AbstractThis article underlines three principles of reference that renew discourse on and comprehension of the role of the state in social protection towards unemployed people. At a certain level of abstraction, those principles of reference are present in many countries. They lead to label and to understand situations in different terms of which we were familiar during the Welfare State apogee. At the same time, they permit and open up to various political orientations and mechanisms of implementation. This dualism is emphasized. Four countries are referenced for this discussion: Canada, France, Germany and Sweden. The study considers the way in which problems are stated in their principles and the implementation of programmes. Policies and programmes implemented reveal logics of intervention which suggest different ways to consider the articulation between the « integrated area » and the « excluded area » of the society.

Background: this theoretical essay was produced from the reflections and seminars of the PhD Programme in Governance, Knowledge and Innovation, of the Faculty of Economics - University of Coimbra and in the author's personal experience as a public health specialist. The main objective is to deepen the discussion on the concept of social costs in Kapp (Frigato, 2006), and its relationship with public health, also reflecting on the role of the State in the implementation of Public Health Policies. Methods: we follow the guidelines of Meneghetti (2011), understanding that in the essay, the object is studied in its dialectical condition, not necessarily requiring empirical proof. It starts from the guiding questions for theoretical argumentation, seeking to understand the object through associations or analogies, without the formalism of traditional scientific technique. Results: we can see that the Kappian perspective on social costs, expands its reach to the political level, and the concept can serve as a basis for the analysis of public policies. In particular, on public health, this concept contributes to the reflection of the role of the State, in social protection and in its permanent relationship with the market. Conclusion: the Kappian perspective perceives the circularity and interdependence in the relationship between health and the costs of capitalism, favours new insights and a critical reading of the associated institutional political phenomena, power games and conflicts around the public-private relationship in health.

This article analyses how energy efficiency regulatory frameworks have been developed in Argentina, Brazil, Mexico and Chile, within a context of developing countries, and it discusses if this context has been able to influence a culture of buildings’ energy efficiency in consumers. An online survey was applied to consumers who wanted to buy a house, aiming to understand their position regarding sustainability, and the role of the state versus the individual role, among other issues. The aim of the study is to identify consumer’s perception of energy efficiency and sustainability to promote a future research agenda in the Latin American context. In general, consumers value sustainability, except when they are presented in opposition to economic growth and social protection. However, it is possible to identify differences between Chile, with an established neoliberal economy, and countries that have economies in transition. Indeed, Argentina and Brazil show differences in terms of the role of the State, or the thermal comfort, which is considered a matter of habits rather than a mere technological problem. For driving more sustainable behaviours, consumers should be engaged in the implementation of these standards, creating a twofold process including homebuyers on one hand and mandatory requirements on the other.

The author identifies obstacles to the development of mass sports in Ukraine. The role of the state in the development of the sports sector is noted. The main directions of purposeful managerial influence on the objects of management in the field of physical culture and sports are described. The place of bodies of intersectional competence in coordination of activity of executive bodies on the decision of questions of interbranch character, in comparison with functions of the state committees (public services) and the ministries is defined. The definition of the concept of «mechanism of public administration» is considered. The content of the state regulation of the development of physical culture and sports is characterized. The principles on which the regional management is based are specified and its system components are defined: a subsystem of the central and regional authorities; a set of functions performed by government agencies, as well as various methods, resources used to implement functions; subsystem of connections (direct and inverse) that arise between objects and subjects of management. The vision of the program-target approach, which is the mechanism of the state management of development of physical culture and sports, is characterized. The need for the state to diversify the sources of funding for the sphere in two main areas is noted. It is mentioned that the non-governmental commercial sector contradicts the first task of concentrating management in the hands of state executive bodies. The mechanism of financial regulation of the development of physical culture and sports as an integral component of the functions of financial regulation is considered in detail. An important task of state policy in the field of physical culture and sports is solved. There is a close connection between the legislative base for the development of mass physical culture and high-achievement sports and the legislation on education, social protection, health care, entrepreneurship, and local self-government. The expediency of creating one’s own territorial brand through the prism of physical culture and sports is noted. The role of bodies of local self-government in ensuring the accessibility of physical culture and sports is described.

The article considers state regulation in terms of ensuring fair wages. It is noted that in the transition to a market economy there is a separation of interests of employees, employers and the state. An employee is objectively interested in this if the state and trade unions really guarantee him social protection. Characterizing the role of the state, it is indicated on the one hand that it acts as a subject of social partnership and directs its activities to economic growth. On the other hand, in the event of the need for a sharp increase in wages, the state, using the tax system and other indirect methods, is able to reduce the negative consequences for the entrepreneur from making such decisions. Depending on the influence of certain factors, there are notions of normative and positive role of the state. The question of the insolvability of the problem of measuring the amount of labor is raised. Emphasis is placed on the fact that work is the functioning of the employee, his appropriate activities in production or in the field of services, in the process of which he spends some physical energy and mental effort. It is determined that with the help of the mechanism of state regulation the conditions of balance of interests of all subjects of labor relations are created. The state performs the function of ensuring the general conditions of socio- economic growth. In this regard, both the types of regulation and the mechanism itself are changing, ie the changes relate to methods, methods of regulation. It is concluded that the state needs to take on the organizing function of setting reasonable prices for labor, taking into account differences in the qualifications of employees. Nowhere in the world are there such great differences in wages as in modern Ukraine, which differ in complexity. The transition to a policy of anticipatory growth of monetary income should not be too abrupt, should be manageable and take into account the real situation with the availability of goods and services.

The purpose of the article is to reveal the role of the state in the field of social protection of the population, to analyze the tendencies of development of budget financing of social security in Ukraine and to offer ways to improve the reform of the sphere of social protection of the population. The article describes the priority directions of the activity of the state and institutional features of the interaction of the legislative and executive power in the field of social protection, developed an adaptive model of state regulation of the sphere of social protection in the context of decentralization, analyzed the dynamics of spending on social protection and social security.
