This special issue of the Queensland Review is devoted to exploring the conceptual and practical implications of bold new Queensland research on youth development programs that has genuine global relevance. The articles in this issue, from leading and emerging Australian and international scholars and practitioners, explore and unfold the different dimensions of this Queensland research for an Australian and global audience of youth researchers, practitioners, policy-makers and general readers. By bringing scholars together with paid and volunteer practitioners to contribute to this special issue, Queensland Review takes a unique approach to exploring youth programs. The independent practitioner voice — especially the volunteer practitioner voice — is largely absent from the scholarly forum, and this issue brings aspects of practitioners’ anecdotal and evidential work to the fore. The articles enable practitioners to share with us how they experience and understand their work with young people, other practitioners and communities. Overall, the scholarly and practitioner contributors to this issue of Queensland Review explore key questions and challenges inherent in the work adults do with children and young adults in youth programs designed to foster their positive development.

Using the tripartite conception of positive youth development (PYD) suggested by Hamilton (1999) – as a developmental process, a philosophy or approach to youth programming, and as instances of youth programs and organizations focused on fostering the healthy or positive development of youth – we review different theoretical models of the developmental process involved in PYD. In addition, we review the ideas for and the features of youth development programs aimed at promoting PYD. We discuss the need for research interrelating different, theoretically-predicated measures of PYD and, as well, the importance of clear links between models of the PYD developmental process and of the youth development programs seeking to enhance PYD among diverse youth. We discuss several conceptual and practical problematics that must be addressed in order to integrate the three facets of PYD scholarship.

Volunteers are essential to the viability of a large segment of youth development programs. Yet, research on this topic has been relatively limited and it has not thus far congealed into a cohesive area of study. The contributions to this special issue advance our understanding of a number of important issues having to do with volunteerism in youth programs and provide a solid foundation for catalyzing both the further generation of knowledge in this area and its practical application. One priority should be to more rigorously establish and delineate suggested connections among program practices, volunteer skill development, behaviors, and experiences, and the outcomes of participating youth. There also is a need to substantially broaden the scope of programs studied in order to clarify both areas of generalizability and dynamics that may vary as a function of volunteer contexts and roles. Finally, as the knowledge base matures, translational research is needed to apply this knowledge to the design of supports for volunteerism in youth development programs and to rigorously evaluate the effectiveness of these strategies.

The positive development of immigrant, refugee, and border youth is a significant issue among youth development researchers, practitioners, and policy makers. As evidenced by the papers in this issue, the field has made great strides in research and programmatic approaches and has begun to identify specific developmental pathways. This special issue is intended to ignite a spark in future research and programming, encouraging the field of youth development to further develop interdisciplinary perspectives that include not only a focus on immigrant, refugee, and border youth, but also include their voices.

Civic engagement is important for the positive development of adolescents. As such, many youth development programs promote civic engagement, particularly community service and volunteerism. This report is a program evaluation of a youth leadership seminar that seeks to empower adolescents to engage in community service. Using a pre to post mixed-methods design, we evaluated 114 adolescent participants on several psychosocial outcomes. Findings indicated that participants experienced positive change that was consistent with program goals. Quantitative findings demonstrated self-reported increases in areas of cognitive autonomy, moral ideal and social responsibility. Qualitative findings included the important themes of an increased desire to volunteer, confidence, and positive feelings towards self. Implications of these findings and future directions are also discussed.

As we commemorate 100 years of youth development programs whose origins are traced to organizations founded in the United States, we consider key insights as well as strategies relevant for diversity and inclusion. Many of the large, mainstream youth development organizations and programs that were founded over a century ago now primarily serve youth in the “mainstream”: youth from the middle classes, traditional families, and dominant cultural groups. A growing body of scholarship considers the positive development of youth who are marginalized due to their social class, ability, sexuality, citizenship status, race, ethnicity, or culture. We draw insights from studies of youth and families who are immigrants, or who are lesbian, gay, bisexual, and transgender (LGBT). These findings provide a vantage point for considering ways that contemporary youth development organizations might stretch the margins, or adapt their practices, in order to reach and include all youth.

Youth development programs are varied and diverse. Some rely on paid staff to deliver programming, but many rely on volunteers. While there is quite a bit of research on volunteers and volunteerism in general, there is little that goes in depth covering the nuances of volunteers in youth development organizations. The editors of this special issue introduce the articles, which cover themes of understanding the impacts of volunteers, volunteer competencies and skill development, support and motivation of volunteers, and evaluation of programs. In addition, a book review and a closing reflection are included. Finally, the editors close with their thoughts about exciting directions for the future of volunteer development research and practice.

Colombia is amidst a sociocultural transition due to recent political movements towards ending the long-standing internal armed conflict. Development and implementation of youth programs that are responsive to the current societal context can contribute to this transition by investing in younger generations. This study features findings from the exploration phase of a community-based participatory research study to adapt a youth program from the United States for implementation in Colombia. Through focus group interviews, participants representing 4 different microsystems surrounding youth shared perceptions of youth who will be successful in this transitional context. Perceptions coalesced to reveal a process of positive development for use as a framework for responsive and culturally sensitive program adaptations. The emergent process mirrors positive youth development principles and shares similarities with other positive youth development models. The discussion explores considerations for the sociocultural context when designing youth programs for use in Colombia.

Character education programs are mission-aligned with the positive youth development (PYD) perspective, which, in research with American youth suggests that intentional self-regulation (ISR) develops through mutually beneficial interactions between youth and their environment. Cross-cultural studies of Western youth suggest an adolescence-specific ISR process may exist. We begin to extend this work to assess the relationship between ISR and positive development in young Scottish adolescents (approximately 7th grade, N = 82; 50% male), a previously unexamined group. ISR was correlated with the Five Cs of PYD and OLS regression analyses demonstrated that ISR predicted two of the Five Cs: Character and Connection. We discuss implications for youth development programs of the findings that ISR and some indices of PYD were linked in a sample of Scottish youth.

Contemporary developmental theories suggest that out-of-school-time (OST) youth development programs may be an important context for character development and education because of the positive, mutually influential relations between youth and adult leaders found in exemplary instantiations of such programs. Although still in its early stages, research about this role of OST programs, including evaluations of specific programs, is beginning to burgeon in relation to increased interest in person-context models of human development, the fact that each of tens of millions of American youth participate in several OST programs each year, and heightened emphasis among scientists, educators, and policy makers about the importance of promoting character among the diverse youth of the nation. Both to reflect the state-of-the art and in the hope of promoting further research progress, the articles in this special section describe how the attributes of young people and the features of the OST programs youth development in which they participate may link together in promotion of character development.

This article describes a two-part evaluation method that was designed to assess the nature of the learning experiences and the learning environments in urban youth programs by capturing the often absent voice of youth. It also presents evaluation results after delivering educational youth programs in an urban setting for one year. While youth across five program sites indicated their programs had strong program planning and delivery that provided intentional learning environments, the most common challenge across programs was a need for improved participation of both youth and adults. The evaluation findings convey the perspectives of young people on their experience as learners in youth programs. Practitioners may use such data in future planning as they employ strategies to improve the overall quality of their programs.
