AbstractDuring the Open Port period and Japanese colonial period (1876–1945), Koreans generally had a positive image of the United States. This positive view of the United States held by Koreans persisted until after liberation from Japanese colonial rule in 1945. The United States was a ‘liberator’ that saved the Koreans, and was viewed as ‘a cooperator’ with whom Korea was to solve its national task of establishing a new country. However, the concept of ‘American imperialist warmonger’ had begun to be promoted in North Korea from 1948–49. It was a concept advanced by the Soviet Union and the North Korean leadership. The negative image of the United States, which spread throughout North Korea from the early years of the Cold War, was merely a perplexing stigma lacking substantiated grounds. However, the experiences of the Korean War actualized the image of the United States as a ‘warmonger’ in the hearts of the North Korean people. Alleged indiscriminate aerial bombings, mass slaughters, sexual assaults, and arson attacks against Korean civilians became the most important reason for the expansion of intense sentiment. Anti-Americanism began to be systemized and routinized in every aspect of North Korean life after the Korean War.

<div><p class="Els-history-head">The study seeks to explain North Korea's political behavior that tends to act defensively and offensively which has often been represented as a dangerous country. Moreover, historically, the events of the Korean War that led to the breakup of Korea into two parts, the northern part that is associated with the Soviet Union and the southern part that is joined by the United States, makes the relationship between the two countries increasingly conflictual. Coupled with the formation of two axes of power since the collapse of the Soviet Union, North Korea is allied with its ideological one brother China, and South Korea is allied with the United States. The political escalation between the two countries continues to rise, resulting in the relationship of two becoming very conflictual, and because of that, the rivalry that is formed between the two countries raises various potential conflicts that couldn't be avoided. This research used the congruent method by used the balance of threat theory from Stephen Walt who argued that the state reacts to the perceived threat rather than power, and aims to balance it. The results found that North Korea's defensive - offensive actions were motivated by distrust of America-allied South Korea through several joint exercise programs on the peninsula that is considered a form of threat. Overall, the main argument of this research is the North Korea’s defensive - offensive actions are determined by the attitudes of South Korea and its ally the United States.</p></div>

As the Second World War came to an end, most Koreans hoped that their nation would be an independent and prosperous state. ‘From colony to competing states’ shows that, instead, events took an unexpected turn. Korea became both free of Japanese colonial rule and simultaneously partitioned into two occupation zones by the United States and the Soviet Union. From these zones, two separate states were created: the Republic of Korea and the Democratic People’s Republic of Korea; two societies with different leaderships, political systems, and geopolitical orientations. When North Korea attempted to reunify the country in 1950, foreign powers again intervened resulting in the Korean War, a costly conflict that left the peninsula still divided.

The conflict between the United States and the Soviet Union has prevented the United Nations from becoming the international government of the great powers which the Charter intended it to be. That conflict has paralyzed the Security Council as an agency of international government. In the few instances when it has been able to act as an agency of international government, it has been able to do so either, as in the beginning of the Korean War, by the accidental and temporary absence of the Soviet Union or, as on the Indonesian issue, by a fortuitous and exceptional coincidence of interests.

Bargaining models of war suggest that war ends after two sides develop an overlapping bargaining space. Domestic mechanisms—domestic governing coalitions, a state's elite foreign policy decisionmaking group, and their role in ending interstate war—are critical in explaining how, when, and why that bargaining space develops. Through preference, information, and entrapment obstacles, wars can become “stuck” and require a change in expectations to produce a war-terminating bargaining space. A major source of such change is a shift in belligerents' governing coalitions. Events in the United States, China, and the Soviet Union during the Korean War illustrate the dynamics of these obstacles and the need for domestic coalition shifts in overcoming them before the conflict could be brought to an end.

Abstract Unrelenting animosity continues to define the relationship between the United States and North Korea, but in the mid-1980s, P’yŏngyang began to seek non-confrontational measures to fulfill one of its major diplomatic objectives—opening a channel of direct negotiation with Washington. The bodies of U.S. soldiers who had perished or gone missing in North Korea in 1950 during the Korean War became bargaining chips for the North Koreans. This article analyzes the political stakes of these remains for the two countries. It traces the meetings between Congressman Gillespie V. Montgomery and North Korean officials in 1989 and 1990, which led to the first return of U.S. soldiers’ remains since October 1954. North Korea’s insistence on delivering the remains to Montgomery, rather than the Korean War Military Armistice Commission, was an attempt to force the United States to acknowledge its legitimacy. Unable to abandon the bodies, U.S. officials offered limited concessions, while endeavoring to maintain the status quo in Korea. The 1990 remains repatriation revealed the possibility of cooperation between the two countries.

