This article draws on findings from a study of a specialised tenancy support service for homeless substance users in a Midlands city, and contributes to debates about what makes solutions to homelessness sustainable. Two approaches to tenancy support are examined: first, a resettlement model based on risk management; and, second, a restorative model which prioritises support that enables people to rebuild their lives in a more holistic sense. Conclusions point to a need for a broader training for tenancy support workers and a funding level that enables them to stay with their clients long enough to facilitate this fuller restoration.

AbstractAdvanced grid technology represented by smart grid and energy internet is the core feature of the next-generation power grid. The next-generation power grid will be a large-scale cyber-physical system (CPS), which will have a higher level of risk management due to its flexibility in sensing and control. This paper explains the methods and results of a study on grid CPS’s behavior after risk. Firstly, a behavior model based on hybrid automata is built to simulate grid CPS’s risk decisions. Then, a GCPS risk transfer model based on cooperative game theory is built. The model allows decisions to ignore complex network structures. On this basis, a modified applicant-proposing algorithm to achieve risk optimum is proposed. The risk management model proposed in this paper can provide references for power generation and transmission decision after risk as well as risk aversion, an empirical study in north China verifies its validity.

<p>Urban flash floods caused by heavy convective precipitation pose an increasing threat to communes world-wide due to the increasing intensity and frequency of convective precipitation caused by a warming atmosphere. Thus, flood risk management plans adapted to the current flood risk but also capable of managing future risks are of high importance. These plans necessarily need model based pluvial flood risk simulations. In an urban environment these simulations have to have a high spatial and temporal resolution in order to site-specific management solutions. Moreover, the effect of the sewer systems needs to be included to achieve realistic inundation simulations, but also to assess the effectiveness of the sewer system and its fitness to future changes in the pluvial hazard. The setup of these models, however, typically requires a large amount of input data, a high degree of modelling expertise, a long time for setting up the model setup and to finally run the simulations. Therefor most communes cannot perform this task.</p><p> In order to provide model-based pluvial urban flood hazard and finally risk assessments for a large number of communes, the model system RIM<em>urban</em> was developed. The core of the system consists of a simplified raster-based 2D hydraulic model simulating the urban surface inundation in high spatial resolution. The model is implemented on GPUs for massive parallelization. The specific urban hydrology is considered by a capacity-based simulation of the sewer system and infiltration on non-sealed surfaces, and flow routing around buildings. The model thus considers the specific urban hydrological features, but with simplified approaches. Due to these simplifications the model setup can be performed with comparatively low data requirements, which can be covered with open data in most cases. The core data required are a high-resolution DEM, a layer of showing the buildings, and a land use map.</p><p>The spatially distributed rainfall input can be derived local precipitation records, or from an analysis of weather radar records of heavy precipitation events. A catalogue of heavy rain storms all over Germany is derived based on radar observations of the past 19 years. This catalogue serves as input for pluvial risk simulations for individual communes in Germany, as well as a catalogue of possible extreme events for the current climate. Future changes in these extreme events will be estimated based on regional climate simulations of a ΔT (1.5°C, 2°C) warmer world.</p><p>RIM<em>urban</em> simulates the urban inundation caused by these events, as well as the stress on the sewer system. Based on the inundation maps the damage to residential buildings will be estimated and further developed to a pluvial urban flood risk assessment. Because of the comparatively simple model structure and low data demand, the model setup can be easily automatized and transferred to most small to medium sized communes in Europe and even beyond, if the damage estimation is modified. RIM<em>urban</em> is thus seen as a generally appölicable screening tool for urban pluvial flood risk and a starting point for adapted risk management plans.</p>

Purpose The purpose of this paper is to assess the programmatic effectiveness of a post-incarceration support service, Jail In-Reach, to rapidly and permanently re-house newly released offenders with a documented history of homelessness, substance abuse and mental health disorders. Design/methodology/approach Data were obtained from SEARCH Homeless Services using the Adult Texas Recommended Assessment Guidelines survey instrument by the Texas Department of State Health Services. Repeated measures analysis of variance were performed to determine the effects of select predictors on the likelihood of permanent housing, which, for this research, is considered programmatic success. Findings Results indicate clients exhibited decreased risks of self-harm, employment problems, housing instability, co-occurring substance use, and criminal justice involvement as well as increased social support. Over half of the program participants either disappeared from the program or only secured temporary housing. Research limitations/implications This was a small pilot project with limited generalizability. There have been no follow-up studies to examine long term permanent housing success. No data were available as to why participants dropped out of the program. Practical implications Intensive advocacy and support services provided pre- and post-institutional release could provide formerly homeless inmates with co-occurring substance abuse and mental health issues with positive outcomes. Social implications Housing stability and connections to social service agencies are key factors for ensuring ex-offenders do not become re-incarcerated. Originality/value This paper contributes to the literature related to reducing homelessness among ex-offenders, to the effectiveness of critical time intervention-based programming, and the need for building social capital amongst this unique and underserved population.

Background Although the risk factors associated with young people entering and becoming entrenched in street life have been thoroughly investigated, peer-reviewed evidence is scarce to nonexistent for rigorous interventions targeting social integration outcomes for young people who have experienced homelessness. From the limited research that has been done, emerging evidence signals that, although structural supports such as subsidized housing and social service providers are important, these resources alone are insufficient to help young people integrate into the mainstream society. Objective The overarching aim of this study is to assess whether and how rent subsidies and mentorship influence social integration outcomes for formerly homeless young people living in market rent housing in 3 Canadian cities. The primary outcome measures for this study are community integration (psychological and physical) and self-esteem at 18 months. Secondary outcomes include social connectedness, hope, and academic and vocational participation at 18 months. Exploratory outcomes include income, perceived housing quality, engulfment, psychiatric symptoms, and participant perspectives of intervention barriers and facilitators. Methods This is a convergent mixed methods, open-label, 2-arm parallel randomized controlled trial (RCT) with 1:1 allocation embedded within a community-based participatory action research (CBPAR) framework. The intervention will provide 24 young people (aged 16-26 years), who have transitioned out of homelessness and into market rent housing within the past year, with rent subsidies for 24 months. Half of the young people will also be randomly assigned an adult mentor who has been recruited and screened by 1 of our 3 community partners. Data collection will occur every 6 months, and participants will be followed for 30 months. Results Ethical approval for this study has been obtained from the Providence, St Joseph’s, and St Michael’s Healthcare Research Ethics Board (number 18-251). Enrollment took place from April 2019 to September 2019. Preliminary analysis of the baseline quantitative and qualitative data is underway. Conclusions This pilot RCT will be the first to test the impact of economic and social support on meaningful social integration for formerly homeless young people living in market rent housing. We believe that the mixed methods design will illuminate important contextual factors that must be considered if the intervention is to be scaled up and replicated elsewhere. Importantly, the CBPAR framework will incorporate the perspectives of the community, including formerly homeless young people, who are in the best position to determine what might work best in the context of their lives.
