Finland is the first country that formulates the design policy, and these successful experience and lessons are deserved to be focused and studied. This paper has a research on the Finnish policy index with the factor analysis approach and Delphi Method, and sorts out the opinions of policy planners, building the index system of design policy which is used to evaluate the effectiveness and result of Finnish design policy, and then studies the exterior policy environment where design innovation drives the development of country, and provides important reference for the system summary, the effectiveness, problem and tendency of the Finnish design policy.

Over recent decades, the application of artificial intelligence methods in manufacturing has led to new spheres of research such as the Internet of Things, Cyber–Physical Systems, and Cloud Computing and Big Data, leading to the so-called Industry 4.0. However, to date, little research has been geared towards assessing the factors that influence intelligent manufacturing on a regional scale. Addressing this problem, this paper constructs an evaluation index system for the Yangtze River Economic Belt (YREB) intelligent manufacturing sector using eleven years (2008–2018) of provincial panel data. The entropy method is applied to three evaluation criteria, namely intelligent innovation, equipment, and profit, to construct an evaluation index system. An analysis of the results revealed that the level intelligentization of the manufacturing industry of the YREB increases yearly, and that intelligent innovations are notably occurring at a faster rate than profits. Disproportional enterprise returns on investment have occurred, which decreases enterprise motivation to be innovative in the first place. Additionally, it was also observed that FDI, financial development, government intervention, and the level of opening-up were the primary factors modulating regional intelligent manufacturing levels.

This paper studies Natural sciences Academic research level Appraisal method. first, Reference a large number of relevant scientific research index system literature, propose level of scientific research of natural science disciplines comprehensive evaluation index system. And using network analysis (ANP) and factor analysis to the level of scientific research on these subjects to rank college and analysis. Finally, we use the combination of ANP and factor analysis assigning weights to the weight of two methods reasonably together. In this paper we make a simple plan, the minimum deviations squares as the objective function, comprehensive evaluate existing 10 universities part academic research level, access to comprehensive score and ranking.

The new pattern of manufacturing industry is not only an important way to maintain industrial sustainable development, but also an important development mode for transforming traditional industry. The evaluation index system of new pattern, including productive power of economy, competitive power of science and technology, protective power of environment and resource, is built. The new pattern of Heilongjiang provinces manufacturing industry is evaluated using this index system and factor analysis method. Through the evaluation, we realize the current situation and sustainable development trend of Heilongjiang provinces manufacturing industry clearly.
