AbstractAt the beginning of the 20th century, the development of radio time signals offered the possibility of unifying the measurements of Universal Time (UT). A new service, the Bureau International de l’Heure, hosted by the Paris Observatory, was entrusted with this task. The BIH began its operation in 1912, although its statutes were officially settled only in 1919. This paper recalls the activities of the BIH on time determination and various connected fields: Earth rotation, reference frames, atomic time. With the importance of atomic time and the emergence of new techniques for the measurement of Earth rotation, a new organization was required. It was prepared by the MERIT and COTES programs (1978) and by the bodies of the Metre Convention, with the active participation of the BIH. The BIH was dissolved at the end of 1987, its work being shared between the Bureau International des Poids et Mesures and the new International Earth Rotation Service.

Improved series of Universal Time and latitude measurements back to 1962 have been provided to the BIH by several observatories recently. New techniques are currently or will soon provide Earth rotation data that are independent from the classical astronomical observations. In the meantime, the BIH has acquired experience on possible methods for achieving better accuracy. These reasons make it worthwhile to apply our present practical knowledge to the past data. The method which will be used for computing Earth rotation data from the updated BIH files is presented.

AbstractThe MERIT programme of international collaboration to monitor earth-rotation and to intercompare the techniques of observation and analysis has fostered the development of the use of space techniques. Earth-rotation parameters are now determined regularly with a precision that is better than 1 milliarcsecond () and the relative positions of the observing stations are determined to better than 1 decimetre (0.1 m). It is therefore necessary that the terrestrial and celestial reference frames be defined more precisely. The MERIT and COTES Working Groups have proposed that new conventional terrestrial and celestial reference systems be established and that the maintenance of these systems be the responsibility of a new International Earth Rotation Service. The new reference frames are to be based on the adoption of positions and motions of designated stations and extragalactic radio sources. Appropriate models and parameters will be associated with these frames to form reference systems so that observations can be used to determine the rotation of the terrestrial frame with respect to the celestial frame.

After the closing of Bureau International de L'Heure (BIH) and the establishment of International Earth Rotation Service (IERS) at the end of 1987. Shanghai Observatory has been the institute where the astrometric latitude and time observational data are collected and treated. During the past four years, about 75,293 measurements in latitude or time determination have been obtained by the 64 optical astrometric instruments over the world from which the five-day Earth Rotation Parameters of the 1988–1990 period have still been reduced. Twelve Quarterly Report on the optical ERP have been distributed. Since the beginning of 1991 the regular reduction of the ERP has been stopped but the collecting of the observational data is still going on in Shanghai Observatory in order to meet the requirements of the scientists who are still interested on the studies concerned with these observations. There are still 42 optical astrometric instruments taking part into the regular observations at the moment.

Due to weather-related travel delays Dr. McCarthy was unable to present his scheduled paper. In his absence, however, Dr. K. Yokoyama, Chairman of the International Earth Rotation Service (IERS), reported on the status of the revision of the IERS Standards carried out by McCarthy who provided the following precis.These standards are meant to be used in the reduction of observations contributed to the IERS and by those who require IERS estimates of polar motion, Universal Time and nutation to establish the most precise celestial and terrestrial reference systems. The goal of the IERS is to publish the document, an update of the previous version (McCarthy, 1989), in the beginning of 1992.

It is perhaps one of the most important characteristics of the past decade in astronomy that the evolution of some major classes of astronomical objects has become accessible to detailed research. The theory of the evolution of individual stars has developed into a substantial body of quantitative investigations. The evolution of galaxies, particularly of our own, has clearly become a subject for serious research. Even the history of the solar system, this close-by intriguing puzzle, may soon make the transition from being a subject of speculation to being a subject of detailed study in view of the fast flow of new data obtained with new techniques, including space-craft.

New techniques of measurement make it possible in 1984 to determine positions on the surface of the Earth to a much higher precision than was possible in 1884. If we look beyond the requirements of navigation we can see useful applications of global geodetic positioning to centimetric accuracy for such purposes as the control of mapping and the study of crustal movements. These new techniques depend upon observations of external objects, such as satellites or quasars rather than stars, and they require that the positions of these objects and the orientation of the surface of the Earth are both known with respect to an appropriate external reference system that is ‘fixed’ in space. We need networks of observing stations and analysis centres that monitor the motions of the external objects and the rotation of the Earth. Observations of stars by a transit circle are no longer adequate for this purpose.

