The article is devoted to the problems of innovative enterprise development. Since the Russian economy is in a state of financial and economic stagnation, there is a need to apply radically new innovative directions of business activities that ensure the effective use of financial potential within the framework of national projects. Practice shows that today the business sector in Russia is not able to provide a full-fledged demand for new technologies. Therefore, there is a need for substantial state support to provide centralized orders for high-tech industries. There are already examples of combining the efforts of a number of Autonomous economic entities to implement innovative reforms, new organizational forms of interaction have been formed, such as: centers for the implementation of innovative ideas; centers for engineering services; business incubators, etc. The subjects of these organizational forms of cooperation developed and proposed measures aimed at innovative solution of technological problems relevant to the regional economy, as well as for the country as a whole. Link for the efficient interaction of economic agents becomes an inherent characteristic, is the need of implementation of mechanisms of coordination with “network interaction”. It is important to note the fact that the existing relations and forms of regulation of various systems are not permanent, there are no strategic concepts aimed at long-term public and private cooperation.

This paper provides an example of an innovative solution to program development that addresses the diverse needs of teacher educators throughout various geographical locations in Florida, through a collaborative multi-university, muti-agency teacher training program funded by one collaborative grant.   Innovation is driven out of need, and I will discuss how I identified the needs at my university and then utilized creativity and collaboration to network and obtain the grant, which then facilitated, developed, and taught in a new M.Ed. program in Arts and Academic Interdisciplinary Education.  Program content and delivery were both planned around the diverse student population within the multi-university collaboration, with each university designing diverse programs to address the specific needs of their population but with the same concept of arts integration.  Collaboration also occurred within each university: the College of Arts and Science and the College of Education.  In addition, teachers were required to collaborate as coaches in their schools to train and support others in increasing arts integration in their schools.

The unpredictable situation from the Coronavirus (COVID-19) globally and the severity of the third wave has resulted in the entire world being quarantined from one another again. Self-quarantine is the only existing solution to stop the spread of the virus when vaccination is under trials. Due to COVID-19, individuals may have difficulties in breathing and may experience cognitive impairment, which results in physical and psychological health issues. Healthcare professionals are doing their best to treat the patients at risk to their health. It is important to develop innovative solutions to provide non-contact and remote assistance to reduce the spread of the virus and to provide better care to patients. In addition, such assistance is important for elderly and those that are already sick in order to provide timely medical assistance and to reduce false alarm/visits to the hospitals. This research aims to provide an innovative solution by remotely monitoring vital signs such as breathing and other connected health during the quarantine. We develop an innovative solution for connected health using software-defined radio (SDR) technology and artificial intelligence (AI). The channel frequency response (CFR) is used to extract the fine-grained wireless channel state information (WCSI) by using the multi-carrier orthogonal frequency division multiplexing (OFDM) technique. The design was validated by simulated channels by analyzing CFR for ideal, additive white gaussian noise (AWGN), fading, and dispersive channels. Finally, various breathing experiments are conducted and the results are illustrated as having classification accuracy of 99.3% for four different breathing patterns using machine learning algorithms. This platform allows medical professionals and caretakers to remotely monitor individuals in a non-contact manner. The developed platform is suitable for both COVID-19 and non-COVID-19 scenarios.

Blockchain technologies are awakening in recent years the interest of different actors in various sectors and, among them, the education field, which is studying the application of these technologies to improve information traceability, accountability, and integrity, while guaranteeing its privacy, transparency, robustness, trustworthiness, and authenticity. Different interesting proposals and projects were launched and are currently being developed. Nevertheless, there are still issues not adequately addressed, such as scalability, privacy, and compliance with international regulations such as the General Data Protection Regulation in Europe. This paper analyzes the application of blockchain technologies and related challenges to issue and verify educational data and proposes an innovative solution to tackle them. The proposed model supports the issuance, storage, and verification of different types of academic information, both formal and informal, and complies with applicable regulations, protecting the privacy of users’ personal data. This proposal also addresses the scalability challenges and paves the way for a global academic certification system.
