher analyzed the collected data thematically to provide other schools with a successful effective model of strategic planning. The findings of this study show that having a well-studied strategic plan in BCAA led it to succeed and to be evaluated as an outstanding college in all aspects. The results also reveal that the success of the BCAA strategic planning is due to the commitment, cooperation, effective communication, and sincerity of the people working at it.

In response to the COVID-19 pandemic, the Lamar Soutter Library was faced with moving off campus and into a remote work environment. As the crisis unfolded, it was critical for staff to experience a unified leadership team that was dedicated to their well-being, empathetic to the unprecedented situation, and committed to providing exceptional service. At that time, library leaders made a conscious decision to apply the principles of servant leadership as the framework for how, as a team, the library would see its way through the pandemic. What follows is a case study in the application of servant leadership in an academic health sciences library during the COVID-19 crisis.

The World Trade Organisation's (WTO) consistent rejection of proposals for the inclusion of a social clause into its existing rules and regulations has prompted the International Labour Organisation (ILO) to examine alternative ways in which global consensus on the regulation of labour standards can be developed. In this paper we map the failure of the social clause debate by reference to the outcome of successive WTO ministerials and we examine the role of executive leadership and related epistemic activity in the development of the international labour standards regime (ILSR). We conclude that the switch to a focus on a regime of core labour standards provides the most promising platform for progress in labour protection and an influential outcome in placing the ILO at the heart of attempts to integrate social policy into global economic governance.

The establishment of international colleges in public universities has been part of a deliberate national strategy to modernize higher education in Thailand since the 1990s. These colleges use English as the medium of instruction, employ many international faculty, and promote more Western approaches to teaching and learning such as student-centered education. In addition, international colleges have served a more symbolic role. They serve as markers of civilization and sophistication, a symbol to be cultivated for the purpose of elevating one’s status in an already deeply divided Thai society. This narrative case study aims to situate Thailand’s first public university international college in a long-standing historical framework characterized by paradoxes and prejudices deeply rooted in Thai society. Stories are collected from members of the executive leadership of the college. It is argued that the themes emerging from the leadership narrative are consistent with the historical framework.

This investigation examined how a network of knowledge-based professionals—the Canadian Sport for Life Leadership Team (CS4LLT)—as a newly emerging organizational form was able to influence the Canadian sport policy and governance process in an attempt to reshape Canadian sport. The analysis draws upon the epistemic community approach (Haas, 1992; Haas & Adler, 1992) and empirical data collected as part of an in-depth case study examination into the leadership team and senior Sport Canada officials. The findings support the notion that the CS4LLT, as a network of knowledge-based professionals with legitimated and authoritative and policy-relevant expertise (epistemic community), was able to influence the Canadian sport policy process through (i) influencing key governmental actors by (re)framing policy-relevant issues and (ii) establishing knowledge/truth claims surrounding athlete development, which, in turn, enabled direct and indirect involvement in and influence over the sport policy renewal process. More broadly, the study draws attention to the potential role and importance of knowledge-based professional networks as a fluid, dynamic, and responsive approach to organizing and managing sport that can reframe policy debates, insert ideas, and enable policy learning.

ABSTRACTCompetition for the executive leadership of a political party and the distribution of state patronage in Ghana is influenced by factional alignments and group interests. In December 2008 the National Democratic Congress (NDC) regained political power, and within months rifts appeared over the allocation of ministerial portfolios. The intra-party murmurings became public when two factions supported rival candidacies for the party's presidential nomination. The pro-Rawlings faction supported the candidacy of Nana Konadu Agyemang-Rawlings, and the anti-Rawlings bloc backed President John Evans Atta Mills. Drawing on Boucek's (2009) typology of factionalism, this article argues that factionalism within the NDC is a dynamic and complex process of informal groupings competing and jockeying for power to satisfy members' interests. It draws three conclusions: party factions are ad hoc groupings that are nurtured into a power bloc, and are constellated around particular individuals; factional conflicts are not rooted in ideology, but are based on differences in policy goals, interests and patronage; and, finally, factionalism fluctuates between cooperative and competitive phases.