This chapter examines two intrawar deterrence failures in Korea in late summer and fall 1950, both of which were related to alliance politics. It shows that lack of coordination and mistrust in the communist camp rendered the alliance incapable of sending clear and timely signals of resolve to the United States that might have deterred the Americans from crossing the 38th parallel in the crucial three weeks following Douglas MacArthur's successful Inchon landing. This same lack of coordination undercut communist efforts at coercive diplomacy. U.S. policies in the early weeks of the Korean War had a powerful impact on strategic thinking in the Soviet Union and the People's Republic of China about the long-term implications of the military defeat of the North Korean communist regime and the unification of the Korean peninsula under a government friendly to the United States.

In the late 1960s and early 1970s, the Sino-Soviet conflict intensified and at the same time the Sino-American rapprochement was well under way. When the Americans began to search for an answer to the question of ‘Why Vietnam’, some US foreign relation documents in the later 1940s were released, which indicated that the Chinese Communist Party (CCP) had made certain friendly overtures toward the United States. Since then, it has become a widely-accepted interpretation among scholars that Washington ‘lost a chance’ to win over the CCP from Moscow in the late 1940s. The fundamental premise of this interpretation is that the CCP earnestly bid for American friendship and support as a counterweight to pressure from the Soviet Union. It is argued that the CCP sincerely sought the US recognition right up to the middle of and that it was only after their bids for American support were rejected by Washington that the Communists had to choose the ‘lean-to-one-side’ policy. In short, Washington's shortsighted policy in 1949 ‘forced Beijing into Moscow's embrace’, and therefore set in motion a train of disastrous events: the Korean War and the Vietnam War. A promising postwar Asian balance in favour of the US was ruined.

Since the 1990s, when previously classified and top secret Russian archival documents on the Korean War became open and accessible, it has become clear for post-communist countries that Kim Il Sung, Stalin and Mao Zedong were the primary organizers of the war. It is now equally certain that tensions arising from Soviet and American struggle generated the origins of the Korean War, namely the Soviet Union’s occupation of the northern half of the Korean peninsula and the United States’ occupation of the southern half to the 38th parallel after 1945 as well as the emerging bipolar world order of international relations and Cold War. Newly available Russian archival documents produced much in the way of new energies and opportunities for international study and research into the Korean War.2 However, within this research few documents connected to Mongolia have so far been found, and little specific research has yet been done regarding why and how Mongolia participated in the Korean War. At the same time, it is becoming today more evident that both Soviet guidance and U.S. information reports (evaluated and unevaluated) regarding Mongolia were far different from the situation and developments of that period. New examples of this tendency are documents declassified in the early 2000s and released publicly from the American Central Intelligence Agency (CIA) in December 2016 which contain inaccurate information. The original, uncorrupted sources about why, how and to what degree the Mongolian People’s Republic (MPR) became a participant in the Korean War are in fact in documents held within the Mongolian Central Archives of Foreign Affairs. These archives contain multiple documents in relation to North Korea. Prior to the 1990s Mongolian scholars Dr. B. Lkhamsuren,3 Dr. B. Ligden,4 Dr. Sh. Sandag,5 junior scholar J. Sukhee,6 and A. A. Osipov7 mention briefly in their writings the history of relations between the MPR and the DPRK during the Korean War. Since the 1990s the Korean War has also briefly been touched upon in the writings of B. Lkhamsuren,8 D. Ulambayar (the author of this paper),9 Ts. Batbayar,10 J. Battur,11 K. Demberel,12 Balảzs Szalontai,13 Sergey Radchenko14 and Li Narangoa.15 There have also been significant collections of documents about the two countries and a collection of memoirs published in 200716 and 2008.17 The author intends within this paper to discuss particularly about why, how and to what degree Mongolia participated in the Korean War, the rumors and realities of the war and its consequences for the MPR’s membership in the United Nations. The MPR was the second socialist country following the Soviet Union (the Union of the Soviet Socialist Republics) to recognize the DPRK (Democratic People’s Republic of Korea) and establish diplomatic ties. That was part of the initial stage of socialist system formation comprising the Soviet Union, nations in Eastern Europe, the MPR, the PRC (People’s Republic of China) and the DPRK. Accordingly between the MPR and the DPRK fraternal friendship and a framework of cooperation based on the principles of proletarian and socialist internationalism had been developed.18 In light of and as part of this framework, The Korean War has left its deep traces in the history of the MPR’s external diplomatic environment and state sovereignty
