Trong khoảng 10 - 15 năm gần đây, ở Việt Nam đã nổi lên luận điểm rằng: cải cách thể chế kinh tế ngày càng đóng vai trò quan trọng hơn trong tiến trình đổi mới. Khi các nguồn lực như tài nguyên thiên nhiên, lao động giá rẻ và vốn...đã đến giới hạn thì cải cách thể chế trở thành đòi hỏi tất yếu đối với nền kinh tế. Tuy nhiên, đây cũng là thử thách khó khăn của quá trình phát triển. Trên thế giới, nhiều quốc gia chỉ đạt được một phần mục tiêu của cải cách, thậm chí ở một số quốc gia nỗ lực cải cách thể chế lại đẩy nền kinh tế vào những bất ổn không ngừng.  Tiến trình cải cách thể chế kinh tế sẽ khó thể thành công nếu không đi kèm với nỗ lực thiết lập một nền tảng quản trị quốc gia vững mạnh. In this, the third paper originally presented at the ATHE conference in Atlanta in 1992, Caleen Sinnette Jennings, Assistant Professor of Theatre in the American University, Washington, DC, discusses the problems and rewards of introducing American theatre, film, and television studies to a class of sixty students from a wide variety of nations and social backgrounds. Outlining the ideas and intentions behind a wide-ranging syllabus, she quotes from group presentations and individual responses to illustrate how works deeply rooted in American culture and assumptions can stimulate the recognition and discussion of social and cultural similarities and differences among responsive students.

The article presents the experience of developing an elective course program for future foreign language teachers studying at Tyumen State University. The content of the course is based on the principles of communication and variability and is focused on the development of the communicative, psychological, pedagogical and technological competencies of the future teacher. The creation by the teacher of favorable pedagogical conditions for a positive cultural identification of the student’s personality allows the child to become aware of the multicultural space of the world. The professional portfolio of a novice teacher includes techniques, methods and technologies that can be used for further pedagogical modeling.

André Martinet holds an important position in the history of linguistics in the twentieth century. For more than six decades he decisively influenced the development of linguistics in France and in the world. He is one of the spokespersons for French linguistic structuralism, the structuralisme fonctionnel. The article focuses on a description and critical appreciation of the interlinguistic part of Martinet’s work. The issue of auxiliary languages and hence interlinguistics had interested Martinet greatly from his youth and provoked him to examine the matter actively. From 1946 onwards he worked in New York as a professor at Columbia University and a research director of the International Auxiliary Language Association (IALA). From 1934 he was in contact with the Danish linguist and interlinguist Otto Jespersen (1860–1943). Martinet, who went back to Paris in 1955 to work as a professor at the École Pratique des Hautes Études (Sorbonne), increasingly developed into an expert in planned languages; for his whole life, he was committed to the world-wide use of a foreign language that can be learned equally easily by members of all ethnic groups; Esperanto, functioning since 1887, seemed a good option to him.
