Abstract Aggregated data from mobile network operators (MNOs) can provide snapshots of population mobility patterns in real time, generating valuable insights when other more traditional data sources are unavailable or out-of-date. The COVID-19 pandemic has highlighted the value of remotely-collected, high-frequency, localized data in inferring the economic impact of shocks to inform decision-making. However, proper protocols must be put in place to ensure end-to-end user-confidentiality and compliance with international best practice. We demonstrate how to build such a data pipeline, channeling data from MNOs through the national regulator to the analytical users, who in turn produce policy-relevant insights. The aggregated indicators analyzed offer a detailed snapshot of the decrease in mobility and increased out-migration from urban to rural areas during the COVID-19 lockdown. Recommendations based on lessons learned from this process can inform engagements with other regulators in creating data pipelines to inform policy-making.

Mobile network operators' agendas for profitable growth include expansion into rural areas of developing countries, especially India. However, capitalizing on that opportunity will not be easy. Our research suggests that operators have yet to create and implement business models capable of driving profitable growth through rural expansion. We found that mobile network operators hold some mistaken assumptions about rural consumers’ needs and desires regarding mobile services. To achieve profitable growth and high performance through rural expansion, operators must develop a more accurate understanding of the mobile value proposition in rural communities, as well as potential barriers to adoption. . Mobile operators in rural markets must also build business models that work in the short term as well as the long term. Sacrificing short-term revenues to expand market footprint may not be the best strategy, because stiffening competition in urban markets will likely prevent operators from cross-subsidizing their rural expansion strategies. This report serves as a “midpoint review” of some key presumptions, strategies and models companies have used to drive their rural strategies over recent years.

Travel restrictions have proven to be an effective strategy to control the spread of the COVID-19 epidemics, in part because they help delay disease propagation across territories. The question, however, as to how different types of travel behaviour, from commuting to holiday-related travel, contribute to the spread of infectious diseases remains open. Here, we address this issue by using factorization techniques to decompose the temporal network describing mobility flows throughout 2020 into interpretable components. Our results are based on two mobility datasets: the first is gathered from Danish mobile network operators; the second originates from the Facebook Data-For-Good project. We find that mobility patterns can be described as the aggregation of three mobility network components roughly corresponding to travel during workdays, weekends and holidays, respectively. We show that, across datasets, in periods of strict travel restrictions the component corresponding to workday travel decreases dramatically. Instead, the weekend component, increases. Finally, we study how each type of mobility (workday, weekend and holiday) contributes to epidemics spreading, by measuring how the effective distance, which quantifies how quickly a disease can travel between any two municipalities, changes across network components. Abstract The rapid spread of COVID-19 infections on a global level has highlighted the need for accurate, transparent and timely information regarding collective mobility patterns to inform de-escalation strategies as well as to provide forecasting capacity for re-escalation policies aiming at addressing further waves of the virus. Such information can be extracted using aggregate anonymized data from innovative sources such as mobile positioning data. This paper presents lessons learnt and results of a unique Business-to-Government initiative between several mobile network operators in Europe and the European Commission. Mobile positioning data have supported policy-makers and practitioners with evidence and data-driven knowledge to understand and predict the spread of the disease, the effectiveness of the containment measures, their socio-economic impacts while feeding scenarios at European Union scale and in a comparable way across countries. The challenges of these data sharing initiative are not limited to data quality, harmonization, and comparability across countries, however important they are. Equally essential aspects that need to be addressed from the onset are related to data privacy, security, fundamental rights, and commercial sensitivity.

AbstractComputational models for large, resurgent epidemics are recognized as a crucial tool for predicting the spread of infectious diseases. It is widely agreed, that such models can be augmented with realistic multiscale population models and by incorporating human mobility patterns. Nevertheless, a large proportion of recent studies, aimed at better understanding global epidemics, like influenza, measles, H1N1, SARS, and COVID-19, underestimate the role of heterogeneous mixing in populations, characterized by strong social structures and geography. Motivated by the reduced tractability of studies employing homogeneous mixing, which make conclusions hard to deduce, we propose a new, very fine-grained model incorporating the spatial distribution of population into geographical settlements, with a hierarchical organization down to the level of households (inside which we assume homogeneous mixing). In addition, population is organized heterogeneously outside households, and we model the movement of individuals using travel distance and frequency parameters for inter- and intra-settlement movement. Discrete event simulation, employing an adapted SIR model with relapse, reproduces important qualitative characteristics of real epidemics, like high variation in size and temporal heterogeneity (e.g., waves), that are challenging to reproduce and to quantify with existing measures. Our results pinpoint an important aspect, that epidemic size is more sensitive to the increase in distance of travel, rather that the frequency of travel. Finally, we discuss implications for the control of epidemics by integrating human mobility restrictions, as well as progressive vaccination of individuals.

