The properties of electric power systems (EPSs) are currently in the process of digital transformation, which should be taken into account when controlling them. Despite the numerous advantages of the digital transition, there are still problems with quality of the data used to control the EPS, and they are to a greater extent associated with the cybersecurity threats to the EPS information and communication infrastructure. The paper demonstrates the effect of changes in cybersecurity properties of the information and communication infrastructure on the quality of data streams coming from SCADA and WAMS, and reveals their complex interaction. The need has arisen to assess the quality of data during cyberattacks on systems for collecting, transmitting and processing the information. An algorithm is proposed to assess the quality of measurements based on the fuzzy logic.

Digital transformation of society and economy led to the rapid spread of information and communication technologies (ICT) in higher education, which became a new driver of development for global education and for the emergence of the phenomena of e-learning and blended learning, introduction of new types of educational resources, and increased diversity of information and communication technologies in higher education, which also led to a rise in the number of publications in this field. The article considers the essence and offers a classification of technical tools of e-learning. The authors conducted a comparative analysis of approaches to the formation of models of quality of electronic services and information technologies, as well as specific models of e-learning quality. This allowed the authors to propose a model of e-learning quality and determine the set of consumer properties of e-learning technology. The reported study was funded by RFBR, project number 20-010-00571 "The Impact of Digital Transformation on Improving the Quality and Innovation of Services".

The paper is devoted to the comparative analysis of the essence of the concept of "competitiveness" in relation to human resources and other similar categories, identification of their advantages, disadvantages and scope in terms of digitalization of the economy and society. It was determined that in the context of digitalization it is expedient to apply the approach to studying the process of forming the competitive advantages of human resources, as allows to consider the competitive advantages in relation to all age groups and at all stages of forming and development of competitiveness. Today, such qualitative advantages as the ability of intensive using of the modern information and communication technologies, digital literacy, interpersonal skills, ability to work in a team, focus on achieving the end result are becoming very important. The characteristics of the levels of forming of the competitiveness of human resources (personal, microeconomic, sectoral, territorial, macroeconomic and global) were given. The urgency of forming and development of global competitiveness of human resources in the conditions of modern realities was emphasized. It was emphasized that along with the traditional forms of employment on a permanent basis, temporary, remote, non-standard employment is becoming more widespread, providing greater freedom of choice for both employers and employees (the best performer or place of work). The directions of improving the competitiveness of human resources in the context of digital transformation of the economy lying in the plane of development of their personal and business qualities, improvement of measures of the state regulatory influence, maintenance of quality of workplaces, consideration of specifics and the features of employment with application of information and communication technologies were offered.

Применение интеллектуальных и цифровых технологий в системах измерения, передачи и обработки информации, являющихся частью информационно-коммуникационной инфраструктуры электроэнергетической системы (ЭЭС), направлено на повышение эффективности управления ЭЭС. Вместе с тем, при цифровизации ЭЭС отмечен рост уязвимостей к кибератакам. В связи с этим возрастает актуальность обеспечения задач управления в условиях кибератак своевременной, полной и достоверной информацией. Предложен алгоритм обработки синхронизированных векторных измерений на основе вейвлет-анализа и нечеткой логики, повышающий качество информации, используемой в дальнейшем при оценивании состояния ЭЭС. The use of intelligent and digital technologies in systems for measuring, transmitting, and processing information, which are part of the information-communication infrastructure, is aimed at improving the efficiency of EPS management. At the same time, with the EPS digitalization, there has been a rise in vulnerabilities to cyberattacks. In this context, the urgency of providing timely, complete, and reliable data to perform control in the case of cyberattacks is increasing. We propose an algorithm to process synchronized vector measurements based on wavelet analysis and fuzzy logic, which improves the quality of information used in the state estimation of electric power systems.

AbstractThe use of sensors has had an enormous increment in the last years, becoming a valuable tool in many different areas. In this kind of scenario, the quality of data becomes an extremely important issue; however, not much attention has been paid to this specific topic, with only a few existing works that focus on it. In this paper, we present a proposal for managing data streams from sensors that are installed in patients’ homes in order to monitor their health. It focuses on processing the sensors’ data streams, taking into account data quality. In order to achieve this, a data quality model for this kind of data streams and an architecture for the monitoring system are proposed. Moreover, our work introduces a mechanism for avoiding false alarms generated by data quality problems.

The paper describes the investigation results of distributed generation connection to the electricity distribution network, and its impact on the quality of electric energy at the load nodes of the surrounding area. The studies were performed with the use of the electro-dynamic model of electric power systems. Technological and functional models were created to provide accounts on low generation services to improve electricity quality.

PJSC “Rosseti” is forced to find new ways of getting additional income. It’s caused by the insufficient financing of network. But a lot of known and supported by network organizations initiatives are leading to the increase of network component in electricity cost for consumers. By the way the new subject, called demand side response aggregator in the UPS, is appeared in power engineering. This problem can be partially solved by the large regional network companies in case of them being an aggregator. At the same time, the efficiency of the aggregator function increases in case of using local power systems as a subject of the retail market as a regulatory resource. It’ll let to avoid the decrease of the power consumption and transmitted power volume, to increase the reliability and the quality of power supply due to reduce of power losses in network. It’s obvious, that the appropriate automation is needed as an element of the digital transformation of the electric network.

Quality of education from the point of view of different stakeholders is considered taking into account the ongoing digital transformation revolution with the unprecedented speed and scale of changes. A quality of a student’s life added by an academic program is believed to be the most comprehensive characteristic of the quality of the program. A short list of key requirements for higher education academic programs to keep their high quality under digital transformation is proposed. It is noted that academic programs need to maintain a relatively slow-changing crossdisciplinary fundamental theoretical core in the relevant field of knowledge, and develop project and research competencies. In order to adapt to technological changes in the professional sphere, a need for continuous design of courses to meet anticipatory professional competence packages is pointed out. These courses may form a rapidly changing part of the program for individual educational trajectories. The necessity to develop universal competencies in the field of information and communication technologies, as well as skills for using methods of pattern recognition theory, which is fundamental for deep machine learning, is noted. Possibilities of using both Mass Open Online Courses (MOOC) and Online Program Management (OPM) services in academic programs are considered.
