With the death of Monsieur René Hentsch at Geneva the Institute has lost a great friend, whose understanding and generous assistance were of the greatest help in the days when the plans for our Institute were laid and the first steps were taken which led to its foundation as an international body in 1926.We are glad to announce two more additions to the membership of our Interim Committee: Dr. W. Huender of the Netherlands Ministry of Foreign Affairs; and Monsieur J. Soustelle, who is replacing General Sicé during his absence abroad.Members will be glad to hear that, following on recent events, we have again been able to get into touch with the Institut Français de l'Afrique Noire at Dakar and our member, Professor Monod, its Director.Since our last issue, another of the books embodying the results of studies in the field by our Fellows has been published. It is The Realm of a Rain Queen, A Study of the Pattern of Lovedu Society, by Dr. and Mrs. J. D. Krige. We hope to publish a review of this book in October.On going to press, 58 entries have been received for the Prize Essay Competition. The latest date for sending off manuscripts was 1 April 1943, but, in order to allow for delays in the post, manuscripts will be accepted up to the end of June.

The Government of the Kingdom of the Netherlands, in a note dated 5 February 1983, received by the Swiss Federal Department of Foreign Affairs on 7 February 1983, withdraws, by declaration dated 25 January 1983, for the Kingdom in Europe and for the Netherlands Antilles, its reservation concerning Article 68, paragraph 2, of the Geneva Convention of 12 August 1949 relative to the Protection of Civilian Persons in Time of War (Fourth Convention).

Prevalence figures on sexual violence among a representative sample of both men and women were not yet available for the Netherlands. The aim of this study, therefore, was to investigate the prevalence of sexual violence in the Netherlands and to add these figures to the international body of knowledge. Experiences of sexual violence during lifetime, before the age of 16 and in the year before the start of the study were measured. In addition, types of sexual violence were examined, as were the characteristics of the perpetrators. Lastly, revictimization and pregnancy as a result of rape experiences among the victims were investigated. Data were generated from a population survey on sexual health. The sample consisted of more than 6,000 men and women between the age of 15 and 70 years old. Prevalence rates as high as 21% for men and 56% for women were found. Fifty percent of the female victims and 30% of the male victims of child sexual abuse had experienced adult victimization. Of the female rape victims, 7% became pregnant as a consequence of rape. In the Netherlands, as elsewhere, the prevention of sexual violence should be prioritized.

In the second half of May 1992, ICRC President Cornelio Sommaruga went to The Hague to attend the IVth Regional Conference of European National Red Cross and Red Crescent Societies (18-22 May), which took as its theme “The New Europe needs The New Red Cross” (see pp. 391-393). While in The Hague, Mr. Sommaruga had talks with the Netherlands Minister for Foreign Affairs and the Minister for Cooperation Development on various current ICRC operations and on financial matters. The President thanked the government of the Kingdom of the Netherlands for its substantial support for the ICRC in the past and for its commitment to providing financial help in the future. During a working meeting at the Foreign Ministry with officials dealing with various geographical regions and with multilateral cooperation, the prospects for reconvening the 26th International Conference of the Red Cross and Red Crescent were reviewed. The President also had the opportunity, at a lunch given by the Swiss Ambassador to the Netherlands, to talk to the President of the Second Chamber of the Netherlands Parliament and to the Secretary-General of the Ministry of Foreign Affairs about humanitarian needs around the world and the degree of respect shown for international humanitarian law. Mr. Sommaruga was accompanied by Mr. Maurice Aubert, a member of the ICRC, Mr. Yves Sandoz, Director, and Mr. Michel Convers, Deputy Director.

On the basis of these understandings, the Managing Director has established the essential terms and conditions of the Subaccount, with which the Kingdom of the Netherlands—Netherlands concurs, with respect to the nature, design, and implementation of the activities to be financed and the method by which the costs of the activities will be financed from the Subaccount.

