The article considers the problems management of efficiency of use of production and technological potential of rolling stock of rail transport. It is investigated that to improve the efficiency of functioning requires a comprehensive solution of many problems, with the rational use of labor, material and labor resources. A set of many tasks aimed at improving and ensuring the level of efficiency of rail transport facilities and systems is considered. It is investigated that in order to achieve the required level of efficiency of rolling stock operation it is necessary to improve the management process by system model of the set of problems of efficiency of use of production and technological potential of work of rail transport.As a result of solving the problema mathematical model of the set of problems was proposed, which became the basis for building a system model of the set of problems. The decomposition method and AllFusion Process Modeler software were used to build the system model. The paper considers the task of ensuring the required level of efficiency in the use of production and technological potential of rolling stock and the proposed ways to solve it. There is also a comprehensive review of objects, systems and processes, which involves their identification, providing a formalized description. On the basis of which a model and method of diagnosis were proposed, which inopen the possibility of interaction between the management of the subsystem of diagnostics and planning of work of objects and systems of rolling stock on the basis of the actual technical condition. The solution in this way will increase the indicators of the main aspects of production and technological potential, which is the purpose of this work.

The article concludes the description of the standard regional infocommunication system “Student and Labor” (ST), begun by the authors in previous publications in the “Informatics and Education” journal. This system is an integral part of the regional system for identifying, developing and involving creatively gifted youth in labor activity, starting from high school age. The S&T system is aimed at identifying and developing university students who are creatively gifted in the field of science and technology in the process of their gradual involvement in real labor activities in cooperation with leading enterprises in the region. The S&T system is aimed at identifying and developing university students who are creatively gifted in the field of science, technology and technology in the process of their gradual involvement in real labor activity in interaction with the leading enterprises of the region. Organizational and informational issues of its creation and functioning were discussed in previous articles, this article presents tools that allows a student to most effectively plan the developmental content of his activities, taking into account individual goals and interests, available resources, as well as a wide range of opportunities provided by the surrounding socio-economic environment. The central part of the toolkit is an individually adjustable optimization mathematical model. The article provides a formalized description of this model and considers an example of its use.

Currently, the issues of improving the quality of medical care and the effectiveness of management are in the focus of attention of heads of medical organizations. Obviously, for the successful management of any complex object, it is necessary to understand the principles of its operation and have a formalized description (model).This article presents the experience of systemic implementation of the organizational and methodological approach developed by the authors to the description and standardization of the treatment and diagnostic processes of a multidisciplinary hospital.When writing the work, the methods of system analysis and synthesis were used. Analyzed and systematized the successful experience of the N.V. Sklifosovsky Research Institute for Emergency Medicine on the introduction of the developed organizational and methodological approach into the current activities of a medical institution, as well as the results of its approbation in more than 270 complex medical and diagnostic processes, surgical interventions, active methods of treatment, instrumental and laboratory diagnostics.The article defines the most important principles for the formation of small groups, the basic values underlying their work, the main motivational factors for the participation of doctors, as well as critical factors for the success of the implementation of the organizational and methodological approach. The experience of its phased implementation is considered: from the processes of the admission department to the processes of medical and intensive care departments; as well as implementation features in the description of diagnostic profile processes.Based on the results of the implementation of the organizational and methodological approach at the N.V. Sklifosovsky Research Institute for Emergency Medicine, a conclusion was made about its universality and applicability for any medical institution.In the conclusion of the article, recommendations are formulated for the systemic organization of implementation in a medical institution of the organizational and methodological approach developed by the authors to the description and standardization of treatment and diagnostic processes.

