The New York City–New Orleans connection: Evidence from constraint ranking comparison

AbstractNew York City English (NYCE) and New Orleans English (NOE) demonstrate remarkable similarity for cities located 1300 miles apart. Though the question of whether these dialects feature a shared history has fueled papers on the subject (Berger, 1980; Labov, 2007), there remain a number of issues with the historical record that prevent researchers from arriving at a consensus (Eble, 2016). This article presents linguistic evidence from constraint ranking comparisons of variable nonrhoticity andbought-raising in comparable contemporary samples of NYCE and NOE speakers. Findings demonstrate strikingly similar systems for (r), but dissimilar systems forbought-raising. We examine the results of our analyses in the context of evidence from previous comparisons of NYCE and NOE, concluding that the resemblance between the two dialects is likely due to diffusion from New York City to New Orleans, occurring in the 19th century beforebought-raising emerged in either variety.

Recent research suggests that foreclosures have negative effects on homeowners and neighborhoods. We examine the association between concentrated foreclosure activity and the risk of a property with a foreclosure filing being scheduled for foreclosure auction in New York City. Controlling for individual property and sociodemographic characteristics of the neighborhood, being located in a tract with a high number of auctions following the subject property’s own foreclosure filing is associated with a significantly higher probability of scheduled foreclosure auction for the subject property. Concentration of foreclosure filings prior to the subject property’s own foreclosure filing is associated with a lower probability of scheduled foreclosure auction. Concentrated foreclosure auctions in the tract prior to a subject property’s own filing is not significantly associated with the probability of scheduled foreclosure auction. The implications for geographic targeting of foreclosure policy interventions are discussed.

The problem of census undercounts, a familiar political issue for modern groups or instrumentalities that consider themselves underrepresented in the Census Bureau statistics, has only recently attracted attention from historians. While the modern “miss rate” is potentially high among some groups (the reason for the emphasis on the homeless in the 1990 census), the general rate of underenumeration appears to have diminished in recent censuses. The bureau acknowledges a net undercount of 5.6% of the population in 1940; the error declined gradually to an estimated 1.4% in 1980 (Burnham 1986; Anderson 1988; Edmondson 1988).Nineteenth-century censuses no doubt contained more serious errors. Although he did not have underenumeration specifically in mind, the administrator for the 1870 census said that “the censuses of 1850, 1860, and of 1870 are loaded with bad statistics. There are statistics in the census of 1870,I am sorry to say, where some of the results are false to the extent of one-half. They had to be published then, because the law called for it; but I took the liberty of branding them as untrustworthy and in some cases giving the reasons therefore at some length” (quoted in Sharpless and Shortridge 1975: 411). Strikingly modern quarrels surrounded the accuracy of the 1840 Boston and New Orleans censuses, while the errors in the 1870 enumeration of New York City and Philadelphia were sufficient to cause recounts of both cities (ibid. ; Knights 1971: 145).

The New Orleans Katrina Memorial is located at the upper end of Canal Street, an inexpensive and relatively short trolley car ride from the city's tourist hub in the French Quarter. Despite its ease of access, and close proximity to the more famous cemeteries to which tourists regularly make pilgrimage, the memorial is little visited and largely unknown, even to many of the city's own residents. In this it stands in stark contrast to the National September 11 Memorial in Lower Manhattan, which drew its millionth visitor less than four months after its opening on September 12, 2011. Recent work in political theory on memory, mourning, and memorialization—as well as Ancient Greek concerns about the same—point to the ways in which the manner of remembrance, grieving, and commemoration employed by a democratic polity help to shape political outcomes. In what follows, I trace the history and design of the New York City and New Orleans memorials to suggest the ways in which they embody and perpetuate national strategies of remembrance and forgetting, in which injustices perpetratedagainstthe polity are prioritized over injustices perpetratedwithinit. Drawing on John Bodnar's distinction between national and vernacular commemoration, I nevertheless conclude with a counter-intuitive suggestion: that while on anationallevel the public's relative ignorance of the Katrina Memorial is indeed indicative of a polity more concerned with injustices perpetrated against it than within it; on alocallevel the erection and subsequent forgetting of the Katrina Memorial is a manifestation of a mode ofvernacularmemory, mourning and commemoration with far more democratically-productive potential than its counterpart in New York City. In particular, I argue that it cultivates, and historicallyhascultivated, a more forward-looking, progressive, and polyphonic response to loss than the type of dominant national narratives embodied by the 9/11 Memorial. Whereas the latter continually replays the loss in ways that rob the polity of its capacity to move beyond its initial response, the former acknowledges and incorporates the loss while steeling the community for the challenges ahead.

