The article examines the impact of digital technologies on the sustainable development of ecological and economic systems. The main aspects that make the development of digital technologies especially relevant for environmental modernization and sustainable development are analyzed. It is shown that the large-scale use of digital technologies contributes to the development of new tools, models and methods of urban management. One of the promising areas for the development of the urban environment in these conditions is the concept of a smart city. Based on the analysis of research on the topic of smart cities, the effects of the use of the smart city model for the formation of the foundations of sustainable development of territories are noted.

Modern cities are increasingly faced with growing socio-economic, environmental, energy challenges, and problems that require new approaches to their solution. In the context of the digitalization of the economy and the introduction of digital technologies in various areas of the urban economy, one of the promising areas for research is the development of methodological foundations for the digitalization of socio-economic systems and construction systems for the index assessment of smart cities. Thus, this study's relevance is reduced to the need to improve approaches to assessing the digitalization of the urban environment within the framework of the concept of a smart city. The purpose of this study is to systematize existing approaches to the index assessment of the digitalization of cities and create an index methodology for assessing the digitalization of the urban environment based on the author's model 7I. The main features of the methodology of this study are the implementation of several logically related stages. First, it is the identification and systematization of existing approaches to the index assessment of smart cities. Secondly, it analyzes the directions of the digitalization of cities and the indicators used for this. Thirdly, it adapts the generally accepted indicators for assessing smart cities for the 7I model. This study's results are in the development of a methodological approach to the index assessment of smart cities in the framework of the 7I model.

This chapter is devoted to the study of the role of ecological subsystem in the structure of the sustainable development program of smart city. The author suggests the logic of building the environmental strategy of the city as a long-term landmark of its sustainable development including the environmental mission, vision of the future, goals and priorities, programs and their implementation, target indicators for assessing results, and consequences of realization programs. Certain attention is paid to the city as an object of research with a focus on environmental problems. The characteristics of the factors affecting the development of the ecological situation in the city are shown. A system of criteria and indicators that can be used to assess the impact of the planned environmental activities is proposed.

The article explores the possibility of applying tensor method of dual networks for analysis of transport and tourism components in sustainable development of territories. The tensor method of dual networks, in contrast to other methods allows to consider the structure of the large-scale intelligence system and the processes occurring in it as one whole. Thus, we have the possible to complex analyze all the components of a large-scale system even when its structure, the number of its elements and the connections between them will be changed. Tensor equations make it possible to accurately calculate the parameters of a system when simulating various ways of connecting its elements. On the example of the analysis of the tourist transport system, the advantages of using the method of double networks to assess the impact of the system on the sustainable development of the territory are shown.

This paper studies the impact of the implementation of smart city policy (SCP) on the development of low-carbon economy (LCE) in China. For this purpose, we developed a nonconvex meta-frontier data envelopment analysis (DEA) approach to measure LCE and used the differences-in-difference (DID) analysis method in the econometric model to empirically analyze the impact of SCP on LCE, using the dataset of 230 cities from 2005 to 2018. The results show that the implementation of SCP can significantly improve the LCE of cities, and the dynamic effect test presents that the promotion of smart cities to low-carbon economy increases with time. In addition, SCP promotes the development of LCE by optimizing government functions and improving the efficiency of governance and the degree of implementation openness. But there is heterogeneity between different cities as follows: the implementation of SCP has a more significant effect on the promotion of LCE in central and western regions in China and large-scale cities and cities without strict environmental protection planning. Finally, the robustness test verifies the reliability of the experimental data again and puts forward conclusions and policy recommendations.

At present, the issue ecological balance restoring and rational resource con-sumption is especially acute, which determines large-scale transformations at the world level, as well as the need to modernize the tools for socio-economic develop-ment systems of countries (macro-level), individual territories and regions (meso-level), a set of interacting economic systems and economic units (microlevels). The article examines the problems of responsible resource consumption in regional socioeconomic systems, which led to change of effective growth paradigm to: 1) the sustainable development paradigm, society’s informatization; 2) selective regional policy of interregional differentiation. Obviously, at the macro-level, there is an intensive search for effective management of regional resource consumption; development of mechanisms and tools for environmental responsibility management. That is why a decrease in the level of negative impacts, as well as the consequences of low socio-economic development, determines the genesis of responsible resource consumption tools in regions’ strategizing as a key development task. However, the study of the ontology “responsible resource consumption tools” goes through the concept of sustainable development and is transformed into an integral, logically linked system of views, united by a common idea and aimed at achieving the goal of work.

Modern urban planning educational trend defines the sustainable development of smart cities as one of the most dynamic areas of city policies around the world. A smart city is a high-tech urban living environment in which innovative solutions are embedded in its constituent elements and processes to improve its quality and living standards. The concept of a smart city is aimed at sustainable development of urban areas and offers technology as a tool for solving problems in the field of planning, design, integrated engineering landscaping, as well as in the provision of urban services to the population. The article discusses the contents of the smart city concept, which reflects the main directions of the curriculum of the master's program «Sustainable Smart City». Its main purpose is to prepare urban planners who have professional competencies in the development of smart cities in the implementation of urban processes.


Objective of the paper is to get analyze the scientific studies by focusing on smart city concepts and sustainability to understand better. For doing such thing, the study identifies the information about the different existing and recent technologies, various research, different models and various frameworks. The methodology used for this research is qualitative by an organized review of different literatures, which examines the important terminologies like, “Smart city”, “Urban Computing” and “Sustainability”, focusing on the sustainable development of smart cities. This review gives detailed information regarding the recent scientific piece of writing focusing variety of issues related to smart cities and sustainability. This review may provide a base to the researchers looking for surrounding information to explore more. The finding gives important insights for the scholars researching in the area under discussion, and managers are trying to apply those in their respective cities. In the last section we have proposed a three layered framework of smart cities which includes the supporting technologies, pillars of smart city and the society which gets benefitted

With the arrival of the “5G” era and the digital economy era, the development of the city has permeated all aspects of the city, and with the emergence of “smart city”, it is likely to have “smart” everywhere in the future city. At the same time, “Future Smart Transportation” was proposed as a discussion topic at the “2019 (8th) International Smart City Summit and Smart Ecology Expo”. The research and development of the driverless bus stops will spur the driverless bus stops to take on the past with a brand-new look, welcome the future, and contribute to the sustainable development of the smart city. Taking the driverless bus station in Zhengdong New District as an example, this paper explores the sustainable development of a smart city through the creation of manned (open)-shared (transition space)-driverless (semi-enclosed space) space and the introduction of modular design approach. To connect people’s work, life and transportation, and derive a new public transportation environment based on manned bus stops, namely, intelligence, sustainability, environmental friendliness and safety, thus create a smart transportation pilot to embrace the bright future of sustainable smart cities.
