The Janus Face of the Liberal International Information Order: When Global Institutions Are Self-Undermining

Abstract Scholars and policymakers long believed that norms of global information openness and private-sector governance helped to sustain and promote liberalism. These norms are being increasingly contested within liberal democracies. In this article, we argue that a key source of debate over the Liberal International Information Order (LIIO), a sub-order of the Liberal International Order (LIO), is generated internally by “self-undermining feedback effects,” that is, mechanisms through which institutional arrangements undermine their own political conditions of survival over time. Empirically, we demonstrate how global governance of the Internet, transnational disinformation campaigns, and domestic information governance interact to sow the seeds of this contention. In particular, illiberal states converted norms of openness into a vector of attack, unsettling political bargains in liberal states concerning the LIIO. More generally, we set out a broader research agenda to show how the international relations discipline might better understand institutional change as well as the informational aspects of the current crisis in the LIO.

Abstract The idea of liberal international order as a world order is understood to be constituted as a result of disproportionate Anglo-American influences. This is in line with much of international relations (IR) theory, which typically characterizes the emergence of order as resulting from the diffusion or imposition of norms and institutions from the world's centers of power. This article argues otherwise, its premise being that the international order founded on sovereign equal nation-states was co-constituted as well by the influence of relatively weak actors through decentralized processes of contestation over core international norms. Drawing on international relations, history, and law, this article outlines a framework to interpret the actions and mechanisms by which supposedly weak actors shaped international order. It concisely traces the constitution of order as based on its fundamental norms and assesses the implications of the argument for the current crisis of liberal order, as well as IR theory more broadly, laying out a research agenda for the future.

The article considers the modern meaning of Kant’s doctrine of war. The author examines the context and content of the key provisions of Kant’s concept of perpetual peace. The author also reviews the ideological affinity between Kant and previous authors who proposed to build alliances of states as a means of preventing wars. It is noted that the French revolution and the wars caused by it, the peace treaty between France and Prussia served as the historical background for the conceptualization of Kant’s project. In the second half of the 20th century, there is a growing attention to Kant’s ethical and political philosophy. Theorists of a wide variety of political and ethical schools, (cosmopolitanism, internationalism, and liberalism) pay attention to Kant’s legacy and relate their own concepts to it. Kant’s idea of war is reconsidered by Michael Doyle, Jürgen Habermas, Ulrich Beck, Mary Kaldor, Brian Orend. Thus, Doyle tracks democratic peace theory back to Kant’s idea of the spread of republicanism. According to democratic peace theory, liberal democracies do not solve conflict among themselves by non-military methods. Habermas, Beck, Kaldor appreciate Kant as a key proponent of cosmopolitanism. For them, Kant’s project is important due to notion of supranational forms of cooperation. They share an understanding that peace will be promoted by an allied authority, which will be “governing without government” and will take responsibility for the functioning of the principles of pacification of international relations. Orend’s proves that Kant should be considered as a proponent of the just war theory. In addition, Orend develops a new area in just war theory – the concept of ius post bellum – and justifies regime change as the goal of just war.

International relations (IR) feminists have significantly impacted the way we analyze the world and power. However, as Cynthia Enloe points out, “there are now signs—worrisome signs—that feminist analysts of international politics might be forgetting what they have shared” and are “making bricks to construct new intellectual barriers. That is not progress” (2015, 436). I agree. The project/process that has led to the separation/specialization of feminist security studies (FSS) and feminist global political economy (FGPE) does not constitute progress but instead ends up embodying forms of violence that erase the materialist bases of our intellectual labor's divisions (Agathangelou 1997), the historical and social constitution of our formations as intellectuals and subjects. This amnesiac approach evades our personal lives and colludes with those forces that allow for the violence that comes with abstraction. These “worrisome signs” should be explained if we are to move FSS and FGPE beyond a “merger” (Allison 2015) that speaks only to some issues and some humans in the global theater.

This chapter traces the history and evolution of foreign policy analysis (FPA) as a subfield of international relations (IR) from its beginnings in the 1950s through its classical period until 1993. It begins with a discussion of three paradigmatic works that laid the foundation of FPA: Decision Making as an Approach to the Study of International Politics (1954), by Richard C. Snyder, H. W. Bruck, and Burton Sapin; ‘Pre-theories and Theories of Foreign Policy’ (1966), by James N. Rosenau; and Man–Milieu Relationship Hypotheses in the Context of International Politics (1956), by Harold and Margaret Sprout. These three works created three main threads of research in FPA: focusing on the decision making of small/large groups, comparative foreign policy, and psychological/sociological explanations of foreign policy. The chapter also reviews classic FPA scholarship during the period 1954–1993 and concludes with an assessment of contemporary FPA’s research agenda.

International relations has often been treated as a separate discipline distinct from the other major fields in political science, namely American and comparative politics. A main reason for this distinction has been the claim that politics in the international system is radically different from politics domestically. The degree of divergence between international relations (IR) and the rest of political science has waxed and waned over the years; however, in the past decade it seems to have lessened. This process has occurred mainly in the “rationalist research paradigm,” and there it has both substantive and methodological components. Scholars in this paradigm have increasingly appreciated that politics in the international realm is not so different from that internal to states, and vice versa. This rationalist institutionalist research agenda thus challenges two of the main assumptions in IR theory. Moreover, scholars across the three fields now tend to employ the same methods. The last decade has seen increasing cross-fertilization of the fields around the importance of institutional analysis. Such analysis implies a particular concern with the mechanisms of collective choice in situations of strategic interaction. Some of the new tools in American and comparative politics allow the complex, strategic interactions among domestic and international agents to be understood in a more systematic and cumulative way.

International relations today are widely considered to be experiencing deepening disorder and the topic of international disorder is gaining increased attention. Yet, despite this recent interest in international disorder, in and beyond the academy, and despite the decades-long interest in international order, there is still little agreement on the concept of international disorder, which is often used imprecisely and with an alarmist rather than analytical usage. This is a problem if international disorder is to be understood in theory, towards addressing its concomitant problems and effects in practice. As such, this article identifies and explores two ways international order studies can benefit from a clearer and more precise conception of international disorder. First, it enables a more complete picture of how orderly international orders have been. Second, a greater understanding of the problem of international order is illuminated by a clearer grasp of the relation between order and disorder in world politics. The article advances these arguments in three steps. First, an analytical concept of international disorder is developed and proposed. Second, applying it to the modern history of international order, the extent to which there is a generative relationship between order and disorder in international systems is explored. Third, it specifies the deepening international disorder in international affairs today. It concludes by indicating a research agenda for International Relations and international order studies that takes the role of international disorder more seriously.

How and why did comparative political economy (CPE) lose sight of the sources of growing macroeconomic and political instability, a problem that encompassed a growing financial bubble and then a crash in the housing market, a period of sluggish growth that plausibly constitutes secular stagnation, and a crisis of political legitimacy manifesting itself in the rise of antisystem “populist” parties? A gradual shift in CPE’s research agenda from macroeconomic to microeconomic concerns, and from demand-side to supply-side explanations, diminished its ability to analyze adequately the central economic and political problems of the past twenty years. This article traces CPE’s evolution through successive “supermodels” that constituted its core research foci. To understand the current crisis, CPE needs to revisit and update its original roots in Keynes, macroeconomics, and the demand side. This shift is already happening at the margins, as CPE scholars struggle to understand the current crisis.