This article examines one reason for the failure of full-scale authoritarianism in Ukraine, 1992e2004. The monopolization of political control in Ukraine was partially thwarted by the disorganization of Ukraine’s ex-nomenklatura elite that dominated the country after the Cold War. Elite Ukrainian politics in the 1990s can best be understood as an example of ‘‘rapacious individualism.’’ This term was used by Martin Shefter to describe pre-machine New York city politics in the 19th century, dominated by a non-ideological and unstructured competition for power and rents. Rapacious individualism in Ukraine had a contradictory impact. It hindered full-scale democratization but also undermined efforts to consolidate authoritarianism. At one level, widespread corruption allowed the executive to concentrate political power because he controlled key patronage resources. At the same time, weak organization reduced the costs of open confrontation with the executive while corruption distributed resources to a broad range of future opposition leaders. The result was competitive authoritarian rule.

New Orleans in 2011 finds itself facing many of the same problems New York City faced in 1961 when the founders of the Vera Institute of Justice launched the Manhattan Bail Project: Too many people are held in pretrial detention who could be released without risk to public safety; the reliance on bail results in disparate outcomes based on financial ability; and the unnecessary detention of thousands of defendants each year imposes excessive costs on the city government and taxpayers, as well as on those needlessly detained. Vera is now working with New Orleans stakeholders to develop a comprehensive pretrial services system. Following in the footsteps of the Manhattan Bail Project, the work will create a carefully conceived and locally sensitive pretrial services system, one that will result in a fairer and more efficient criminal justice system and a safer community.

AbstractThe #MeToo hashtag and campaign raises important questions for Christian public theology. In 2017, a church sign at Gustavus Adolphus church in New York City connected Jesus with #MeToo through Jesus’ words ‘You did this to me too’ (Matthew 25:40). This church sign offers appropriate recognition of the theological solidarity of Jesus with #MeToo at a metaphorical level, but this article argues a more direct historical connection should also be made. It examines work by Tombs (1999), Heath (2011), Gafney (2013), and Trainor (2014) that go beyond theological solidarity to identify Jesus as a victim of sexual abuse in a more historical and literal sense. It concludes that naming Jesus as victim of sexual abuse is not just a matter of correcting the historical record but can also help churches to address the damage caused by victim blaming or shaming.

While it has broad popular appeal, an instantly recognizable sound, world-famous performers, and is the subject of sundry books, articles, and movies, the music called “salsa” is, nonetheless, remarkably difficult to define or even to describe. Much that makes salsa meaningful as a musical category—including the origins and meaning of its name, the significance of its Afro-Cuban roots, the importance of Latin and especially Puerto Rican New York to its emergence, and its role as a symbol of ethnic or national identity—turns out to be hotly debated and often contested by its fans and musicians, not to mention the various scholars and journalists whose written work is cited and summarized here. We know that the use of the term “salsa” (literally “sauce”) as a marketing label first became widespread in 1970s when it was applied to a new brand of Cuban son-inspired dance music taken up predominantly by Puerto Ricans living in New York’s hardscrabble East Harlem, also known as Spanish Harlem or “El Barrio.” That the term gained popularity only after fulfilling its function as a marketing tool for music that had clear Cuban roots is a key question that few authors fail to address—namely, whether salsa is merely a rebranded version of Cuban music or is, in reality, a new musical form that owes its provenance to the efforts of Nuyoricans, Puerto Rican New Yorkers. That many salsa performers of note including Tito Puente, Celia Cruz, and Rubén Blades have credited Cuba as the source of the music they played has unquestionably solidified the position of the Cuba camp. At the same time, many scholars have argued that salsa is different from Cuban son. This is particularly true with regard to the subject and message of salsa’s lyrics, the breadth of the musical genres on which it draws, and the social context of Latin Americans in New York City, all factors that, scholars sustain, underpin the features of salsa that are fresh, innovative, and so passionately loved by its creators and fans. The intense Cuban-or-Puerto Rican origins debate notwithstanding, some contemporary salsa scholarship has focused on the ways in which the genre has become a representative music of Latin Americans of diverse national, ethnic, and social backgrounds. These studies have examined salsa practices and performance scenes in places far removed from New York City such as Colombia, Mexico, Spain, and even as far afield as Japan, all of which has expanded our understanding of the various meanings attributed to salsa as it has spread internationally and into increasingly diverse social and cultural settings. This list of resources presents a full picture of the various positions articulated in the debate described here as well as the different theoretical foci taken up by salsa scholars, historians, and writers.

This thesis focuses on the 19th century albums Photographic Views Taken in Egypt, which hold photographs and text by James Douglas, M.D. (1800-1886) and his son James Douglas Jr. (1837-1918). The albums are held in the collections of the Archive of Modern Conflict (AMC), Toronto, Canada, the British Library, London, England, The Brooklyn Museum’s Wilbour Library of Egyptology Special Collections in Brooklyn, New York City, and Université Laval in Quebec City, Quebec, Canada. The albums are also identified as Photographic Views Taken in Nubia and Photographic Views of Egypt & Nubia and include views of both Egypt and Nubia. Since the albums were privately printed for friends and family, little research and academic discussion has taken place on them. This thesis strives to resolve this gap in academic discussion and has begun a discourse on Photographic Views Taken in Egypt.
