Conceptual Foundations of Creating Sustainable Development Strategy of Smart Cities

This chapter is devoted to the study of the role of ecological subsystem in the structure of the sustainable development program of smart city. The author suggests the logic of building the environmental strategy of the city as a long-term landmark of its sustainable development including the environmental mission, vision of the future, goals and priorities, programs and their implementation, target indicators for assessing results, and consequences of realization programs. Certain attention is paid to the city as an object of research with a focus on environmental problems. The characteristics of the factors affecting the development of the ecological situation in the city are shown. A system of criteria and indicators that can be used to assess the impact of the planned environmental activities is proposed.

Climate change and energy crisis has crucial impact on the economic activity and industry, and sustainable development is a solution to our future generation to meet their own need under the impact of climate change and energy crisis. Sustainable development has varies meanings, therefore leads to different responses to this definition. This paper aims to evaluate the industry tendency of sustainable development in Weifang. The evaluation first considers sustainable development situation of Weifang today, and assess the sustainable development industry in that city, and then predicts tendency of future sustainable development, and in the end predicts the customer demand of sustainable development industry. To analysis this, the researchers interview leading expert in the sustainable development industry and review the literature of related field. The paper helps to clarify the sustainable development in the industry of Weifang and help city policy maker to guide the sustainable development.

To provide a good level of the quality of life of the city inhabitants, it is indispensable to follow sustainable development strategy, allowing to create social capital. This is important especially for local authorities, which should govern society by cooperating with them. Therefore, the main purpose of the article is to present implementation process and its conditions of the sustainable development strategy within the structures of local government units in Poland. Analysis is based on the authoress’ own qualitative research conducted in four voivodships in the Southern of Poland.

The impact of Information and Communication Technologies (ICT) in terms of Sustainable Development (SD) has led to a great transformation in business management, which positions innovation as an essential element of differentiation for the new market conquest. These ICT, that are particularly adapted, allow creating value for the company in a sustainable way and more aligned with the global SD strategy while ensuring to bring competitive advantage and anticipate new economic, social and environmental problems. To implement an innovation approach that gives organizations the means to develop sustainable management strategies, allowing them to increase overall performance, we proposed the "ICT Sustainable Management" model which is designed according to a Green IT (GIT) and Corporate Social Responsibility (CSR) concepts in order to seek new transition ways for management serving SD. Our model constitutes a first research step to lead reflection on next-generation SD-oriented management models. For this reason, we consider it more appropriate to approve the validity of our model through its application on different categories of companies that use ICT. Analysis of the results of this application test has demonstrated the validity of our model at the scale of five companies. This initial validation will be supported by improvements and new tests that will be extremely useful to improve the model and to advance knowledge in this new field of research.

The article examines the impact of digital technologies on the sustainable development of ecological and economic systems. The main aspects that make the development of digital technologies especially relevant for environmental modernization and sustainable development are analyzed. It is shown that the large-scale use of digital technologies contributes to the development of new tools, models and methods of urban management. One of the promising areas for the development of the urban environment in these conditions is the concept of a smart city. Based on the analysis of research on the topic of smart cities, the effects of the use of the smart city model for the formation of the foundations of sustainable development of territories are noted.

In order to ensure the implementation of the “Strategy for the Development of the Construction Industry of the Russian Federation until 2030” and the implementation of the UN resolution on sustainable development, there is a need to develop new strategic management initiatives. They should allow authorities to make inter-city comparisons, considering specific cities and their objects against the background of others undergoing similar development processes. In this article, the authors propose strategic initiatives for the management of urban facilities. In particular, the authors’ approach to the assessment of the sustainable development of housing and communal service facilities in the city is proposed. According to the authors, the housing and communal city service objects mean capital construction objects in different forms of reproduction. Moreover, the article examines both residential buildings and structures, and utility networks. The authors’ approach consists in the constant assessment of the city’s housing and communal service facilities at different stages of their operation. For this, the authors use several types of analysis: ex post analysis, ex ante analysis, and foresight analysis. For each type of analysis, the authors form a set of assessment indicators and indicate the period of the analysis. The result of the study is the development of an indicator for the assessment of the level of sustainable development of housing and communal service facilities in the city, and a roadmap for their development strategy. The roadmap is formed considering the introduction of modern end-to-end technologies and digital tools into the work of state bodies. The proposed approach, on the one hand, considers the internal complexity and heterogeneity of the city’s housing and communal service facilities. On the other hand, it is a simple tool for the making of effective management decisions by power structures, as it uses data which are available on a regular basis.

The article studies with the theoretical issues of sustainable development of organizations in modern conditions. The authors show that through achieving efficiency and effectiveness, an organization can thus ensure its sustainable development, and also provide a model of “4K ensuring the sustainable development of market entities”. Logical, expert, and system analysis were used as research methods. The specifics of the problem of determining the factors that affect the ability of economic entities to form a sustainable development strategy in modern conditions determined the structure of the study. The authors analyze various interpretations of the term “sustainability” and present the main factors affecting the development of economic systems in the form of a model of the organization’s functioning, taking into account the influence of environmental factors. In conclusion, the article substantiates the following: the presented model proves that to meet the needs of their stakeholders, organizations need to have certain capabilities, the effectiveness of which they can achieve by improving their management system.

<p>Since 90s of the 20<sup>th</sup> century sustainable development has become a global issue which is receiving increasing attention. Successful sustainable development is only possible from the bottom to the top, which means that the human and environmental mutual relations must be taken into account not only on a global scale as a whole, but also focus on the much smaller territorial units.</p><p>The role of the city as the administrative territorial unit has significantly increased in recent years, the acknowledgment for that can be found in the European Union Cohesion Policy, polycentric development policy, spatial planning policy, etc., in the figures of the rapid population growth in urban areas, about joining of separate scientific disciplines in order to study current issues in the cities.</p><p>In sustainable development studies special attention is paid to mega cities or capitals, which have the most significant impact on the environment, based on certain key indicators - CO2 emissions, the amount of municipal solid waste generated in cities, etc.</p><p>The planning documents, that provide a picture of the specific urban sustainable development priorities, play an important role in ensuring sustainable development.</p><p>The aim of the article is to explore the sustainable development strategies of the city of Rezekne for 2013-2030 in conformity with the five dimensions of sustainable development and to assess the development possibilities of Rezekne.</p><p>During the study the sustainable development strategy of Rezekne for 2013-2030 was evaluated, strategic aims, long-term priorities, and actions were established. As a result, it was concluded that they meet all five dimensions of sustainable development, but in the strategy for these actions, it is necessary to focus on the essence of the concept of sustainable development, that meets the needs of the present without compromising the ability of future generations to meet their own needs [1].</p><p>The evaluation of current performance shows that the strategy of planned targets may not materialize and as a result have a significant impact on sustainable development, so it is necessary to make appropriate adjustments in the operational plans.</p>
