My assignment today, as I understand it, is to say something about the Second International Congress of the History of Science, the only previous one held in the United Kingdom; to mention some of the great historians of science which these islands have produced; and to direct our thoughts for a few moments to the historiography of science, technology and medicine, namely the guiding ideas in the light of which one should attempt to write it. So much has already been said in thanks to the city and the university in which we are now assembled that I could hardly add to it, except to express my personal sense of elation at coming on this occasion to the ‘Athens of the North’ where so many distinguished men have lived in the past, from mediaeval times onwards.

II Kings (Volume 11 in the acclaimed Anchor Bible) is the chronicle of the raging conflicts that tore the United Kingdom of Israel apart, creating the rival nations of Israel to the north and Judah to the south. It tells of the time of the great prophecies of Elijah and Elisha, and of the legendary conquerors of not only the Jews, but the whole of the Middle East--Sennacherib, Hazael, Tiglath-pileser III, Nebuchadnezzar, and Shalmaneser. The book of II Kings was written with a dual purpose. It provided a chronological history of the divided kingdoms of Israel, from the time of division, through the destruction of the city of Jerusalem, and the final exile of the Jews into Babylonia. It also served as a reminder to all Israelite monarchs that their loyalty to the God of Israel, as worshipped in Jerusalem, determined the course of history. In his telling of the story, the book's author emphasized to his contemporaries and future generations that in order to avert the calamities that befell the Chosen People (their conquest by nonbelievers, the destruction of Jerusalem, and their ignominious exile), they would have to avoid a repetition of the misdeeds of the past. If they remained loyal to their God, their God would remain loyal to them. Complete with maps, charts, photographs, and extra-biblical documentation, II Kings presents an important and illuminating new translation which explores a tumultuous epoch of change that forever affected theological and world history.

William Bulloch, Emeritus Professor of Bacteriology in the University of London and Consulting Bacteriologist to the London Hospital since his retirement in 1934, died on n February 1941, in his old hospital, following a small operation for which he had been admitted three days before. By his death a quite unique personality is lost to medicine, and to bacteriology an exponent whose work throughout the past fifty years in many fields, but particularly in the history of his subject, has gained for him wide repute. Bulloch was born on 19 August 1868 in Aberdeen, being the younger son of John Bulloch (1837-1913) and his wife Mary Malcolm (1835-1899) in a family of two sons and two daughters. His brother, John Malcolm Bulloch, M.A., LL.D. (1867-1938), was a well-known journalist and literary critic in London, whose love for his adopted city and its hurry and scurry was equalled only by his passionate devotion to the city of his birth and its ancient university. On the family gravestone he is described as Critic, Poet, Historian, and indeed he was all three, for the main interest of his life outside his profession of literary critic was antiquarian, genealogical and historical research, while in his earlier days he was a facile and clever fashioner of verse and one of the founders of the ever popular Scottish Students’ Song Book .

Considering Edinburgh's prominence in the historical development of the sciences, it might be expected that the formal study of the history of science would appear as a significant feature in its university. Alas, this is not so, although there are signs that things are beginning to improve. If there is a deficit in historical studies of science, however, it is surely outweighed by Edinburgh's remarkable contribution to the sociological study of science and technology, which has even given rise to the designation ‘Edinburgh School’ to refer to a characteristic approach to the study of science that was developed in Edinburgh University. In this report I briefly consider the history of these and other aspects of the study of science, technology and medicine in Edinburgh as well as presenting an outline of the current picture.

During the past summer a number of parts of ancient English astronomical instruments were found in the University Observatory at Oxford, during the refitting of certain rooms for the new programme of work of Professor Plaskett, the Savilian Professor of Astronomy. Professor Plaskett was kind enough to draw my attention to the find, and, on my expressing the opinion that it was of historic value, was gracious enough to present the instruments to the Oxford Museum of the History of Science in the Old Ashmolean.

The group of medieval and seventeenth-century buildings which forms the subject of this paper lies in the centre of academic Oxford, between the site of the city wall on the north, Exeter College and its garden on the west and south, and the old Schools Quadrangle on the east. It constitutes indeed the heart of the medieval university. In writing to Humphrey, duke of Gloucester, on 14th July 1444 the authorities described the site as eminently suitable for a library because it was somewhat remote from secular noises. In spite of a marked increase in secular noises over the past 500 years in traffic-ridden Oxford, this description remains substantially true today. The buildings, erected then and later, remain in external appearance almost exactly as they are depicted in David Loggan's Oxonia Illustrate. of 1675 (pl. xxvii). They comprise the Divinity School, for which the university was already collecting money and laying the foundations in 1423 ; Duke Humphrey's Library, built over it in the forty-five years following the letter to Duke Humphrey of 1444; Arts End and the Proscholium added at right angles to the east by Sir Thomas Bodley in 1610–12; and Selden End with the Convocation House below, attached similarly to the west in 1637–40. The three upper rooms, Duke Humphrey, Selden End, Arts End, form the core of the ancient buildings of the Bodleian Library: they have been continuously in use for library purposes for between 320 and 360 years.

We live in an age of metrics. All around us, things are being standardized, quantified, measured. Scholars concerned with the work of science and technology must regard this as a fascinating and crucial practical, cultural and intellectual phenomenon. Analysis of the roots and meaning of metrics and metrology has been a preoccupation of much of the best work in our field for the past quarter century at least. As practitioners of the interconnected disciplines that make up the field of science studies we understand how significant, contingent and uncertain can be the process of rendering nature and society in grades, classes and numbers.


For frequenters of the library of the Royal Society it is still hard to get accustomed to the absence o f M r H. W . Robinson, who was for so long not only a familiar and friendly figure to all readers, but was a man to whom seekers turned instinctively for information about less familiar records bearing on the history of science, especially those in which the Royal Society was concerned. He was an unrivalled expert on matters contained in the Society’s extensive archives, which were within recent memory not so well catalogued and classified as they are today, thanks to the labours o f Mr Kaye and his collaborators. He had a rare knowledge, the fruit of years o f study, o f the whereabouts of scarce books, documents and manuscripts bearing on particular aspects o f the science of the past, o f delineations of scientific instruments and of portraits of men o f science, and this knowledge he was always delighted to place at the disposal of serious enquirers. Scholars in all parts of the world have in their publications acknowledged with gratitude their indebtedness to him for recondite information gladly furnished. Henry William Robinson was born on 23 March 1888, in W ood Green, a pleasant suburb in the north of London, and throughout his life he was closely associated with the social life of the neighbourhood.
