‘CRAMPED AND RESTRICTED AT HOME’? SCOTTISH SEPARATISM AT EMPIRE’S END

ABSTRACTThe emergence of Scottish separatism as a viable political force in the 1960s is often seen as a reflection of Britain's wider political fortunes in a post-imperial world. It is indeed the case that the Scottish National Party emerged from electoral obscurity to become a credible political alternative in the 1960s, culminating in Winifred Ewing's by-election victory in Hamilton in November 1967. That this occurred in the wake of Britain's retreat from empire fuelled speculation that separatist momentum in Scotland represented an inward manifestation of the same pressures that had torn the empire asunder. This paper draws on sources from local politics to make two key arguments: first, that post-imperial influences were neither as pervasive nor even particularly prominent in the local politics of devolution as may be assumed. Equally, however, global processes of decolonisation contributed to the separatist agenda in ways more subtle than has hitherto been acknowledged. Indeed, there are several striking similarities between the gathering political momentum of the SNP and the sweep of ‘new nationalisms’ through the remnants of the British world in the 1960s, particularly in the former British Dominions of Australia, Canada and New Zealand. Thus, the relative absence of decolonising discourse in the local electoral source material does not necessarily rule out these global undercurrents, although the exact nature of their influence needs to be more carefully evaluated.

ABSTRACTThis paper presents an alternative interpretation of Scottish politics between 1945 and 1970, a period that witnessed the decline of a once-powerful Unionist tradition, the revival of Liberalism and the rise of the Scottish National party (SNP). While existing accounts have focused principally upon social and economic factors, this study foregrounds the role of ideology and rhetoric. During the 1940s and early 1950s, Scottish Unionists were, like their Conservative colleagues elsewhere in Britain, able to construct a popular, but essentially negative, anti-socialist coalition that prioritised the defence of individual liberty. This electoral alliance, defined by opposition to Labour's programme of nationalisation and expressed via an individualist idiom, was able to attract broad support; it was, however, always provisional, and proved increasingly difficult to sustain after the Conservative party returned to office in 1951. It was, this paper suggests, the fragmenting of this anti-socialist coalition in the late 1950s and early 1960s that created the opportunity for both the Liberals and the SNP to present alternative renderings of this individualist appeal, and to emerge as credible political alternatives. Crucially, by the 1960s, individual liberty was beginning to be understood in constitutional rather than economic terms.

The Samoan Mau nationalistic movement of the 1920s, which led eventually to Independence in 1962, was characterized by group songs many of which were fervent in their support for traditional leadership and scathing in their condemnation of the then New Zealand administration. In the year 2000 copies of Mau songs recorded some fifty years earlier were among musical items repatriated to Samoa to public acclaim and national radio playback, but within a few weeks they were banned from further broadcast. The ban acknowledged singing as a socially powerful tool for local politics, since the broadcasts transformed songs as cultural artifacts to singing as social assertion, returning into the public arena a range of political views that many Samoans had preferred to keep private.

Abstract This article explores the shifting politics of the Racine, Wisconsin, working-class community from World War II to the 1980s. It looks at the ways Black workers’ activism influenced local politics and how their efforts played out in the 1970s and 1980s. Case studies show how an expansive view of the boundaries of the Racine labor community led to cross-sector labor solidarity and labor-community coalitions that expanded economic citizenship rights for more working people in the city. The broad-based working-class vision pursued by the Racine labor community influenced local elections, housing and education, increased the number of workers with the power of unions behind them, and improved Racine's economic and social conditions. By the 1980s, Racine's labor community included not only industrial workers but also members of welfare and immigrants’ rights groups, parents of inner-city students, social workers and other white-collar public employees, and local and state politicians willing to support a class-based agenda in the political arena. Worker activists’ ability to maintain and adapt their notion of a broad-based labor community into the late twentieth century shows how this community and others like it responded to the upheaval of the 1960s social movements by creating a broad and relatively successful concept of worker solidarity that also incorporated racial justice.

Since the 1960s there has been a growing interest in evaluation shown by most Western countries. Alongside discussion of practical and theoretical issues of evaluation, such as methodological developments, best practice, and cross-cultural practice, there has also been increased interest in mapping the history of evaluation activity. Historical discussions are significant for three reasons; first, in providing a record for future generations of evaluators. Second, they provide a consideration of the domestic and international context that has shaped evaluation development, giving each country its distinct institutional make-up and brand of evaluation activity. Third, they assist a country's evaluation capacity development by building on its strengths and compensating for the weaknesses of its history. This article traces the emergence of evaluation within New Zealand using the metaphor of dramaturgy to introduce the settings and actors that we consider to have been constituent of what was played out in the New Zealand situation. Our remit is a broad one of attempting to describe and explain the range of evaluation activities, including program evaluation, organisational review, performance management, and process and policy evaluation. Within this article a broad overview only is possible. As an example of a more in-depth study, a comprehensive article could be prepared on the history of performance management in the public service. Our comments cover developments in the public sector, tertiary sector, and private and professional organisations. It is a companion paper to one on the history of evaluation in Australia, prepared by Colin A Sharp in a recent issue of this journal (Sharpe 2003).

ABSTRACTIn 2002 Christian Wolff was a guest composer at the Huddersfield Contemporary Music Festival and during the course of the festival he was interviewed by Christopher Fox and by James Gardner. Fox's interview took place before an audience in the Lawrence Batley Theatre on 25 November; Gardner's interview was recorded in private in the George Hotel, Huddersfield on 27 November, and edited excerpts from that recording were subsequently used in a programme produced by Radio New Zealand. The conversation presented here has been compiled by James Gardner from his transcriptions of the two interviews and presents a wide-ranging discussion of Wolff's musical preoccupations across every phase of his compositional career, from the early piano pieces of the 1950s, to his involvement with indeterminacy in the 1960s, to the political concerns evident in his music after 1970, to the works of the last three decades in which indeterminate and determinate methods of composition are combined.

Peter Middleton's 1964 description of Hoogerburg Scott's Futuna Chapel (1958-1960) as being "about as austere as a Dior gown and as comforting as a hair shirt ... [but] at least it's a meaningful statement" points to a sense of complexity and contradiction present in the architecture of the 1960s. The decade which began with Futuna's completion, ends shortly after its recognition with an NZIA Gold Medal Award in 1968. The significance of the building weaves through the full length of the decade.

Abstract Beginning in the mid-nineteenth century, many young people emigrated from Guangdong to the American West in search of a better living, mainly through building the Pacific Railroad and panning for gold in California. Some of these overseas Chinese who eventually accumulated wealth sent remittances back to their hometowns to provide their families with a better life, or they built mansions for their own retirement. They also used their wealth to renovate ancestral halls, establish schools, get involved in local politics and issues of local public security, public hygiene, etc. The overseas Chinese were one of the important new rising social strata in modern China before the 1960s. This paper will focus on translocal Chinese cultural heritage in Guangdong and try to discuss how people memorize, narrate, preserve, and represent their migration history in these hometowns. Meanwhile, the meaning of the tangible cultural heritage as a landscape of memories in local society in China will also be discussed. Firstly, I think that there are three types of overseas Chinese memories: the memory of suffering, the memory of making fortunes, and the memory of a philanthropic image; secondly, I will deal with the narrative and representation of the collective memories since the 1990s and check how the collective memory became the cultural heritage beneath the state’s discourse; and finally, I will analyze how the overseas Chinese cultural heritage became resources for cultural tourism and local economic development, and show a process of commercialization of those landscapes.