Background. The matters of performing and composing art of the XIXth century are considered in this article. The way of formation and changes that have been brought into the violin literature for 100 years ‒ extension of performing techniques, breaking stereotypes that had been built for centuries ‒ were taken as a standard in the repertoire of the violinists of that time. The development of the concert genre by famous performers – composers and division of these two functions by the end of the century encouraged musicians to talk about «violin» and «non violin», limiting performer’s opportunities, by giving them anti violin tasks. It was encouraged by the presence of certain templates that were formed in the period of Italian violinists-composers, who defined a specific format of sound performances, formed definite formulas of technical phrases, and developed a full range of performing tools that built the violin-performing machine. In their turn, composers of the late XIX century had an opportunity to look at the performing structure from another perspective, bringing new acoustic author’s expressions into the violin literature. E. Lalo, A. Dvořák, К. Saint-Saens, J. Brahms, P. Tchaikovsky laid the foundation for new trends and performances that created a discussion about violin and non-violin. During 5 years (from 1874 until 1879), the mentioned authors were divided into two camps – followers of traditions E. Lalo, A. Dvořák, К. Saint-Saens and innovators in the concert genre J. Brahms and P. Tchaikovsky. The latter ones managed to avoid violin clichés and despite much resentment in the musical world showed those sides of performer’s characteristics that could not be positioned with related to violin performance. Objectives. This article is aimed at defining the range of techniques that allow to talk about «violin» and «non-violin» following the analysis of musical edition of the Concert for violin with orchestra by P. Thaikovsky. Results. Every era of violin art has brought its elements of expressive means that extended the violinists’ capabilities, thereby enriching the performing palette with new techniques and at the same time a range of complicated figurativesemantic objectives are given to performers. During a long period (from the seventeenth until the mid-nineteenth centuries), performers-composers, creating compositions for violin, did some methodical work as well, using specific technical tools for specific artistic objectives. In other words, musical value was intrinsically connected with the comfort while performing. Types of fingerings, dashes, chord techniques, timbres – what makes a performer’s toolbox ‒ was determined in the study and performance practice as a certain template. Over time teaching materials in form of «schools of violin performance», used for mastering performer’s technique, focused the composers on certain sound technical models, that particular «violin» structure that could be easily «read» not only the time of the composition creation but its style belonging and even its authorship. However, in the history of musical art the cases when the author’s imagination goes beyond templates, setting difficult objectives, including technical ones, for the performer are not so rare. Premier failures, musicians’ refusal to participate in the performance of a new composition ‒ all of it was the consequence of inertial processes of concert practice, its «delay» towards the composer’s practice. A clear example of such a situation is the Concert for violin with orchestra by P. Tchaikovsky, the composition that generated a discussion about «violin» and «non-violin» in musical art. It is evident that the modern performing toolbox allows mastering and overcoming those difficulties, which created an opinion about the composition as inconvenient and «non-violin» in days of the composer. So, what is the meaning of «violin» and «non violin»? Can «non violin» be outdated or is it a phenomenon at different stages of the evolution of musical stylistics? Conclusions. The end of the XIXth century was marked not only by the renewal of violin material, but also by extension of performer’s techniques, withdrawal of stereotypes that had been built for centuries and were taken as a standard in the repertoire of the performers of that time. The richness of the Concert for violin by P. Tchikovsky with technical discoveries, going ahead of the time, caused L. Auer’s refusal to take part in the premiere. A young soloist A. Brodsky needed more than a year to learn the musical language, dramaturgy and all those difficulties that were mentioned above. Nowadays the Concert for violin by P. Tchaikovsky is a mandatory composition in all prestigious violin contests. It is evident that modern violinist’s toolbox allows them to master and overcome all those difficulties that earlier were told to be «inconvenient» and «non-violin» in the composition. These days «non violin» can be considered a thing of the past. A range of authors of remarquable methodical works of the XX‒XXI centuries (К. Flesch, K. Mostras, I. Yampolsky, Yu. Yankelevich, L. Gurevich, M. Berlianchik) relied on their own experience while answering the questions that worried all the performers without any exception during the development of the whole complex of techniques. However, none of them studies the notion «non violin» as a methodological problem because the practice proves: the technical inconveniences are overcomed in case the performer can hear and understand the innovations, offered by a composer, that raise the performer above any stereotypes.

The history of ancient Chinese mathematics and its applications has been greatly stimulated in the past few decades by remarkable archaeological discoveries of texts from the pre-Qin and later periods that make it possible to study in detail mathematical material from the time at which it was written. By examining the recent Warring States, Qin and Han bamboo mathematical texts currently being conserved and studied at Tsinghua University and Peking University in Beijing, the Yuelu Academy in Changsha, and the Hubei Museum in Wuhan, it is possible to shed new light on the history of early mathematical thought and its applications in ancient China. Also discussed here are developments of new techniques and justifications given for the problems that were a significant part of the growing mathematical corpus, and which eventually culminated in the comprehensive Nine Chapters on the Art of Mathematics. What follows is a revised text of an invited plenary lecture given during the 10th National Seminar on the History of Mathematics at UNICAMP in Campinas, SP, Brazil, on March 27, 2013.
