In the frame of the project «Criteria of traffic control quality and effectiveness in Russian Federation» the Transportation Laboratory of ISTU was invoved into elaboration of network performance appraisal. Two alternative congestion measures were considered. The ratio of peak period to free flow travel times was proposed as a test criterion of urban highway network reliability.

This paper conducts an in-depth research on applications reliability in highway network planning and optimization of construction sequence. It introduces the concept of reliability to the layout of the importance of the road network node and establishes a fairly comprehensive theoretical method of highway network planning based on the reliability from the aspects of the road network layout, evaluation, and construction sequence arrangements. Case study illustrates the proposed layout optimization method has achieved satisfactory results in the road network reliability analysis, displaying strong practical promotional value.

The travel time studies are one of the most important measures used for evaluating the performance of road networks. The Global Positioning System (GPS) is a space-based system that provides position and time information in all weather conditions. GPS data could be used to obtain the values of traffic control delay, vehicle queue, average travel time and vehicle acceleration and deceleration at intersections.The task of estimation of delay becomes complex if it is performed for intersections carrying heterogeneous traffic and that to for over saturated conditions. Most of the urban signalized intersections are manually controlled during peak hours. GPS device fitted in a vehicle was run repeatedly during morning peak period and the period during which vehicles were allowed to cross the intersection was recorded with video graphic camera. The attempt to identify the control delay with the GPS data from the test vehicle while crossing manually operated major intersection is presented in this paper.

The article presents issues related to improving safety and efficiency of operation of mobile machines in the constantly changing, winter temperature and traffic conditions. The authors develop a conceptual model of winter all-weather tires able to adapt to various road conditions such as when the road is covered with a layer of ice or compacted snow, or when the road is free from snow and ice. The use of such winter all weather tires will improve the road safety by contributing to increasing the life of tires and preserving the road network. The proposed model has no foreign analogues and is protected by a patent of the Russian Federation.

In order to improve the reliability of urban road network operation evaluation, the road network regional Partition methods were launched in this paper. The geographic grid was introduced first, and a 4-level road network model was defined. Then, the spatial analysis based urban road network division method was proposed by analyzing the characteristics of road network operation. This method can reflect the influence between adjacent regional units, and improve the reliability of urban road network division. Finally, this research took a certain area in Beijing as a case study, and divided the road network as several regional units. Macroscopic evaluation result shows that it is effective for scientifically describing the road network operation status.
