ABSTRACTThe book is a vigorous analysis for the defense of the several programs constiting the American Welfare State. It certainly represents one of the strongest and most meaningful counter critic of the conservative critics of social programs during the last 15 years. The book belongs to an ongoing political analysis current which stresses that, for a nation, in order to compete within the new world economic order, public policies have to be extensively developed and supported, especially in the field of manpower training, universal health services and fair pension levels for retired persons. Consequently, the politics of less and less State intervention clearly runs counter to the ability of a nation to address the challenges posed by a worldwide economy.

As a special geopolitical and economic space, the Caspian Sea is also united by a long shared history, culture and identity of the peoples who lived within the territory. (Romanova, 2012). This paper studies a set of basic aspects of a new approach to assessing the Caspian region, establishing its current geopolitical and geo-economic positions, as well as promising areas for strategic research and development. The object of this study is the geopolitical concept of the " Greater Caspian Region", the subject is the problems of: The Greater Caspian Sea; Eurasia; space; security; development strategy; geopolitics; the new world economic order. Our intention is …to put Afro–Arab cooperation on the map as a dimension of international economic cooperation which all countries, especially the rich industrial nations, must reckon with. Arab aid and cooperation efforts should be in a context of a new world economic order, based on equality and justice.
