The features of the application of the system engineering methodology, technology and manufacturing readiness levels metrics when creating high-tech industrial products in the digital transformation of the economy are considered. The concept of manufacturing and economic feasibility of a perspective technical system is introduced. An approach to the economic and mathematical modeling of real options is proposed for a formalized description and decision support for managing multi-stage and interconnected processes for creating a goal technical system and supporting manufacturing system. The directions of further research are determined and the tasks of applied development of real options pricing models are posed.

The management of a controllable production in the manufacturing system is essential to achieve viable advantages, particularly during emergency conditions. Disasters, either man-made or natural, affect production and supply chains negatively with perilous effects. On the other hand, flexibility and resilience to manage the perpetuated risks in a manufacturing system are vital for achieving a controllable production rate. Still, these performances are strongly dependent on the multi-criteria decision making in the working environment with the policies launched during the crisis. Undoubtedly, health stability in a society generates ripple effects in the supply chain due to high demand fluctuation, likewise due to the Coronavirus disease-2019 (COVID-19) pandemic. Incorporation of dependent demand factors to manage the risk from uncertainty during this pandemic has been a challenge to achieve a viable profit for the supply chain partners. A non-linear supply chain management model is developed with a controllable production rate to provide an economic benefit to the manufacturing firm in terms of the optimized total cost of production and to deal with the different situations under variable demand. The costs in the model are set as fuzzy to cope up with the uncertain conditions created by lasting pandemic. A numerical experiment is performed by utilizing the data set of the multi-stage manufacturing firm. The optimal results provide support for the industrial managers based on the proactive plan by the optimal utilization of the resources and controllable production rate to cope with the emergencies in a pandemic.

Digital transformation of the modern world requires any person, including people with partial or complete vision loss, to have new competencies in organizing their own lives. The share of high-tech services is growing in almost all areas of library and information activities.The process of inclusion of visually impaired people in the world of new opportunities is directly related to the formation of the image of socially active special library. The author analyzes the management decisions and development of the Novosibirsk Regional Special Library for the Blind and Visually Impaired as a consumer and participant of the intersectoral and interdepartmental market of rehabilitation industry products. The article reveals the role of assistive (auxiliary) technologies in the expansion of a number of educational services for the interested social and professional groups of the population.The empirical basis of the article is the results of the information and applied development of the assistive technology sphere by the specialists of the Novosibirsk Regional Special Library for the Blind and Visually Impaired. Various social, technical, regulatory and economic aspects have defined the development of the institution over a long period of time. The interdisciplinary nature of the proposed method involves the use of advanced assistive technologies as the basis for expanding the services of special library.The article considers the proactive approach that takes into account the priorities of the readership as an actual and effective way to develop a system of special library and information services. The author proposes and approves as innovation the idea of using the achievements of the related field of activity — accessibility technologies. Educational and training activities of the library in this context become a targeted tool for informing and motivating specialists of various branches. The article shows the need for additional efforts to organize and coordinate the work in the conditions of different levels of competence of specialists. Advanced development of assistive technologies allows expanding the range of users.

Questions related to the management of the process of multiple measurements are considered, depending on the result, which affects their number. In this case, the measurement time can be significantly increased. The above algorithm for controlling the measurement process justifies the random nature of the duration of its execution, which entails the need to study the time of carrying out multiple measurements. The paper constructs a semi-Markov model that allows to determine the distribution functions of time between events in the output flow of products after measurements, which makes it possible to dock this model with models of elements of higher levels of the hierarchy of the production structure. In the model, it is taken into account that some part of the production after a given number of measurements is defective and leaves the system. The constructed semi-Markov model allows to predict the performance of a technical system associated with multiple measurements.