Summary To date, the role of cultural attachés in foreign policy has not been the subject of scholarly research, despite the sharp rise in interest in the field of cultural diplomacy. The present study is a comparative analysis seeking to map the ecosystem in which cultural attachés are embedded with the aim to develop a first-time narrative about their role. Interviews with practitioners from Italy, The Netherlands and Sweden indicate that the post of the cultural attaché is a field of responsibility primarily for two state actors. The Ministry of Foreign Affairs and the Ministry of Culture both have a vested interest in the work of these cultural operators. The findings suggest that there are two distinct organisational models in how Ministries of Foreign Affairs and Ministries of Culture co-exist and interact.

Het Nationaal Bureau voor Documentatie over Nederland, opgericht in 1918 door invloedrijke figuren uit het bedrijfsleven en het departement van Buitenlandse Zaken, verzamelde informatie in het buitenland over Nederland. De neutraliteit van Nederland tijdens de Eerste Wereldoorlog had met name bij de Entente mogendheden negatieve gevoelens opgewekt. Dit gold zeker voor België, waar zelfs aan annexatie van delen van Nederland gedacht werd. Het Bureau wenste door eigen informatie de positie van Nederland te verbeteren.Twee vertegenwoordigers berichtten regelmatig over de politieke verhoudingen in België. In die berichtgeving was er ook grote aandacht voor de positie van Vlaanderen en de plaats van de Nederlandse taal in België. Er leefden in radicale Vlaams- nationalistische kringen gedachten over een verandering van de unitaire staatsstructuur en zelfs aansluiting van Vlaanderen bij Nederland (Groot-Nederland). Pieter Geyl, formeel vertegenwoordiger van het Bureau in Londen, had contacten met de radicale groepen in Vlaanderen en wilde ook wel een politiek Groot-Nederland. Uit de berichtgeving van beide correspondenten blijkt de betrekkelijke zwakte van de radicale stromingen in Vlaanderen.________Two representatives (Pieter Geyl and Hendrik van der Wal) of the National Bureau for Documentatio about the Netherlands report in June 1922 about the Belgian-Flemish political relationsThe National Bureau for Documentation about the Netherlands founded in 1918 by influential individuals from the business community and the department of Foreign Affairs, collected information abroad about the Netherlands. The neutrality of the Netherlands during the First World War had provoked negative feedback particularly among the Entente Powers.  This was certainly true for Belgium, which even considered the annexation of parts of the Netherlands. The Bureau wished to improve the position of the Netherlands by means of its own information.  Two representatives provided regular reports about the political relations in Belgium. In their reports they paid a great deal of attention to the position of Flanders and the place of the Dutch language in Belgium. Radical Flemish-Nationalistic groups were thinking about a change in the unitary structure of the state and even about the unification of Flanders and the Netherlands (Greater Netherlands).  Pieter Geyl, formal representative of the Bureau in London had contacts with the radical groups in Flanders and was also in favour of a political Greater Netherlands. The reports of both these correspondents demonstrate the relative weakness of the radical movements in Flanders.

The President of the ICRC, accompanied by Mr. Michel Convers, Head of the Operational Support Department, and Mr. Jean-Luc Blondel, Acting Head of the Division for Principles and Relations with the Movement, visited members of the Netherlands government and the National Red Cross from 22 to 24 January 1990.Mr. Sommaruga was received by the Minister for Foreign Affairs, Mr. Hans van den Broek, and the Minister for Development Co-operation, Mr. J. P. Pronk, to whom he conveyed the ICRC's deep gratitude for the steady and substantial support it receives from the Netherlands.

On June 22 of this year important amendments to the Netherlands Constitution concerning the administration of foreign affairs came into force. As those amendments will not only be of interest to students of Netherlands constitutional law but also to those who are interested in the problem of the relationship between international and municipal law and modern tendencies in national constitutions in this respect, it might be useful to give a brief survey of these amendments and their background.
