The Vice-President of the International Committee of the Red Cross, Mr. Samuel Gonard, returned on February 10 to Geneva, after a four week tour in the Middle East. He visited the ICRC delegations in Saudi Arabia and in the Yemen and in particular inspected the field hospital at Uqhd in the North of the Yemen, where wounded and sick victims of the war from both sides are cared for.

Reuniting of families.—In spite of increased tension in the Middle East, the International Committee of the Red Cross has managed, through its delegations in Cairo and Tel Aviv, to get 143 persons across the Suez canal. This “reuniting of families” operation took place on December 30 at el Qantara.

ICRC medical teams ready to go into action. — With a view to alleviating the suffering caused by the prolongation of the war to the Vietnamese population both in the North and in the South, the International Committee of the Red Cross on December 27, 1965 offered the Ministries of Foreign Affairs of Hanoi and Saigon and the National Liberation Front (NLF) to send medical teams to the spot, each consisting of two doctors and one male nurse, all of Swiss nationality. These could, in accordance with the principles of the Red Cross, care for all wounded, sick and disabled, victims of the events.

Assistance to Refugees in Borneo.—In compliance with the Indonesian Red Cross request to the International Committee of the Red Cross in February, Mr. André Durand, delegate general for Asia, was in Indonesia from March 7-25 to examine the critical situation of some 50,000 people of Chinese descent who fled from their villages last October after violent demonstrations against them.

At the time when the Centenary of the Red Cross is about to be celebrated, it would be fitting to remember the rôle so many members and officers of the International Committee of the Red Cross have played in the drafting and the proclamation of the Rights of the Child. This declaration called the Declaration of Geneva was proclaimed forty years ago by the Council of the “Save the Children International Union” (SCIU). It was on May 17, 1923, that the final draft in five brief clauses was adopted. It is to be recalled that at that time the ICRC and the SCIU worked in close co-operation. Indeed, it was Dr. Frédéric Ferrière's report (then Vice-President of the ICRC) on the disastrous situation in which children lived in Vienna which incited Eglantyne Jebb to come to Geneva for the first time.

In the early hours of 17 December 1996, six delegates of the International Committee of the Red Cross were assassinated in a brutal attack by gunmen at the ICRC hospital in Novye Atagi, near Grozny.In late summer 1996, the ICRC had decided to open a field hospital in Chechnya because the main hospitals in Grozny had been seriously damaged, thus leaving large numbers of war-wounded without proper care.

At its meeting on the 20th December 1978, the General Assembly of the Henry Dunant Institute appointed Mr. Jacques Meurant, Special Adviser to the Secretary-General of the League of Red Cross Societies, in charge of statutory matters, as Director of the Institute. He succeeds Mr. Jean Pictet, Vice-President of the International Committee of the Red Cross, who has reached retirement age.
