ABSTRACTA comparative analysis of the life circumstances of older people in Poland and Norway is presented. It examines differences and similarities in attitudes to both family- and state-provided care, for those living in their own homes. In more prosperous Norway, public services are more frequent, elderly people are more independent and play a more active role in the labour market. In Poland formal care is seen as the last resort, with the responsibility for supporting elderly people placed firmly with the family. State services are directed towards those without families. The Norwegian system places no legal obligation on families, which results in a higher proportion living in institutions.

ABSTRACTWithin the political arena, most sharply articulated by the new Right, the family and welfare state have been counterposed as ideological opposites with implications for the relative responsibility each should be accorded in respect of a policy of community care. On the basis of evidence from a survey conducted in three locations in Scotland, this paper examines the extent to which the ideological positions of Left and Right are reflected in public attitudes towards these issues. The results show that with the exception of certain groups of ‘ideologues’, individual citizens tend not to structure their attitudes in accordance with overarching ideologies, nor are their attitudes in any consistent way organized along partisan lines. In respect of the family/state polarity, there is only a faint echo of the broad rhetoric of political parties and on more concrete issues like care for dependent persons none at all. The overall picture supports the view that the family and welfare state as they are confronted by people in their everyday lives are much less ideological opposites than intermeshed in an overlapping complex of values, needs and interests.

State family policy and its important direction, which is the improvement of the living conditions of orphans and children left without parental care, require constant updating due to socio-economic and political circumstances. Changes should concern both the state level and the level of specific regions. The improvement of the forms and methods of relations between the state, family and children in a particular country is possible with the consideration of the advanced achievements and miscalculations of other states in this policy. Therefore, it is highly important for the theory and practice of the development of Russian family state and regional policy to study the experience of France. The study made it possible to draw conclusions about the specifics of state policy in the formation of family and childhood in France. In this period, family policy in France has gone from exclusion from the family by the school to a discourse of cooperation. Particular attention is paid to the French School Orientation and Reform Act of June 8, 2013, of particular interest. It recognizes the importance of establishing partnerships between the school and the family and proposes measures of cooperation between school and family, some of which are interesting for contemporary Russian reality. The article shows the advantage of modern Russian family state policy by characterizing its goals, principles and objectives defined in the main regulatory documents of the last decade. The materials of the article are of practical value for legislators and heads of social services of different levels, specialists of educational authorities, social protection, guardianship and trusteeship. The article is of interest to teachers and students of pedagogical universities.