Abstract Nearly one-third of all Medicare participants were prescribed an opioid by their physician in 2015 (AARP, 2017) and in 2017, Arkansas had the 2nd highest opioid prescribing rate in the nation (CDC, 2019). Approaching older adults (OA) about opioids and pain management can be a sensitive topic. Educating and altering long-term treatment with opioids is especially challenging in rural areas where literacy, especially health literacy, is suboptimal. The Arkansas Geriatric Education Collaborative (AGEC) is a HRSA Geriatric Workforce Enhancement Program with an objective to improve health outcomes including an emphasis to decrease the misuse and abuse of opioids among older Arkansans. To address this crisis, the AGEC partnered with local leaders such as the AR Drug Director, academia, Department of Health and Human Services, and multiple community based organizations to create age-tailored educational programs. Unique aspects of approaching and educating rural OA about opioids and pain management will be reviewed. Outcomes will be discussed such as their lack of knowledge about: what is an opioid, why they were prescribed, and what are viable alternatives. Also discussed will be lessons learned that resulted in more effective methods of reaching and teaching rural OA. Partnering with the AR Farm Bureau helped the AGEC reach 100’s of farmers in the extremely rural and mostly agricultural areas. Learning to not use the word opioid resulted in more participants and in a more positive attitude and outlook on attempts to change the culture of opioid use, misuse and abuse among older Arkansans.

Abstract Trinidad and Tobago offshore platforms have been producing oil and natural gas for over a century. Current production of over 1500 Bcf of natural gas per year (Administration, 2013) is due to extensive reserves in oil and gas. More than eighteen of these wells are high-producing wells, producing in excess of 150 MMcf per day. Due to their large production rates, these wells utilize unconventionally large tubulars 5- and 7-in. Furthermore, as is inherent with producing gas, there are many challenges with the production. One major challenge occurs when wells become liquid loaded. As gas wells age, they produce more liquids, namely brine and condensate. Depending on flow conditions, the produced liquids can accumulate and induce a hydrostatic head pressure that is too high to be overcome by the flowing gas rates. Applying surfactants that generate foam can facilitate the unloading of these wells and restore gas production. Although the foaming process is very cost effective, its application to high-producing gas wells in Trinidad has always been problematic for the following reasons: Some of these producers are horizontal wells, or wells with large deviation angles.They were completed without pre-installed capillary strings.They are completed with large tubing diameters (5.75 in., 7 in.). Recognizing that the above three factors posed challenges to successful foam applications, major emphasis and research was directed toward this endeavor to realize the buried revenue, i.e., the recovery of the well's potential to produce natural gas. This research can also lead to the application of learnings from the first success to develop treatment for additional wells, which translates to a revenue boost to the client and the Trinidad economy. Successful treatments can also be used as correlations to establish an industry best practice for the treatment of similarly completed wells. This paper will highlight the successes realized from the treatment of three wells. It will also highlight the anomalies encountered during the treatment process, as well as the lessons learned from this treatment.

Terrorism and violent extremism have undoubtedly become among the top security concerns of the 21st century. Despite a robust agenda of counterterrorism since the September 11, 2001 attacks, the evolution of global terrorism has continued to outpace the policy responses that have tried to address it. Recent trends such as the foreign fighter phenomenon, the rampant spread of extremist ideologies online and within communities, and a dramatic increase in terrorist incidents worldwide, have led to a recognition that “traditional” counterterrorism efforts are insufficient and ineffective in combatting these phenomena. Consequently, the focus of policy and practice has shifted towards countering violent extremism by addressing the drivers of radicalization to curb recruitment to extremist groups. Within this context, the field of countering violent extremism (CVE) has garnered attention from both the academic and policy-making worlds. While the CVE field holds promise as a significant development in counterterrorism, its policy and practice are complicated by several challenges that undermine the success of its initiatives. Building resilience to violent extremism is continuously challenged by an overly securitized narrative and unintended consequences of previous policies and practices, including divisive social undercurrents like Islamophobia, xenophobia, and far-right sentiments. These by-products make it increasingly difficult to mobilize a whole of society response that is so critical to the success and sustainability of CVE initiatives. This research project addresses these policy challenges by drawing on the CVE strategies of Canada, the US, the UK, and Denmark to collect best practice and lessons learned in order to outline a way forward.