Most of the environmental, economic, social and political problems that have given rise to the global crisis continue to grow negatively and rapidly. It is with this situation that the world community has faced, feeling the consequences of earlier decisions. It is natural to raise the question: why, despite enormous efforts, it is not possible to reverse the negative trends and ensure the transition to sustainable development of the world community. In order for the criteria of sustainable development to meet these requirements, it is necessary to determine the main governing laws and find a way to measure different quality social, natural processes and resource flows in stable and universal units of measurement (measures). The article presents the basic definitions for the development of a formalized description of the tasks of monitoring sustainable development that meets the principles and requirements of sustainable development. It provides examples of calculating the parameters of sustainable development of Latvia and their primary interpretation. To formalize the tasks of sustainable development, the authors considered the methodology of systems analysis, methods of managing sustainable development projects using the concept of flows of full and useful power in open non-equilibrium stable systems, flows model of interactions in the system ‘man - society – nature’, as well as the theory of a unified system of space-time measurements. The main conclusions are: the system of four universal indicators of sustainable development shows that by 2019 the system of Latvia had a trend towards non-sustainable development. A decrease in consumption indicates an extensive development and is the result of a decrease in population, and is not associated with improving the structure of resource consumption and their efficient use.

The article deals with the issue of developing a cyber-physical system of a psychological profile of a specialist in professions of the ‘man-nature’ type in the formation of specialists for sustainable development. The proposed cyber-physical system of psychophysiological support of professional self-realization in professions of the ‘man-nature’ type is presented in the form of a hierarchical structure, the upper level of which reflects the vision of the customer (client) and contains the necessary properties and their significance coefficients, and the lower level is a set of characteristics that affect the corresponding properties as well as the corresponding weight values. The cyber-physical system makes it possible to clearly represent the psychophysiological profile of a specialist when working on building a standard of a specialist using the method of expert assessments. This system also allows you to easily automate the process of creating a reference model of a specialist for professions of the ‘man-nature’ type and will provide estimates of the significance of each of the obtained characteristics. The novelty of the cyber-physical system lies in the integration of points of view on the professional self-realization of a specialist on the part of the customer and on the part of psychologists. The significance of the upper-level elements comes from experts (customers) for each profile, while the weights of the relationship between characteristics and a certain quality are constant regardless of the specialty and can be obtained from expert psychologists in advance. Based on the analysis of a formalized description of available psychodiagnostic techniques, a generalized model of psychodiagnostic techniques and a structural model of a set of psychodiagnostic techniques have been developed. This approach differs from the known ones in a formalized representation, as well as taking into account the vector of resources necessary for the implementation of the technique. The proposed approach made it possible for the first time to formulate the problem of choosing a set of psychodiagnostic techniques as an optimization problem. The developed complex of algorithms, containing all the characteristics of cybernetic systems, is controllable and consists of a set of subsystems that act as mechanisms for the restoration and implementation of self-preserving reactions. That is, this complex of algorithms is effective, which is characterized by a certain set of parameters. Hence, the key role of the system of transmission and processing of information in training specialists for sustainable development becomes clear, and the importance of intellectualization of management processes is explained.

This paper discusses conceptual basis for assessment and analysis of model quality relating to formalized description of technologies. The authors give indicators used to assess formalized and textual descriptions of technologies. They raise some questions concerning the analysis of technologies that enable to make a list of indicators. The paper examines decomposition structures of specific technologies and provides the calculations of introduced coefficients.

The authors present the algorithms of staged combined design of unified decomposition constructions that enable to form decomposition structures of technologies. The article introduces the extended algorithm to construct ontological representation of technologies.

The purpose of the work is to build and implement a decision support system (DSS) in dairy production based on for-malized mathematical models and an ontological approach. The decomposition of the process of dairy production is carried out; the main factors influencing it and the relationship between them are highlighted. The ontology of the sub-ject area has been formed, which is presented as a conceptual scheme and a class hierarchy. To describe the sequence of the influence of factors and identify control actions, the Ishikawa scheme for the production of dairy products has been developed. A formalized description of the efficiency of the dairy production process is proposed. A DSS has been developed for the production of dairy products, taking into account the factors associated with the variety and type of forage plants, methods of sowing seeds, pre-sowing preparation, class and type of soil, agro-climatic indicators, fertili-zation, class of animals and feed additives.
